1 Fixed Term - HR Business Partner (TUPE specialist) Post Ref: hours per week. Fixed Term until 31 July , to 41, per annum. Reporting to the Director of People and Organisational Development your role will be to lead on our People work stream for a forthcoming merger. We are seeking someone with experience of managing mergers, TUPE and organisational change. This is a critical time for the College and we are seeking someone with a proven track record and preferably experience within the education sector. In addition you will be required to support our People change projects such as developing best practice People policies and procedures that are suitable for multi campus usage. Sunderland College is a Further and Higher Education College based in the City of Sunderland; and one of the largest Colleges in the North-East region. It is a multi-college estate with 4 College campuses. Annually the College delivers education and training to c12,500 students ranging in age from 14-16, 16-18, and 19 years and above. Delivery spans all education routes including GCSEs and A levels, professional and technical education, apprenticeships, higher education and international. Over the last 2 years the College has been scrutinised as part of the Governments national review of post 16 education, and also by the British Council, the Quality Assurance Agency and OFSTED. In each instance it has achieved impressive outcomes. The last OFSTED inspection report in June 2016 describes the College s leadership as strong, evident in; Excellent communications and a highly visible leadership team [that] underpin collaborative working across the College ; A culture of high expectation ; and A highly inclusive culture. The College also competes nationally and regionally and has recently achieved Continuing Excellence for the Better Health at Work Award. Post title Reports to Department HR Business Partner Director of People and Organisational Development People and Development Grade Contract Location Fixed Term Any College Campus ROLE PURPOSE You will provide comprehensive advice and guidance on all TUPE related issues in line with all relevant policies, procedures and guidelines. Co-ordination of communications, due diligence information and updates. You will also act as the liaison point for and update your stakeholders. Work in partnership with the relevant senior managers in the delivery of a key change management programme. To own and drive TUPE activities, managing the consultation and transfer KEY ACCOUNTABILITIES Lead on the data collection, due diligence and consultation of a TUPE transfer Provide robust leadership and guidance on TUPE, restructures and organisational change. Draft clear People communications to keep staff informed and updated Act as a main point of contact for the employees and managers in the business area Develop an induction programme for newly transferred staff Consults with line management, providing professional and relevant guidance when appropriate. Review, research and development of best practice People policies and procedures for implementation suitable for multi campus usage

3 Manage and resolve complex employee relations issues. Conducts effective, thorough and objective investigations. To support the Director in consultation and negotiation with the recognised trade unions in relation to the TUPE merger and policy development Maintain in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Any other initiatives or HR or business related projects as reasonably requested by the Director GENERAL RESPONSIBILITIES Travel to other locations to attend meetings and meet with the teams when required. To work at any of the College sites on a temporary or indefinite basis. To undertake such duties as are reasonably allocated, appropriate to the grade of the post To take appropriate responsibility for PREVENT and the safeguarding and promotion of the welfare of children and/or vulnerable adults. Post Reference 5979 CRITERIA ESSENTIAL DESIRABLE Skills/Knowledge/Aptitude Experienced in TUPE You will have good analytical and problem-solving skills, be able to prioritise work under pressure and be able to work remotely and on your own initiative. Ability to build mutually productive relationships and interact with senior management and key stakeholders Understanding and practical knowledge of employment law, best practice and relevant legislation, policies and procedures. A self-assured and confident communicator Be assertive with a calm demeanour and able to maintain perspective when faced with challenges or setbacks. Qualifications and Training Formal HR qualification (CIPD level 5 or higher) with CIPD membership at full or fellow level. Level 2 qualification in English and Maths

5 Experience TUPE Restructuring and Organisational change management Further Education background Several years experience working in an HR role within a large organisation Handling of disciplinary investigations, hearings, appeals and grievances through to Employment Tribunals.
