It is responsible for setting the strategic direction and guiding an extended network of public and private service delivery agencies to deliver improved transport outcomes. Primary purpose of the role Provide advice on business case assessment and review business cases to ensure financial and economic evaluations are accurate, appropriate and that business cases are prepared in accordance with Transport for NSW and NSW Treasury guidelines. Key accountabilities Undertake research and analysis and develop recommendations to provide input to the development and maintenance of cluster-wide business case policy guidelines and templates Carry out analysis, evaluation and assessment to provide expert, accurate, timely and strategic advice on business case development. Work closely with divisions and transport agencies to provide expert assistance in the development of business cases for new transport initiatives and investments. Conduct detailed reviews and validation of financial and economic models and calculations prepared for business cases to ensure that the costs and benefit streams are based on accurate and consistent parameters, that the model calculations are accurate and the assumptions are realistic and aligned to historical appropriate data and standard costs. Review business cases to ensure mandatory requirements are met, budget estimates are validated and project scope, base case, project options and project management and delivery plans and any assumptions are clearly documented. Provide input to the continuous improvement of strategies, processes and evaluation methodologies and tools to provide effective support in analysing and evaluating major projects and programs. 1

2 Key challenges Monitoring and ensuring adherence by business divisions and transport agencies to business case policy guidelines and templates in a complex multi-agency Cluster environment where the nature of the business is continually evolving. Keeping up to date with and interpreting policy and business requirements to provide advice and guidance on business case development which promote continual improvement across the cluster. Working effectively with clients to provide value added service including partnering diverse clients with complex business needs in their dealings with and resolution of business case issues. 3 Tertiary qualification in a relevant discipline or equivalent experience.
