1 CITY OF REDLANDS CUSTOMER SERVICE FIELD TECHNICIAN II, III DEFINITION Under direction, to perform a variety of tasks involved in customer service field duties related to water service and may receive specific work instructions for unusual water related assignments for the Municipal Utilities Department, Customer Service Division. DISTINGUISHING CHARACTERISTICS Customer Service Field Technician II, III - This is the full journey level in the class series. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are flexibly staffed and positions at these levels are normally filled by advancement from a lower level position requiring state certification, varying years of experience and successful performance. When filled from the outside, the employee is required to have prior related experience allowing the employee to meet the qualification standards for the appropriate level. SUPERVISION EXERCISED None. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Duties may include, but are not limited to, the following: Troubleshoot and identify water flow problems; prepare work orders and discrepancy reports. Taking appropriate water meter reads associated with turn-ons, turn-offs, transfers and rechecking of previously recorded reads. Perform water meter work such as assisting customers with possible reasons for high water usage, high or low water pressure, locating and cleaning out meter boxes. Respond to customer inquiries and complaints according to City and Department policies and procedures. Conduct special check reads. Report tampering of water meters, un-metered water services, and other infractions of water usage. Notify customers of upcoming meter shut off for non-payment of bill; turn off and lock water service for non-payment of bills.

2 EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES (cont.) Remove a meter when water service has been discontinued due to non-payment, as directed. Reinstall a meter when services are resumed, as directed. Respond to routine on-site consumer questions regarding meter readings, water consumption, and water pressure. Check malfunctioning meters; perform minor leak repairs. Inspect new meter installations for proper setting; verify meter numbers and number of dials. Operate a truck; report mechanical or other problems; keep truck stocked with appropriate supplies. Respond to emergency situations as necessary. Operate and maintain a variety of specialized equipment, hand and power tools, including handheld meter reading equipment, wrenches, and others. OTHER JOB RELATED DUTIES Work in a team environment. Assist others in the completion of assigned duties as necessary. Perform related duties and responsibilities as assigned. Ensure the efficient and effective completion of work assignments. SPECIAL REQUIREMENTS FOR ALL LEVELS Ability to work in adverse weather conditions for extended periods; ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, climb, and lift up to 75 pounds; ability to work in confined spaces; ability to travel to different sites and locations; ability to write legibly. JOB RELATED AND ESSENTIAL QUALIFICATIONS Knowledge of: Customer Service Field Technician II City of Redlands and surrounding County street and address system, alleys, and hazards encountered in the course of performing job duties.

3 Knowledge of: (cont.) City procedures and policies related to utility services. Water distribution facilities and equipment. Meter reading and repair. Safe work practices and procedures. Safe driving principles and practices. Skill to: Operate computerized meter-reading equipment. Operate modern office equipment, including computer equipment. Operate a motor vehicle safely. Operate a two-way radio. Ability to: Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs. Understand and carry out written and oral directions. Maintain accurate and up-to-date records. Perform arithmetic calculations, rapidly and accurately. Work according to safety standards under potentially hazardous conditions. Deal tactfully with the public. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

4 EXPERIENCE AND TRAINING GUIDELINES Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Two years experience equivalent to the work of a water distribution operator performing a variety of duties involved in the maintenance, repair, installation and construction of water distribution system pipelines, valves, and appurtenances; including the installation and/or replacement of water meters. Experience as a water meter reader desirable. Training: Equivalent to a high school diploma. License or Certificate: Possession of an appropriate, valid California driver's license. Possession of a DHS Water Distribution Operator Grade D2 Certificate issued by the State of California. Possession of a DHS Water Treatment Operator Grade T1 Certificate issued by the State of California. Customer Service Field Technician III In addition to the qualifications for Customer Service Field Technician II Experience: Three years experience equivalent to the work of a water distribution operator performing a variety of duties involved in the maintenance, repair, installation and construction of water distribution system pipelines, valves, and appurtenances; including the installation and/or replacement of water meters. Two years experience as a water meter reader or customer service field technician.

5 Training: Equivalent to a high school diploma, supplemented by specialized training in construction and maintenance technology. License or Certificate: Possession of a DHS Water Distribution Operator Grade D3 Certificate issued by the State of California.
