1 PORTABLE VARIABLE MESSAGE SIGN - Item No. PORTABLE VARIABLE MESSAGE SIGN (TEMPORARY) - Item No. PORTABLE VARIABLE MESSAGE SIGN, RELOCATION - Item No. Special Provision No. 543F07 December 2008 OPSS 543, December 1990, is amended by the addition of the following: SCOPE Section of OPSS 543 is amended by the addition of the following: This specification also covers the requirements for the use of Portable Variable Message Signs (PVMS) for traffic control signing during construction. At the completion of the Contract, the PVMS shall be the property of the Ministry unless identified as Temporary MATERIALS Section of OPSS 543 is amended by the addition of the following subsection. *Designer Fill-in See Notes to Designer CONSTRUCTION Section of OPSS 543 is amended by the addition of the following subsection Portable Variable Message Signs The Contractor shall be responsible for maintaining the continuous operation of the PVMS, as required, throughout the duration of the Contract. If a PVMS or communications failure occurs, the Contractor shall notify the Contract Administrator and take immediate action to correct the problem. The Contractor shall be responsible for the following maintenance related items for any PVMS supplied: PVMS sign face is turned towards traffic and angled in a manner to ensure maximum visibility; solar panels are tilted and rotated to face south; all pixels and LEDs in the sign face remain operational; sign face is to be regularly cleaned from dirt, road salt or debris that may obstruct the visibility of the sign; batteries are replaced as needed to ensure that battery levels are maintained per the supplier s operational requirements; and modems and other remote communications equipment remain operational. The Contractor shall conduct regular inspections on the supplied PVMS to ensure the aforementioned requirements are maintained throughout the duration of the Contract Messaging on Signs ****Designer Fill-in See Notes to Designer December 2008 Pg. 1 of 6 SSP543F07

2 Relocation of Portable Variable Message Signs The Contractor shall be responsible for relocating the sign(s) as required by the various construction stages as indicated in the Contract. The Contractor shall provide at least 2 business days advance notice to the Contract Administrator regarding the delivery and/or relocation of PVMS within the construction work zone. The Contractor shall propose the exact location of the signs in a manner to ensure maximum visibility for motorists without impacting safety in accordance with the Ministry s clear zone requirements. The Contract Administrator shall approve the chosen deployment sites prior to the signs being deployed Removal of Portable Variable Message Signs For Portable Variable Message Signs being used on a temporary basis; the Contractor shall be responsible for removing the sign at the completion of the Construction contract. The Contractor shall provide at least 2 business days advance notice to the Contract Administrator regarding the removal of the PVMS from the construction work zone. For PVMS that are Ministry property at the end of the Contract; at the completion of the Contract, the Contractor shall deliver all PVMS to an Ministry-designated location within ***** km of the Contract limits. The Contractor shall provide at least 2 business days advance notice to the Contract Administrator regarding the removal of the PVMS from the construction work zone and delivery to the Ministry designated area MEASUREMENT FOR PAYMENT Portable Variable Message Sign Measurement is by Plan Quantity, as may be revised by adjusted Plan Quantity. NOTES TO DESIGNER: * Include the following subsection when the tender item PORTABLE VARIABLE MESSAGE SIGN (TEMPORARY) is included Data Communications for Portable Variable Message Signs For Portable Variable Message Signs designated as Temporary : The Contractor shall be responsible for installing a Ministry supplied modem in the sign. In order to obtain a modem, the Contractor shall contact ** at least 1 week prior to the deployment of the sign. The modem will remain the property of the Ministry. The Contractor shall return the modem to the Ministry at the point of pick-up at the completion of the Contract. ** There are different contacts for modems for each Region. The designer shall contact the Advanced Traffic Management Section at to obtain the appropriate contact person in each respective Region to obtain the modems. Include the following subsection when the tender item PORTABLE VARIABLE MESSAGE SIGN is included Data Communications for Portable Variable Message Signs For Portable Variable Message Signs that are Ministry property at the end of the Contract: PVMS from approved suppliers are equipped with modems active on the Ministry s communications network. The Contractor shall provide the static IP address for the sign to the Contract Administrator at least 2 business days prior to the delivery of the signs. 4 communication fees in the amount of $ *** per month, per sign from the inception of the Contract, through to the Contract completion. No additional initiation fees will need to be paid. At the completion of the Contract, the modem fees will be transferred back to the Ministry. *** The designer shall contact the Advanced Traffic Management Section to obtain the must up to date pricing on monthly communications fees. The Contractor shall not create or translate messages. The Contract Administrator will provide the Contractor with customized messages and appropriate translations as required. All messages and/or messaging strategies must first be approved by the local Regional Traffic Section prior to being displayed. The Ministry retains the right to override and display messages on any PVMS on the Ministry right-ofway via centralized control by the local COMPASS Traffic Operations Centre or Regional Operation/Communication Centres. Include the following under clause Messaging on Signs when the signs are to be controlled by the local COMPASS or Regional Operations/Communications Centre: The Contractor shall not display messages on PVMS unless otherwise specifically directed. All messages will be displayed on the PVMS via centralized control by the local COMPASS Traffic Operations Centre or Regional Operation/Communication Centres. All messages and/or messaging strategies must first be approved by the local Regional Traffic Section prior to being displayed. December 2008 Pg. 4 of 6 SSP543F07

5 *****In the event that signs are being purchased, the designer should consult with ATMS/Electrical Maintenance, the local electrical coordinators, or the local fleet office to determine where the signs should be delivered following the completion of the contract. - The quantity for PVMS refers to signs that the Ministry is purchasing whereas, the item PVMS (Temporary) refers to signs that would be rented and then returned to the Contractor. - Portable variable message signs (PVMS) shall not be used to replace any devices required by the OTM. - Usage and acquisition of PVMS shall be compliant with the latest version of the Ministry s Advanced Traffic Management Section - PVMS Best Practices Manual. - PVMS locations shall meet the requirements of the OTM Book 7 (Temporary Conditions) and it s accompanying Field Edition. - Where applicable, the designer shall coordinate the placement and intended operation of the sign with the regional COMPASS/TOC Operations staff. - The designer shall verify with the Regional Traffic Section whether any portion of the work is, or is deemed by MTO to be, located in a Designated Area as defined in the French Language Services Act (R.S.O. 1990, c. F.32, as amended). If any portion of the work is located in a Designated Area, the entire project shall be considered to be located in the Designated Area. - If the work is, or is deemed by MTO to be, located in a Designated Area, one PVMS displaying an approved equivalent French message shall be installed downstream of, and on the same shoulder as, each PVMS displaying an English message. The signs shall be placed so that messages are unobstructed and legible to approaching motorists for at least 300m on freeways and 200m on other highways. The English and French PVMS shall not be located side-by-side. The designer shall make every reasonable effort to provide a French PVMS where required. If the designer believes that a French PVMS cannot safely be included at a location, the designer shall consult with the Regional Traffic Section prior to deleting that French PVMS. - All PVMS locations and relocations shall be shown on the plan view drawings and Quantity Sheets. Quantity Sheet information should include Hwy, stage, station, language of message (English or French), location left or right of the centre line, and offset from EP for each individual sign supplied or relocated (a variation column is to be added on the Q-sheet). Minimum offset from the EP to the sign should be based on the clearance zone guidelines specified in the Roadside Safety Manual. If the sign has to be installed closer to the EP, then provisions for protecting the sign should be considered and included in the design. - Designers shall advise the MTO Regional Traffic Section of potential operations that will occur during the contract so that an appropriate message library can be compiled. - The MTO Regional Traffic Section will obtain translations from the French Language Services Office and provide all PVMS messages, including translations, to the Contract Administrator through the Contract Control Officer prior to the start of the contract. 6 - The designer should consider the use of portable variable message signs on two-lane and four-lane King s Highways as well as freeways when lane closures significantly impact traffic (e.g. detours, blasting operations, over-night lane closures). - These signs provide motorists with advance information regarding work operations that would be outside of their expectations.
