1 Cumbria Constabulary HAY JOB PROFILE Job Title: Estates Engineering Officer Dept: Estates & Fleet Reports To: Head of Estates & Fleet Location: Headquarters All employees must ensure compliance with the Cumbria Constabulary Health and Safety Policy, and all other relevant statutory health and safety Legislation. This job profile has been written primarily for evaluation purposes and may not detail some less major duties allocated to the postholder, nor cover duties of a similar nature, commensurate with the grade, which may from time to time be reasonably required by the relevant manager. 1. JOB PURPOSE To provide comprehensive professional and technical mechanical and electrical duties to the department. Undertake programmes of work, condition surveys, contractor appointment, design, and preparation of specifications and management of minor works. Support solutions to response maintenance and act as department lead on engineering and building services. 2. PRINCIPAL ACCOUNTABILITIES 2.1 Provide technical expertise and responsibility for the delivery of mechanical and electrical maintenance and development across the Force Estate, including planned cyclical work programmes and responsive maintenance services. 2.2 Act as department lead in the delivery of mechanical and electrical maintenance functions across the Force estate working closely with customers to deliver works which are timely, cost effective and directly support the delivery of operational policing. 2.3 Support major capital schemes with design input and technical project management as when required. 2.4 Act as Department lead in developing annual, medium and long term servicing, testing & inspection programs for the force Estate to meet statutory requirements (subject to provision of adequate resources). 2.5 Assume responsibility for the management of the force wide generator portfolio, including planned maintenance and management of the external service contractors. 2 2.6 Undertake asbestos surveys and general building surveys as and when required. Undertake asbestos risk assessment in support of this. 2.7 Update the Estate Departments 10 year planned maintenance programme paying particular attention to mechanical and electrical services. 2.8 Manage contractors to deliver works to the required budget, on time and to the required specification. 2.9 Carry out compliance testing/surveying of work undertaken to ensure the work delivered is free from defects Maintain accurate statutory records (in collaboration with the Assistant Estates Maintenance Officer) including, but not exhaustively, that of legionella management, water chlorination, asbestos removal, risk and management throughout the Force estate Assist with updating the computerised Estate Management system in respect of works undertaken by the postholder Such other duties at a comparable level of responsibility, relating to the work of the department as may be required. 3. DIMENSIONS The post holder will be responsible for:- Estate maintenance planned repairs Estate maintenance unplanned repairs General maintenance budget (engineering) Professional fees in respect of the above Servicing of plant and equipment Statutory electrical testing Legionella management Budgets to the value of 400K per annum. In-direct line management of in house trade s team. 4. KEY FEATURES 4.1 Framework and Boundaries All work must be undertaken to best practice. This includes the recommendations as made by the Chartered Institute of Building Services Engineers, Institute of Electrical Engineers. All work must meet appropriate British Standards and comply with CDM (Construction Design Management) Regulations together recent legislation in respect of Asbestos (Managing Asbestos At Work Regulations Home Office design guides. 3 4.2 Important Working Relationships Internal All estates staff All internal customers ICT department External External professional consultants North West Ambulance Service Suppliers and Contractors Local building control departments Local planning departments 4.3 Major Challenges The ever growing complexity of the estate and the specialist services this supports (including custodial environments and ICT) require a dedicated resource and the post holder will become the in house lead on all mechanical and electrical technical issues. Provide the professional skills and management to these to ensure the estate and the services contained within it are robust and reliable. 4.4 Knowledge, Skills and Experience Understanding of the role and sound knowledge of building services provision within a similar organisation Knowledge and experience of planned maintenance systems and work programmes Previous experience of undertaking estate maintenance in a large organisation, preferably public sector and with a large property portfolio of varying types and ages A clear understanding of the process of undertaking technical surveys, recording information and developing work plans The ability to write specifications of work and produce working drawings, preferably with a range of schemes of varying values including larger capital works. Experience of managing contractors and consultants and setting work programmes and targets Experience of managing and setting work programmes for a direct labour force Knowledge of current recent legislation, including legionella risk management, control of asbestos, fire management regulations and CDM Awareness of the importance of providing a customer focused service Educated to HNC/HND level (minimum) in engineering / building services discipline or equivalent/demonstrable competence Experience of working on AutoCad Computer literate Good communication and team working skills Excellent planning, organizing and report writing skills Experience of working with staff from many disciplines/area of work Ability to negotiate with and influence others Excellent problem solving skills.
