6 ABOUT WHO WE ARE WHERE SERVICE WE ARE REQUESTS AND WHAT WE DO DISTRICT CONTACT OF US Ornge Assets Pilatus PC12 Ornge assets are a provincial resource 8 staffed helicopters 4 staffed fixed wing 4 staffed Critical Care Land Ambulances Leonardo AW139 In addition, Standing Agreement carriers perform fixed wing patient transports under contract with Ornge Crestline

7 Base Locations Assets are situated near Receiving hospitals Faster return to base to restock and refuel Faster return to service Maximize asset availability Minimize distances flown with no patient

9 Provincial Framework Ambulance Act Minister of Health and Long-Term Care ensures the existence throughout Ontario of a balanced and integrated system of ambulance services (i.e. EMS + Ornge) Regulations 356/16 and 497/07 Designate Ornge as Ontario s provider of air ambulance and critical care land ambulance services

10 OUR CONTEXT STRATEGIC PLAN FOUNDATION STRATEGIC SERVICE REQUESTS GOALS AND AND PRIORITIES OUR DISTRICT COMMITMENT OF Performance Agreement Ornge is required to: Ensure the provision of all air ambulance and Critical Care Land Ambulance services Ensure that Ontario hospitals and ambulance services are advised about the appropriate use and accessibility of air ambulance resources Air Ambulance Utilization Standard Requests for on-scene air response must meet certain guidelines (one of each): Operational: time to patient, time to hospital, level of care, or extraordinary circumstances Clinical: Field Trauma Triage or specific medical criteria Ornge is a secondary responder

11 Dispatch Process Hospitals, EMS and Central Ambulance Communications Centres directly request Ornge service Ornge is not part of the 911 system Ornge s Operations Control Centre Assesses the patient s level of care Dispatches the most appropriate asset Coordinates logistics with EMS and/or Sending and Receiving hospitals Transport Medicine Physician Triages Gives medical orders to Ornge crew Provides advice to Sending hospitals

15 District of Muskoka Helicopter typically responds Toronto and Sudbury-based helicopters are the closest (3 helicopters) London or Ottawa-based helicopters are also possible (2 helicopters) South Muskoka Memorial Hospital and helipad Airplane or CCLA respond rarely The assigned asset may not be responding from base Huntsville Hospital and helipad

16 Historical Summer Positioning at the Muskoka Airport For several years Ornge positioned a helicopter in Muskoka during summer Discontinued the practice in 2010 Ornge has no record of a clinical or operational analysis supporting the establishment or discontinuation of the practice
