1 NEACO County Coordinator (Suffolk) Job Description Title: NEACO County Coordinator (Suffolk) Department: External Relations Location: University of Suffolk, Ipswich Grade: Grade 8. Salary range - 33,943-39,324 Contract status: Fixed Term to with possible extension to Hours of work: As necessary to carry out the duties of the post Pension: USS Annual Leave entitlement:30 days plus Bank Holidays (Leave will need to be taken during school holidays) Staff Development: Corporate and Personal Development Programme opportunities and external opportunities. Reporting to: External Relations Project Manager Purpose of the Job: The County Co-ordinator is a member of the Network for East Anglian Collaborative Outreach (NEACO) programme as part of the National Collaborative Outreach Programme (NCOP). This role will line manage a team of Higher Education Champions who will be hosted off site in partner schools and colleges across Suffolk to manage the delivery of NEACO work across the county. Duties of the Post: The main duties and responsibilities will normally include: 1. To co-ordinate and manage the Suffolk element of the NEACO project. 2. To recruit, induct and line-manage a team of HE Champions (HECs). Ensuring that regular contact takes place, performance targets are met and appraisals are carried out. Be responsible for ensuring that policies associated with the team s line management are followed (e.g. sickness absence reporting etc.) 3. To actively promote the NEACO project, acting as an initial point of contact for schools and colleges building strategic relationships and liaising with internal and external stakeholders to support the project s success, whilst minimising any conflicts with central outreach schemes ensuring effective partnership working. 4. To work within a team committed to raising aspirations and widening participation, with the aim of increasing applications from target groups to HE. Version 1.0 Page 1

2 5. To develop and co-ordinate a framework of progressive Information, Advice and Guidance in line with the NEACO Operational Plan which all HECs work to. 6. To monitor programmes of activity delivered by HECs to ensure they are fulfilling their objectives of raising aspirations and to ensure where performance indicators or strategic objectives are not being met by HECs remedial action is put in place. 7. To coordinate a Parent/ Carer Champion scheme (or equivalent) to share the experiences of parents, living in the identified wards, who have supported their children to progress to HE. 8. To ensure activity is appropriately targeted and delivers identified outcomes within the agreed budget and timescales including for large scale events, residentials etc. 9. To support the Assistant Head, Outreach and central project management team at the University of Cambridge in reporting to HEFCE on progress to targets and financial aspects of the project. 10. To enthuse and introduce the concept of Higher Education to secondary and post 16 students through a programme of activities which HE Champions will develop with their schools. 11. To ensure all data is captured through HEAT in Suffolk to enable the local, regional and national Monitoring and Evaluation plans to be implemented and reported to the central team in an efficient and timely manner. 12. To represent Suffolk at the NEACO Advisory group who meet three times per year. 13. To ensure the design, content and production of publicity material for both internal and external audiences is on brand and budget. 14. To ensure outreach activity takes into account relevant safeguarding, risk assessment and health and safety considerations. Including over-seeing, and reviewing in line with policy and procedures, the development of risk assessments for a wide variety of outreach events offered by the institution. 15. To regularly represent the office at formal and/or informal meetings (both within and outside the University) convened in relation to outreach activities. This may include travelling, and giving presentations on widening participation to colleagues in the educational sector, related organisations and members of the public. 16. Work closely with County Co-ordinators in partner HEIs, and with the central outreach team, developing best practice at a regional and national level. 17. Be responsible for monitoring the network budget, and activity against the operational plan. Prepare and present reports regularly to the to the Student Recruitment Manager / Advisory / Steering Group, working with Financial Services when reporting to HEFEC whilst ensuring budget / targets and objectives are met, three times a year. 18. Where required co-ordinate, and support the involvement of third parties and partners to deliver engagement activity. For example; to oversee the recruitment and training of Mentors for mentoring programmes where appropriate. 19. To support other recruitment and outreach departmental activities and initiatives, where appropriate. For example; Applicant Days, Open Days etc. 20. To deliver presentations on the various programmes of study and reasons for studying at university to schools, sixth forms and colleges. 21. To liaise regularly with senior academic and administrative staff across the University to ensure appropriate understanding of the initiatives and participation in events from staff in these areas. 4 audiences and also writing project reports Presentation skills to a range of audiences including teachers, students and other stakeholders Knowledge of the Higher Education Sector and the Outreach agenda An understanding of the current challenges and changes within the School/Education sector Knowledge and understanding of the HEFCE National Collaborative Outreach Project (NCOP) Credibility and confidence in engaging with stakeholders, including senior managers, leaders and funders Ability to manage staff Ability to provide expert advice and input within a Steering Group and multi-funder environment Ability to develop marketing materials that meet the needs of audiences and deliver maximum impact Development and management of web pages, including overall control of editorial content and an ability to understand technical web development Ability to analyse data sets and report on findings to different audiences An understanding of Data Protection legislation Networking skills Personal Attributes A keen interest in promoting, and broadening access to, higher education Ability to supervise and work sensitively with different people s needs Organised and methodical Self-motivated to work independently without close Ability to understand activities of the post in a wider university and professional context Version 1.0 Page 4
