As per Rockland County Procurement Policy, Non Profit Agencies approved to participate in New York State s Contract Extension Program are authorized to make purchases through the resulting contract(s). 1. The County of Rockland shall make all contract award information available to other political subdivisions and non profit agencies through our website: 2. Any other political subdivision or Rockland County non profit agency will issue purchase orders directly to vendors within the specified contract period referencing the County s contract and shall be liable for any payments due on such purchase orders; and shall accept sole responsibility for any payment due. 3. All purchases shall be subject to audit and inspection by the other political subdivisions and Rockland County non profit agencies for which the purchase was made. 4. No officer, board or agency of a county, town, village, or school district shall make any purchase through the County when bids have been received for such purchase by such officer, board or agency, unless such purchase may be made upon the same terms, conditions and specifications at a lower price through the County. 5. All Bidders shall be on notice that as a condition of the award of a County contract, the successful bidder shall accept the award of a similar contract with any other political subdivision in New York State and Rockland County non profit agencies authorized to use New York State s contracts, if called upon to do so. A listing of approved Rockland County non profit agencies is available on the Purchasing Division s website at The County, however, will not be responsible for any debts incurred by the participants pursuant to this or any other agreement. 6. SCOPE 1.1. This solicitation is to furnish, deliver and remotely install four (4) complete and fully operational wall mounted KeyWatcher Touch Key Management System with Biometrics as specified, Morse Watchman, Inc. or approved equal, at the Rockland County Correctional Center, 55 New Hempstead Road, New City, NY The County will install wall mounted units to the walls and connect any required cable to existing network. The specifications for this award shall include Morse Watchman s KeyWatcher Touch or approved equal system with four hundred ninety-six (496) locking slots expandable to 528 key management system developed to provide control over individuals access to key(s), PC/Server based audit trail for unlimited historical reporting of actual key usage, alerts for removals or returns, and alarm conditions This bid is comprised of two sections. Section 1 shall be to furnish, deliver and install new equipment as specified. Section 2 will be for a Percent Discount from Morse Watchman Manufacturers List Price or Approved Equal items not individually listed in Section 1. If not offering a discount, zero percent shall be entered All parts not specifically mentioned, which are necessary for the unit to be complete and ready for operation, or which are normally furnished as standard equipment, shall be furnished and remotely installed by an authorized manufacturer's vendor that makes the system complete and operational. All parts shall conform in strength, quality and workmanship to the accepted standards of the industry The bidder shall state the name of three municipalities nearest to the county owning and operating the proposed equipment. All of the customers must have purchased the equipment within the last two years The bidder shall have a minimum of five (5) years experience in installation, repair and warranty service work. The bidder shall be a factory authorized dealer/installer Freight shall be included in the purchase price of equipment All equipment delivered under the award resulting from these specifications shall be built with identical and interchangeable parts and components The equipment shall conform in strength, quality of material, and workmanship to what is usually provided by good engineering practice. QUANTITIES 4.1. The Section 1 quantities provided are for evaluation purposes. The County reserves the right to order quantities above or below those specified at the prices bid The Section 2 - Percent Discount lines on the Bid Cost Pages will be used for items not individually listed on the Bid Cost Pages. Line 36 shall be included in determining lowest responsive, responsible bidder. 5. BRAND NAME 5.1. The use of a brand name is for the purpose of describing the standard of quality, performance, and characteristics desired and are not intended to limit or restrict competition. APPROVED EQUALS 6.1. If the bidder is bidding an approved equal, the bidder shall provide references showing locations the County of Rockland can visit of the exact make and model intended to be supplied. If bidding an alternate or approved equal, two (2) copies of brochures, specifications, and any other pertinent information shall be included with the bid In the event that an alternate is bid, the County of Rockland reserves the right to request a demonstration of the specific model bid. The demonstration shall be done at the Facilities Management Office. Failure to furnish the demonstration shall render the bid as non-responsive Any units not conforming to these specifications may be rejected, and it shall be the responsibility of the manufacturer to conform to the requirements unless exceptions have been specifically cited by the bidder and acceptance made on the basis of the exceptions. Each bidder is required to respond to every requirement in this specification with the appropriate explanation of equipment when specified and supply all requested information with bids The County of Rockland shall make the final determination on whether the equipment is considered an approved equal. 7. DELIVERY, ACCEPTANCE AND PAYMENT 7.1. DELIVERY: Delivery of equipment shall be completed within the number of days indicated elsewhere in these specifications. Equipment not delivered within this time frame may be canceled or, at the County of Rockland s option, an extension may be granted, whichever is in the County s best interest If equipment is canceled for non-delivery, the needed equipment may be purchased elsewhere and the vendor may be charged full increase, if any, in cost and handling STATEMENT OF INTENT: It is the intent of the County of Rockland that equipment is delivered in full compliance with the specification ACCEPTANCE INSPECTION: All equipment ordered with this request shall be subject to acceptance inspection upon receipt. Acceptance inspection shall not take more than five working days. The vendor shall be notified within this time frame of any equipment not delivered in full compliance with the Purchase Order Specifications. If equipment is canceled for non-acceptance, the needed equipment may be purchased by the vendor elsewhere and the vendor shall incur all and any additional costs Invoices shall be submitted to the County of Rockland Finance Department upon Final Acceptance of equipment installation and operational testing. Final Acceptance shall be determined by the Director of Facilities Management of the County of Rockland. 8. WARRANTY 8.1. The unit of equipment shall be warranted against all defects in material and workmanship on site at Correctional Center for a period of not less than standard Manufacturer (or approved equal) two (2) year warranty and shall cover 100% parts and labor for the unit from system acceptance. Warranty information, if different than that specified, shall be inserted on the attached Proposal Pages INTENT: During the warranty period the vendor will be responsible for labor, materials, and other costs as outlined below associated with required warranty repair. It is the intent of this warranty that the vendor performs warranty repair work. An official warranty contract statement or information booklet stipulating warranty terms offered must accompany the bid at the time of the bid opening and be endorsed by the manufacturer. 9. TRAINING / DIAGNOSTICS 9.1. Awarded firm shall provide the necessary training for all Software and Hardware. One Training Session (1 day minimum) shall be scheduled at time of Setup and Installation. Additional training to be scheduled as needed within six (6) months of Setup and Installation 10. INSTRUCTION MANUALS Simultaneous with delivery, the contractor(s) shall furnish to the authorized user a complete instruction manual for the product and for each component supplied, if appropriate.
