This time the project is restricted to four locations namely Kabul, Mazar, Nangarhar and Bamyan provinces. Islamic relief is looking for those suppliers who can provide the net and pure meat of cattle after slaughtering, cutting and packing in the shopping bags/cartons which are specially designed for distribution of the Qurbani fresh meat. No vehicle will be accepted without freezing capacity. Specification of Qurbani cattle and program:

2 1- All the required numbers of cattle must be male type and healthy. 2- All the required number of cattle should not be less than 2 years old. 3- All the cattle will be according to standard criteria of Sharia for Qurbani (the cattle should not be sick, ear cut, disabled, not horn broke.) 4- All the animals should Physically look healthy and fresh 5- The Qurbani cattle should give average net meat of kg after slaughtering and Skinning without testicles, heads, legs, intestines and ) 6- All the required number of cattle should be available in supplier s slathering houses 4 days before Eid in Kabul and all the provinces so the staff can check the place of slathering and check if they are according to the Sharia and criteria 7- All the required activities will be performed by the selected supplier in the slaughter house and at the distribution, IRA will be only responsible for observation of the whole process. The supplier should provide & supply the fresh meat in refrigerated trucks to all distribution points. 2. All the required number of cattle should be slaughtered before end of Eid ul Adha 3 rd day 4:00 PM, because Qurbani is not allowed after this time in Sharia. 3. In case of any failure during Qurbani program implementation, the supplier will be dealt as per the contractual obligations will be applied on the supplier 4. All the animal should be packed 3 or 4 kgs after slaughtering and skinning process by the supplier. 5. All the cattle will checked and examine through the veterinary doctors or related experienced staff of IRA in all regions before slaughtering of each cattle, if any signs of defect were seen that cattle would be rejected and replaced immediately. 6. The whole process will be completed by the supplier (transportation, slaughtering, cutting, packing, loading and unloading the shopping bags, and secondary transportation to the beneficiary s camps). 7. It is worth mentioning that the supplier should have the capacity to retain the extra packages from the distribution in a refrigerator for at least one day, IRA doesn t have the responsibility to keep the extra packages remained from the distribution. 8. The remaining number of skins after slaughtering would be counted as per daily price of each skin and should be substituted for other cattle by the supplier 9. The supplier should be capable to provide more cattle if the number of Qurbani increases by IR- HQ at Eid day. 10. The place or slathering house in Kabul and provinces with following specification should be provided by supplier. Having washing facility, lighting facility during day and nights, proper hygienic and sanitation place, wide area and space for slathering. 1 The distribution locations will be identify by IRA but the proper place or camps for distribution have to be provided by supplier. 3 3. Delivery Date The consignment must be ready on the first, second and third day of Eid ul Adha as per need in each distribution point. 4. Delivery Place (s) Detailed delivery plan will be provided with a confirmed purchase order. 5. Payment Payment shall be made in Afs by Bank Transfer. details of Payments terms will be mentioned in the purchase order Terms & Conditions for accepting the quotation: Suppliers meeting below requirements will be considered for shortlisting The currency used in presenting quotations should be AFG (Afghani), 2. Submission and receipt of a quotation for goods or services in no way constitutes a legally binding commitment on behalf of the organization to enter into any kind of agreement with the supplier. We are not bound to accept any quotation; 3. Quotations must be received on or before the date indicated above. Quotations received after this date will not be considered; 4. We retain the right to reject any quotation which does not fulfill all the criteria specified in this RFQ as well as to split an order to more than one supplier; 5. Quotations must remain valid for (45) days from the date received, 6. Updated license should be provided from suppliers along with tax identification of the company. And license should be from ministry of Commerce of Afghanistan. 7. Bank statement for verifying financial capacity of the company is highly required / 50 % of the total quote amount should be available in the account companies bidder must attached the recent/latest 6 or 5 months bank statement with holding 50% of quoted total price % Bid security for duration of three months is required from total quoted price to be attached with the supporting documents of companies if the bidder is requesting to cancel his or her bid after submission IR has right to act according to low and will deduct as per internal policy from the bid security. 9. Three Past experiences in relevant field is required if available proves is required contract /donor / funded by, completion certificates and reference. 10. Bidders must provide fixed price, including, transportation, loading and unloading with any extra costs. IRW will not accept any extra cost or fee occurred by the vendor above his offered prices here; 1 Multiple Awards: IRW may accept any item or group of items of a proposal, unless the Bidder qualifies the proposal by specific limitations. IRW reserves the right to make an award on any item for a quantity less than the quantity proposed, at the unit prices proposed, unless the Bidder specifies otherwise in the proposal. Quotation proposals will be evaluated on the basis of advantages and disadvantages to IRW that may result from making more than one award (multiple awards). 12. All transportation should be in fridge (freezer vehicle) from the slaughter house to the distributions. 14. The supplier should be capable to provide more cattle if the number of Qurbani increases by IR-HQ at Eidday. 15. As per market prices IR has selected 250 AFN for each skin of the cattle s and supplier must buy it from IR and pay it in bank account of IRA or more cattles should be provided in compensation. 16. The supplier should be capable to provide more cattle if the number of Qurbani increases by IR-HQ at Eid day. 17. IR-A is not responsible to the company for any human incident or any other insecurity issues such as theft, robbery, death of the animals before Qurbani day, municipality tax, removing of residue and wastage, so on.

4 Suppliers do not provided as their proposals and cost as per term condition will be disqualified. 2. Note: There will be no compromise on quality of fresh meat and the Qurbani selected animals The Qurbani animals & fresh meat shall be delivered in trucks of equipped with freezing system at the following provinces, exact location will be provided with a confirmed purchase order Kabul + surrounding areas up to 30 Kilo Meters 2. Islamic Relief reserves the right to change the delivery locations within Kabul and Provinces without assigning any reasons whereof.
