1 Position Summary Position Title Position Category Area of Operation Reporting To Governing Councils Direct Reports General Description Key Results / Job Outcomes Manager - Swimming & Water Safety Education Full Time / Fixed Term Education Services General Manager - Education & Sport Aquatic Education and Industry Engagement Council Project Officers Coordinator Aquatic Education Services The Manager - Swimming & Water Safety Education will manage the development and implementation of new initiatives that aim to increase the capability and capacity of the education sector and aquatic industry to provide enriched swimming and water safety programs. Provide efficient and timely delivery of services to all stakeholders. Ensure agreed KPI s meet and exceed expectations. Support and engage in a culture of continuous improvement. Foster a values-based culture with based on accountability, transparency and innovation. Ensure the on time and on budget development of standard programs and resources to enable capability to deliver localised school swimming and water safety programs. Ensure the on time and on budget the development and delivery of workshops and training for education sector and aquatic industry personnel and the community. Ensure an evidence-based approach to all projects, overseeing the evaluation plan of school swimming and water safety initiatives. Increase the take-up and quality of RLSSA Swim and Survive and Grey Medallion programs. Successful implement innovations in swimming and water safety education. Enhance positive relations with the education sector and aquatic industry, state and local government and peak bodies. Enhance the reputation of Life Saving Victoria. 2 Key Responsibilities Project Management Manage the implementation of key initiatives to support the education sector and aquatic industry to provide high quality school swimming and water safety programs. Activities including the: Development of standard programs and resources for school swimming and water safety. Development and delivery of accredited training and professional development for education sector and aquatic industry personnel, and broader community. Delivery of ongoing evaluation and improvement of child swimming competency. Development of innovations in swimming and water safety education including increasing the capacity and coverage of Nipper programs, and digital resource development. Program Delivery & Development Stakeholder Management Marketing & Communication Financial Management & Reporting Manage development, monitoring, quality management and expansion of the Swim and Survive Licensee network. Liaise with RLSSA on the development of national programs and initiatives including Swim and Survive and Grey Medallion. Facilitate and drive the development of relationships with a range of key stakeholders including the education sector (schools and tertiary), the aquatic industry (aquatic facilities, swim schools, licensees and aquatic management groups), State and local government, aquatic and sport peak bodies and national bodies. Facilitate and coordinate LSV representation on working groups relating to swimming and water safety education. Collaborate and consult with other business units to develop efficiencies and achieve a seamless service delivery model. Manage the development and implementation of strategies to promote resources, training and workshops to ensure participation targets are met and exceeded. Identify opportunities to sell, on sell and cross sell Life Saving Victoria programs, resources, services and products. Develop, manage and monitor annual budgets. Oversee management, monitoring and report on monthly profit and loss. Seek grant opportunities; apply, monitor and acquit successful grants within required timeframes. 3 Key Responsibilities Evaluation & Reporting Human Resources OHS Safeguarding Children and Young People Liaise with LSV s Aquatic Risk & Research team to manage the implementation of evaluation plans of all project initiatives. Ensure achievements are attained in participation targets, budgets, risk management and learning outcomes across all project initiatives. Prepare, manage and report progress of projects and activities to relevant partners, management and funding bodies including the Department of Education and Training. Manage ongoing development of an online database to track and monitor student swimming competency based on attainment (orders) of the Victorian Water Safety Certificate (VWSC). Support and develop a culture of high performance, continuous improvement and innovation. Ensure all areas of service delivery activities are appropriately resourced to ensure a quality service to clients and the community. Oversee performance management and development of team members. Review and support of team issues, needs and challenges. Identify and assist in the recruitment, induction and development of appropriate personnel. Ensure the compliance of OHS guidelines and procedures, using protective clothing or equipment provided at all required times. Identify hazards, monitor and assess risk, and immediately report any injury, near miss and damaged equipment or any other hazard observed in the workplace. Demonstrate duty of care, consider own safety and the safety of others at all times. Job Competencies Essential Competencies Desirable Competencies Tertiary qualification in education and/or sport and recreation and/or relevant work experience including aquatics. Strong project management background with demonstrated ability to coordinate, schedule and monitor activities to meet organisational objectives and contractual requirements within a multi-task environment. Ability to work well under pressure, meet deadlines and work with minimal supervision on a number of simultaneous projects. Key relationship building skills and the ability to develop rapport and establish effective working relationships with internal business units and key stakeholders. A demonstrated ability to take an analytical approach in developing workflows, processes, business cases and operational planning. Quality management experience, understanding of best practice standards and good documentation skills. Broad knowledge of education, water safety and aquatic based services. Excellent communication and interpersonal skills, including experience in managing diverse teams. Demonstrated skills and experience in managing and reporting at a management level. Excellent PC skills (Word, Excel and PowerPoint). Driver s Licence. Must have or be able to obtain an employee Working with Children Check. Demonstrated teaching experience. Experience in positioning and selling products and services to schools and pools. Flexibility with working hours and willingness to travel regionally as required.
