1 Job description Job title: Communications & Marketing Business Partner Department: CEX Service: Policy, Partnerships & Communications Section: Communications & Marketing Grade: J Post reference number: 1 Job purpose Provide strategic leadership in identifying and implementing strategic communications & marketing solutions and interventions that bring about organisational and service improvements with a commercial approach. Operating as the Departmental Communications & Marketing service expert, this role will have responsibility for direct delivery and commissioning a broad range of activities across the service marketing mix that enable innovation and business change, aligned to council priorities, supporting multiple clients with internal and external profile across all platforms. The post will plan for future business needs and work with partner organisations. As a Nottingham Manager to have overall management of a team / function providing direction and taking responsibility for the team s overall performance, setting challenging SMART targets and ensuring compliance with appropriate corporate governance processes. As a Nottingham Specialist - an expert with experience and understanding of a relatively discrete service area, able to guide others in best practice of the subject area. The individual possesses a project management skill set to ensure that work is completed to a high standard and within relevant timescales and to cost, allocating the most appropriate individuals to fulfil roles as required. 2 Principal duties and responsibilities 1. Identify, develop, lead and deliver a strategy for all strategic communications and marketing activity, which reflects and responds to the priorities of the service, Council and external drivers for change ensuring alignment with strategic key messages and relevance to colleagues, citizens and customers. 2. As part of the Communications & Marketing leadership team, work in partnership to deliver communications and marketing advice to Councillors, Corporate Directors, Directors and Heads of Service to facilitate performance improvement, and working with partners as required ensuring positive relations. 3. Manage the strategic coordination of the Council s communications and marketing activity contributing to a forward-planning grid for all channels. 4. Work with the Communications Manager, Communications and Marketing Business Partner, and Commercial and Business Development Manager to identify, lead and commission Communications & Marketing activity to support the delivery of corporate and departmental priorities and participation in regular wider team meetings with respect to each function e.g. media, internal communications, publications, sponsorship and income etc.

2 5. Responsible for ensuring effective communication and marketing plans are in place and on-track in terms of time and budget. 6. Responsible for effectively identifying and consulting on all available sources of 'customer insight' to inform effectively targeted communications and marketing activity at all levels, identifying at the outset evaluation measures and methods. 7. Advice on marketing to support the commercial development and growth of services where applicable. 8. Lead by example in accurately interpreting, translating and writing a range of material in suitable formats for a variety of audiences, generating creative and innovative copy, proof reading and editing as appropriate, ensuring all information off-line and on-line is presented accurately, in the appropriate tone of voice and in line with the Council's house style and brand guidelines. 9. Responsible for identifying, forward planning and supporting positive coverage about the Council's policies and services in the local, national, international, professional and trade media and proactively managing the positive profile and reputation of the Council and Nottingham. Providing advice to senior Council Officers and Councillors to effectively handle potentially negative coverage of the Council working in partnership with colleagues. 10. Responsible for up to date, effective and targeted online presence both on the Council intranet and website and more broadly through online new media e.g. Facebook, Twitter, YouTube etc promoting a two-way dialogue especially with Citizens. 11. Responsible for fully understanding and engaging in the procedures in place to effectively and efficiently publicise appropriate messages and information in response to emergencies and critical incidents, to include supporting the Communications Manager with Communication and Marketing team's Business Continuity Plan alongside those of clients and specific projects. 12. Provide an out of hours service in the evenings and at weekends on a rota basis issuing media statements and responding to enquiries during non-office hours in addition to supporting an emergency media service as required. 13. Manage the budgets for all related activity with due regard to the Council's financial regulations monitoring and reporting income and expenditure on a monthly basis and ensuring value for money, through benchmarking activities, monitoring and evaluating the effectiveness of communications and marketing activity e.g. ROI. 14. Strictly observe legal and regulatory requirements, particularly the Code of Recommended Practice on Local Authority Publicity. 15. Act as an ambassador and champion of communications and marketing, ensuring commitment and enthusiasm for activities and priorities on all occasions when representing NCC both internally and with external partners and agencies. 16. Play a part in Leading Nottingham through work behaviours that underpin successful performance across all nine competencies required of all colleagues, embedding Citizen/Customer First to improve Citizen satisfaction 17. Experience Minimum of 3-5 years experience in a strategic communications and marketing role within a business partner context with a strong track record of supporting strategic performance and reputation of the Council and the city and delivering positive outcomes: citizen satisfaction, lobbying, crisis communications, Proven track record of strategic marketing and communications management and practice meeting and exceeding identified objectives of the project for product or service marketing: on and off-line activity, new media (web 2.0, online marketing and communications), PR, communications, media liaison, database marketing, design and print, market research and evaluation.

6 Demonstrable experience of how marketing and communications activity supports and encourages positive perceptions and reputation, access and takeup of services achieving objectives Effective copywriting, written briefs (creative, concise), use of grammar, proof reading and proficient in English Experience of web content management systems and databases e.g. GOSS and Vuelio Experience of developing and delivering training and mentoring to colleagues for development in media relations work and interviews Project management and organisational skills and experience of working under pressure, prioritising projects to meet tight deadlines and multi-tasking as appropriate.
