10 RTC Data Collection Task and Finish Group formed to look at and explore how RTC data collection can be used to: Influence equipment procurement Equipment use Local RTC training programmes RTC reduction education strategies

11 RTC Data Collection 22 Fire and Rescue Services responded to CFO/CE Pearson s request: 6 FRS reported they had an electronic database 3 FRS reported they were committed to the future IRS system 13 FRS reported using a combination of different systems; which included paper based systems, such as special service call forms

12 RTC Data Collection During our research two electronic systems had been identified. Grampian Fire and Rescue Northumberland Fire and Rescue Both systems have the capacity to provide information required to influence the procurement of equipment, and training and education strategies.

14 RTC Data Collection The group compared these electronic systems, against a completed RTC report using CLG s Incident Reporting System (IRS): This Gap analysis exercise identified areas in the data collection fields of the IRS system that could be improved. It was recognised by the group that if these data fields changed, and resembled the data collection fields of the Northumberland and Grampian system. Then the IRS system would become the National RTC data collection system that all FRS can use to influence procurement of equipment, training programmes and education strategies

15 RTC Data Collection Report: To further enhance the IRS data recording system in relationship to Road Traffic Collisions the group have made the following recommendations: Road Traffic Collisions to be removed from the generic special service call category and a new category specifically dealing with road traffic collisions to be created. That the CLG IRS project team compare the data fields for recording RTCs with the Grampian and Northumberland models. Further work is required with the Police and Ambulance services; so that all data recorded at a RTC can be viewed and shared.
