Organizational Context In the context of a wide-reaching strategy, termed Vision 2030, Bahrain has witnessed robust economic growth over a decade, with annual real GDP growth averaging 5.0% between 2000 and Coupled with the Government Action Plan , drafted in synchronization with the SDGs, an all-inclusive development programme comprised of six core priorities namely Sovereignty and rule of law, the Economy and Finance, Human Development and Social Services, Infrastructure, the Environment and Urban Development, and Government Performance ( And under the guidance and supervision of the DRR, and the direct supervision of the Programme Analyst for Government Efficiency and Social development (GESD), the incumbent having dual functions as Programme Analyst/ Communications Analyst, analyzes political, social and economic trends and participates in the formulation, management and implementation of the communication strategy of the CO. He/She implements the programme strategies as it relates to the thematic areas government efficiency and social development with a focus on development of youth programmes, socioeconomic development and participatory opportunities on civic engagement. He/She well support the country office and corporate communications requirements related to country office programme activities in Bahrain. The incumbent also provides inputs to the design, management and implementation of the Country Office communications and publication strategies which are geared to influence the development agenda, promote public and media outreach and mobilize political and financial support for UNDP. The Communications Analyst may supervise programme associates and leads temporary communications support teams of the country office and should maintain a regular working relationship with local, regional and global media outlets as well as the Regional Communications 1

2 Manager. The Communications Analyst works in close collaboration with the CO Management, communications and partnerships support team, staff of other UN Agencies, UNDP HQs staff (RBAS and Communications Office) and Government officials, international and local media, subject matter experts, multi-lateral and bi-lateral donors and civil society ensuring successful UNDP communication strategy implementation. III. Functions / Key Results Expected Summary of Key Functions: Support in the research and development of Programme Strategies in areas of Government Efficiency, social development and youth Support in capacity building programmes for youth development. Ensures support to CO programme management on GESD thematic areas. Support to planning and design and implementation of internal and external strategies for communications and outreach Supervision of the design and maintenance of the UNDP web site, intranet, CO web-based knowledge management system, and social media outreach Supervision of the development of the content of the website, in cooperation with Programme analyst, and DRR. Supports creation of CO strategies related to resource mobilization and partnerships building Facilitation of knowledge building and knowledge sharing 1. Ensures support in the research and development of Programme Strategies as they relate to government effeteness and enhancement of social services for youth and enhancing their civic participation focusing on achieving the following results: Support to analysis and research of the political, and socio-economic situation in the country and preparation of substantive inputs to programmatic instruments as they relate to areas of Government Efficiency, social development and youth Identification of areas for support and interventions within the thematic/sectoral areas assigned, especially in the areas of Government Efficiency, social development and youth employment and participation in civic engagement. Design of new initiatives and project proposals in the above sectoral areas in line with the Sustainable Development Goals (SDGs), Government plan and UNDP strategic plan and relevant country programme document of UNDP Bahrain. Engage with community-based organizations with a view to allow for greater comprehension and participation on the part of national stakeholders, with the goal of aligning the National Youth Strategy with Bahrain s economic action plan for 2030, the Government plan , and the SDGs. Support the management of Government Efficiency, social development and youth projects in the CO 2. Ensures support in the following results: Support the organization of youth activities through voluntary youth organizations and motivate them to take part in community development and national building activities. Support the promotion of youth organizations at the grass roots levels and ensuring their participation in local and national development process. Support socio economic activities for young people like literacy programs,, primary health care, environmental conservation, citizenship and awareness building,. 2

3 Support the empowerment of the youth by providing skill development training with a view to establish self-employment projects and thus ensure their participation in the national development processes. 3. Provides effective support to management of the CO programme as regards issues of Government Efficiency and Social Development focusing on the achievement of the following results: Presentation of thoroughly researched information for formulation of country programme, preparation of project documents drafts, work plans, budgets, proposals on implementation arrangements. Provision of guidance to the executing agencies on routine implementation of projects, tracking use of financial resources. Follow up on performance indicators/success criteria, targets and milestones, preparation of reports. } Analysis of the situation in programme, identification of operational and financial problems, development of solutions. Design and formulation of projects and programmes within the area of responsibility (GESD), translating UNDP s priorities into local interventions. Initiation of a project, presentation of the project to (PAC), finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. Programme Analyst performs functions of Manager Level 1 in Atlas for POs and vouchers approval (if authorized by SM), participates in recruitment processes for projects. Application of conceptual models in support of programme design Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. Participation in audit of NEX projects. Preparation of inputs for reporting, including donor reporting. 4. Ensures planning design and implementation of internal and external strategies for communications and outreach for the country office focusing on achievement of the following results: Preparation and conduct of communications needs assessments for CO (projects, country programme and corporate change initiatives, etc) Drafting/editing of CO communications and outreach strategy based on the corporate communications strategy in English and Arabic Analysis of requirements and synthesis of proposals on ways to integrate advocacy and communication strategies into all aspects of UNDP s development programme during programme formulations. Implement the internal and external strategies for communications and outreach Establish and maintains working relationship with different media outlets at local, regional and global level. 5. Contributes to the design and maintenance of the UNDP web site, intranet, CO web-based knowledge management system focusing on achievement of the following results: Design and maintenance of the office web sites based on corporate requirements in cooperation with the ICT staff. Reviews programme content for the web sites to ensure consistency of the material especially those related to the thematic areas of the enhancement of Government Efficiency and Social Development. 3

Supports creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results: Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization. 7. Provides quality advisory services to senior management and ensures facilitation of knowledge building and management focusing on achievement of the following results: Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals. Sound contributions to knowledge networks and communities of practice. Organization of training for the operations/ projects staff on programme issues. Professional growth through active learning. IV. Impact of Results The key results have an impact on creation of effective support of programme activities related to youth and other social development interventions as well as in the strengthening of communications and dissemination of information on UNDP as UN s global development network. V. Recruitment Qualifications Education: Experience: A Master's degree in Economics, Engineering, Environment, International Relations, Social Sciences, Political Sciences, or MBA is preferred. A Bachelor s degree in one of the above areas with a minimum of 2 years of relevant experience at the national or international level in providing management advisory services and hands-on experience in design, reporting, and analyzing policies related to developmental areas will be accepted in lieu of a Master s degree; Zero year with Master s Degree, One year with specialized license in the relevant area and; Two years with Bachelor degree Relevant experience at the national or international level in public relations, communications or advocacy with particular understanding of the intricacies of the UNDP and the UN Resident Coordination system in Bahrain and the new programme strategy. Experience in youth development, gender responsiveness and sensitivity in all communications is a requirement. Previous experience in the development of communications and/or resource mobilization strategies as well as work in research and policy-level analysis, design, monitoring and evaluation of development projects and multilateral or international organization will be a distinct advantage. Experience in the use of computers and office software packages. Good knowledge and experience in handling of webbased communication management systems including social media. Expertise and analytical prowess in the handling of donor reporting an asset. Language Requirements: Proficiency in Arabic and English. 6
