Box , NAIROBI, Telephone: / /1, VACANCIES The National Council for Population and Development is a Semi-Autonomous Government Agency in the Ministry of Devolution and Planning. The Council seeks to fill the following vacant positions: ADVERT NO.01/2018: DEPUTY DIRECTOR COMMUNICATION, ADVOCACY AND PUBLIC EDUCATION-Grade NCPD 3 (1 Post) The job holder will report to Director Technical Services and will be responsible for providing leadership in communication, advocacy and public education on population issues.. i. Responsible for planning and implementing Council s population communication, advocacy and public education strategies, projects and programmes at national and county level. ii. Coordination of the design of communication, advocacy and public education information materials. iii. Review and update Council s population IEC and advocacy strategies and plans; iv. Undertake national and county level advocacy for support of population programmes and activities. v. Coordinate development and review of programme reports and briefs. vi. Develop programmes for funding proposals. vii. Development of divisional work plans and budgets viii. Manage performance of staff in the division. ix. Mentor and coach staff in the division. i) Master s degree in Population Studies, Demography, or its equivalent qualification from a recognized institution.additional graduate /postgraduate qualification on mass communication or its equivalent qualification will be an added advantage ii) Served in the grade of a Assistant Director of Population or an equivalent position in the public service or in a reputable organization for at least four (4) years; iii) Attended a Strategic Leadership Development Programme Course or its equivalent lasting not less than six (6) weeks. iv) Nine (9) years of relevant work experience, five (5) of which must be at managerial level; 1

2 v) Be a member of a relevant professional body; vi) Proficiency in Microsoft Office applications and an understanding of ICT software tools for qualitative and quantitative research and monitoring and evaluation. ADVERT NO.02/2018: ASSISTANT DIRECTOR OF POPULATION Grade NCPD 4 ( 2 Posts) Reporting to Deputy Director the job holder at this level may be deployed either at the Council Headquarters or in a Regional/County Office as a Regional/County Population Program Coordinator. (a) Headquarters (i) Undertaking research on population issues and development of research papers; (ii) Carrying out analysis of research documents prepared by stakeholders; (iii) Implementation and updating of National Population Policy; (v) (vi) (vii) (viii) (ix) (x) (xi) Development of policy briefs; Coordination of population programmes /projects undertaken by various stakeholders and monitoring and evaluating ongoing projects /programmes; Collecting, receiving and analyzing programme data and assessing their impact on population issues; Formulating and appraising project proposals; Developing annual and quarterly work plans, performance contracts and reports; Coordinating international and regional programmes and developing plans of action; Creating awareness to the public on key policy issues on population through publications, barazas, newsletters, mass media, electronic media, shows, exhibitions, conferences etc and Carrying out advocacy for support on population programmes. (b) Regional/County Offices (i) Coordination of regional population programmes/projects and plans of action; (ii) (iii) (v) (vi) (vii) (viii) Supervising collecting, receiving and analyzing population programmes; Liaising with other population stakeholders for formulation and appraisal of project proposals; Developing the County s annual and quarterly work plans, performance contracts and reports; Analysis of research documents prepared by stakeholders in the County; Developing research papers; Ensuring regional implementation of National Population Policy; Developing regional policy briefs; 2

3 (ix) Communication, advocacy and public education. For appointment to this grade, one must have:- (i) (ii) (iii) (v) served in the grade of Senior Population Programme Officer or in a comparable position in a reputable organization for at least four (4) years; a master s Degree in any of the following:- Economics, Population studies, Demography or any other relevant qualification from a recognized institution; attended a senior management course lasting not less than four (4) weeks; Be a member of a relevant professional body; Proficiency in Microsoft Office applications and an understanding of ICT software tools for qualitative and quantitative research and monitoring and evaluation. ADVERT NO.03/2018: POPULATION PROGRAMME OFFICER Grade NCPD 6 (4 Post) Reports to Senior Population Programme Officer at head office or county offices. :- i) Collecting, receiving and analyzing programme data and assessing their impact on population issues. ii) Preparing preliminary reports for research papers. iii) Undertaking research activities. iv) Dissemination of information to the public through publications, barazas, newsletters, mass media, shows, exhibitions, conferences. v) Participate in carrying out population advocacy activities. vi) Assist in coordinating population programmes in the County vii) Participate in the development of county plans of action. viii) Conduct monitoring and evaluation of population activities in the county. ix) Participate in undertaking programme coordination activities. x) Prepare reports on the implementation of population and development projects/programmes by both state and non-state actors at national level. i) Bachelor s degree majoring in either Population Studies or Demography or its equivalent qualification from a recognized university. OR A Bachelor s degree in any of the following Social Science disciplines: - Economics, Anthropology, Sociology, Statistics or relevant qualification from a recognized university. Candidates with a postgraduate qualification in Population Studies or Demography will have added advantage. 3

4 ii) Proficiency in Microsoft Office applications and an understanding of ICT software tools for qualitative and quantitative research and monitoring and evaluation. ADVERT NO.04/2018: CHIEF ACCOUNTANT-Grade NCPD 4 (1 Post) The job holder will report to the Deputy Director, Finance and Accounting. i. Organization and management of the Accounting unit; ii. Coordination of all accounts duties; iii. Preparation of financial statements for various purposes; iv. Preparation of periodic accounting /financial reports v. Project financial appraisal and management vi. Participate in development and implementation of financial controls and procedures vii. Reviewing and updating various processes and procedures. viii. Participate in budget preparation ix. Manage performance of subordinates. x. Mentor and coach other accountants in the division i) Have a Masters Degree in either MBA Finance or Accounting Option, MSc-Finance or equivalent and relevant qualifications in financial related discipline from a recognized university. ii) Have a Bachelor s Degree in Commerce (Accounting or Finance option) or Business Management specializing in Finance or Accounting or any other related field from a recognized university iii) Have attained full accounting qualifications (CPA(final), ACCA) or equivalent qualification; iv) Have attended a Senior Management Course lasting not less than four (4) weeks from a recognized institution; v) Have served in the grade of Senior Management Accountant or in equivalent position in the Public Service or in a reputable organization for at least four (4) years; vi) Have nine (9) years of relevant work experience, five (5) of which must be at managerial level; vii) Be a registered member of ICPAK in good standing or a relevant professional body; viii) Have demonstrated a high degree in work ethics and competencies ix) Proficiency in Microsoft Office applications and accounting packages. ADVERT NO.05/2018: CHIEF INTERNAL AUDITOR -Grade NCPD 4 (1 Post) The job holder will be responsible to the Director General and the Board for Internal Audit work and will head the Internal Audit unit. 4

5 i. Review and appraise the soundness, adequacy and application of accounting, financial ii. iii. iv. and operational controls. Review external auditors reports and management responses thereto Development of the Council s internal audit work plans and budget Preparing and monitoring audit reports and issue periodic reports to the Board. v. Oversee the implementation of performance management system in the division vi. Mentor and coach staff in Internal Audit Unit. vii. Provide management with reports on audits coverage and the results of the audit activity, and interpret those results so as to improve the audits schedule and the audit coverage. viii. Develop and periodically subject to review the Council s internal Audit Charter and Board Audit committee Charter. ix. Monitoring and evaluating processes and procedures of donor and government funds, disbursement usage x. Carrying out compliance tests xi. Carrying out inspections of Council`s regional offices to ensure compliance to professional requirements xii. Formulate and review policies for effective Risk Management framework for the Council. i. Have a Master s Degree in either MBA Finance or Accounting Option, MSc-Finance or equivalent and relevant qualifications in financial related discipline from a recognized university. ii. Have a Bachelor s Degree in Commerce (Accounting or Finance option) or Business Management specializing in Finance or Accounting or any other related field from a recognized university iii. Have attained full accounting/auditing qualifications (CPA(final),CIA,CISA) or equivalent qualification; iv. Have attended a Senior Management Course lasting not less than four (4) weeks from a recognized institution; v. Have served in the grade of Senior Internal Auditor or in an equivalent position in the Public Service or in a reputable organization for at least five (5) years vi. Have at least nine (9) years of relevant work experience, five (5) of which must be at managerial level; vii. Be a registered member of ICPAK in good standing or a relevant professional body; viii. Have demonstrated a high degree in work ethics and competencies ix. Proficiency in Microsoft Office applications and accounting/auditing. 5

6 ADVERT NO.06/2018: CHIEF INFORMATION & COMMUNICATION TECHNOLOGY OFFICER-Grade NCPD 4 (1 Post) The job holder will report to the Director Corporate Services, the Chief ICT Officer will head the ICT unit. i. Formulation, review, implementation and coordination of ICT policies, strategies and programmes in the Council. ii. Responsible for all information communication technology matters in the Council. iii. Review and oversee implementation of ICT policies iv. Keeping update with emerging information communication technological trends; v. Monitoring and evaluating ICT programmes and policies vi. Management of Website, Internet and LAN; vii. Timely implementation of ICT standards viii. Effective maintenance of ICT systems; ix. Preparation of ICT status reports ; x. Ensuring that professional standards and guidelines are adhered to xi. Oversee the implementation of performance management system in the division xii. Mentor and coach staff in ICT Unit i. Have a Master s degree in Computer Science or any other Information Communication ii. iii. iv. Technology related discipline from recognized University Have served in the position of Senior Information Communication Technology Officer, or equivalent position in the Public Service or in a reputable organization for at least four (4) years. Have at least seven (7) years of relevant work experience, four (4) of which must be at managerial level; Have attained relevant professional qualification( CCNA, PMP, MCSE,CISSP) v. Be a registered member in good standing of a relevant professional body. vi. Demonstrated a high level of professional competence and outstanding management qualities in computerized information systems. vii. A thorough understanding of the national goals, policies and objectives and the ability to interpret them into ICT functions. ADVERT NO.07/2017: SENIOR HUMAN RESOURCE MANAGEMENT OFFICER Grade NCPD 5 (1 Post) Reporting to Deputy Director Human Resource and Administration. 6

7 i. Coordinating functions and operations in the Human Resource division ii. Implementation of HR policies, regulations,procedures and systems iii. Advice and guide management on all HR practices necessary, in having enhanced productivity. iv. Coordinate Human Resource services in the areas of recruitment, promotion, discipline, training and development, placement and administering employee welfare systems v. Participate in developing annual and quarterly work plans, performance contracts and reports; vi. Managing and updating Council s payroll and data personnel data systems. vii. Participate in budget preparation viii. Manage performance of subordinates. ix. Mentor and coach other accountants in the division (i) Have served in the grade of Human Resource Management Officer for at least 4 (ii) (iii) years Be a holder of a Bachelor s Degree in Social Sciences or its equivalent from a recognized university Have CHRP and/or Post Graduate Diploma in Human Resource Management. Have attended a senior management Course lasting not less than four (4) weeks from a recognized institution. (v) Have served in the grade of Human Resource Management Officer for at least 4 (vi) (vii) (viii) years Have at least seven (7) years of relevant work experience. Be a member of the Institute of Human Resource Management of good standing Be proficient in Human Resource based computer application skills. ADVERT NO.08/2017: DRIVER II Grade NCPD 9 - ONE (1) Post Reporting to Administrative Assistant in charge of logistics i) driving and keeping assigned vehicle clean; ii) detecting and reporting faults; iii) carrying out minor repairs, including oiling and greasing; iv) maintenance of a work ticket for vehicles assigned to him/her; and, v) Ensuring safety of the vehicle, goods and passengers on and off the road. For appointment to this grade a candidate must have: 7

8 (i) (ii) (iii) (v) (vi) Kenya Certificate of Secondary Education (KCSE) mean grade D+ or its equivalent qualifications; Clean driving license free from any endorsement; Adequate knowledge of the highway code; At least four (4) years driving experience; Occupational Test Grade III for drivers; and, Certificate of good conduct METHOD OF APPLICATION Applicants who meet the above requirements should send their application letter together with detailed CV indicating three (3) names of references, current position/grade and daytime telephone numbers, copies of academic and professional certificates, testimonials and a copy of National Identity Card.
