3 Why involving different stakeholders in the production of Official Statistics and be led by National Statistics Offices? Official Statistics are used to monitor and evaluate the performance of on going national development frameworks (Tanzania Vision 2025), regional (Africa Agenda 2063) and global (SDG s 2030) 17 Goals, 169 Targets and 231 indicators; Official Statistics are well managed by the NSO s through a set of Core Principles commonly known as 10 Fundamentals of Principles of Official Statistics (FPO); Involvement of different stakeholders in the production of official statistics becomes therefore paramount with emerging modern sources of data such as big data, data revolution, data for action and global frameworks.

4 Why involving different stakeholders in the production of Official Statistics and be led by National Statistics Offices? Turning to modern sources of statistics or data, transformative agenda to mention just a few has forced NSO s to involve as many stakeholders in the data production; Regular consultations with different stakeholders have benefit both data producers in the statistical systems as it has improve perceptions of transparency and collaboration which are the foundations of trust building of official statistics in any country.

5 What are the opportunities and Challenges of involving different stakeholders in the production of official Statistics in the National Statistics System? Cooperation and collaboration is one of the principle governed under Fundamental Principles of Official Statistics. As such involvement of different stakeholders in the data production has gained momentum and especially in the developing countries whereby capacity building is very crucial.

6 Opportunities Building partnership around production of official statistics will provide credibility, trust and transparency in the public since each partner has an important role to play in term of strengthening accountability, transparency, results and transformation of national development frameworks; Capacity building; human development, finance and equipment should be derived from different stakeholders. Official Statistics or data is a public good as such each stakeholder has to contribute in the production in a different way.

7 Opportunities Partners such as data scientists will embrace new technologies and innovations in the data production and the major outcome of such partner is to cut down the cost of data production and make data available more frequently; Political leaders and decision makers; Government officials, private sector, CSO s, NGO s, citizens as individuals and as a member of different communities and many others actors will need to be involved in different direction.

8 Challenges Weak Governance and leadership in the NSO s Freedom of Information within the NSS; i.e Statistics Act Open Official Statistics by default TRANSPARENCY, TRUST etc. Absence of sound Strategic Plan for all stakeholders in the NSS No clear forum for all stakeholders

9 Tanzania Case Involvement of potential stakeholders are stipulated very well under Tanzania National Strategy for Development of Statistics (NSDS). Strong Governance and Leadership has stimulates different stakeholders to team up with TNBS on the production of Official Statistics User/producer dialogue on the quarterly basis has strengthened the relationship between NSO s and other stakeholders both at national and international level

10 Recommendations and Conclusions A clear national road map in the involvement of the different stakeholders is crucial; Establish mechanisms to monitor agreed on the performance indicators; and Strengthen coordination between NSO s and stakeholders to enhance TRUST and TRANSPARENCY is very crucial

11 Questions In the implementation of the SDG s Indicator Framework did we think that production of official statistics should be complemented with non official data from big data, data revolution, open data and how this should be done and involvement of different stakeholders therefore becomes paramount?; We should agree that NSO s should re-think of shifting from traditional data sources to modern data sources by involving data scientists as partners?; To increase data literacy among political leaders, decision makers and government officials, private sector do we think we need to define a clear role of mass media at the planning stage?
