1 TOR for Survey of Waste Pickers in Jaipur City Background: The Waste Pickers play an important role in Solid waste management in their own way by channelizing the recyclable materials. They help in cleaning and clearing garbage and to some extent reduce the expenditure of the corporation by picking the garbage informally. As thewaste pickers collected mostly materials like plastic and metals, the sorting of solid waste become easier to the municipal workers in the cities. Waste Pickers also provides livelihood to them and it was virtually a form of self employement. Besides that Waste Picking is one of the most dangerous and in-human activity where the Waste Pickers are exposed to harsh weather conditions surrounded by stray animals and infectious solid waste that may induce them with many diseases. Considering the strength of Waste Pickers activity in the Jaipur Municipal Corporation and their potential to effectively dispose of solid waste, it is suggested that steps should be taken to improve the working condition of the Waste Pickers. The corporation shall register the Waste Pickers involved in work and issue smart cards to them so as to enable them to get their identity and show to the households. Their services should be supported by the corporations in the city by providing them some income to work near the dumpsites and manure production, using this manure produced to grow small nurseries and maintain these nurseries which can provide livelihood not only to individual, but to their families. Objectives of Registration: Overall objective of reorganization of Waste Pickers/garbage collector to valued them as workers who play a role in the economy like all other workers. To prevent unauthorized people/children entering dumpling grounds. To collect waste without being abuse and harassed. To collect segregated dry garbage from households. Waste Pickers operating in this sector in Jaipur City. In Jaipur specially the small and marginal waste collectors, functions are as follows:- Women mostly travel long distance, collect and handling waste. Children collects waste, accompanied with elders. Men are mostly engaged in sorting, grading and packaging of waste under Kawadiwala otherwise engaged as construction labours. Few individual (Men) made informal contract with primary collectors and purchase waste and sell it to traders. Waste collection is the only sources of income for most of the HH, few are also works in construction sites. Normally they collect waste from early morning to mid day and few also collects whole day. Good sources of wastes are market places.

2 Average Income for primary collector is vary from Rs per day. Who works for separating and segregating and purchase from the primary collector all earn average Rs /month. Area of collection has divided for most of the cases. Registration Methodology To execute the Registration of Waste Pickers the survey will conduct in Jaipur City. The process of Survey include identification of beneficiaries, conducting questionnaire survey, visiting households, taking clear and visible photographs, submitting daily report to the office and distribution of Identity cards. JMC will engage a separate agency having experience to prepare Identity card. They have to maintain separate register as a token of beneficiary receiving signature of Identity cards. They will submit the register to JMC after completing the distribution of ID cards. Following are the few important points. 1. Need to distribute photo identity card. 2. No child will register but if they are collecting garbage then there survey will be done by the survey agency. 3. Register to the person only who are collecting garbage not the whole family members. 4. In every 10 surveyor there should be one supervisor. Scope for Work: Waste Pickers are mostly scattered in various zones (administrative operational area of JMC) and there are 4 zones (Mansarovar, civil line, sanganer & moti doongri zone) covering 48 wards in Jaipur City, some are living in notified slums as well as non notified slums of Jaipur. In some cases they are also living under small sheds in a cluster besides the roads and operate their works from there. In this regard the JMC is conducting survey of Waste pickers to understand the ground reality by issuing ID cards for Waste Pickers. Therefore NGOs/Companies/Institution having earlier experiences on similar survey works is invited to work in this project. The following deliverables shall be provided:- 1. NGOs/Companies/Institution etc. should complete the work in 15 days after the MOU with JMC,a penalty will be levied if not completed on time and on risk & cost method it will be given to another survey company who comes in the bidding process. 2. The allotted zone for the work should cover all the slums (ward wise) and apart from that the cluster of areas where Waste pickers live. 3. Original hard copy of all filled up form of individual beneficiaries according to Sl. No need to be submitted on daily basis to JMC. 4. Forms will be filled only for individual who are involved in Waste Picking, do not encourage people who are not Waste pickers. If found penalty of Rs per Waste pickers will be levied to the Survey agency. 5. No person below the age of 18 will be registered but if they are collecting garbage then there survey will be done by the survey agency.

3 6. The payment will be made as per the no of Waste pickers comes in the survey (it can be more/less than the expected no of Waste Pickers ). 7. The original hardcopies of all filled up form of Individual Beneficiaries should be in readable & in complete form, otherwise it will be rejected. 8. Security money will be 5 % of the Total amount. 9. The survey form will be provided by JMC and then all the survey work and distribution of ID cards will be done by the survey agency. 10. The change or updation of Rules and Regulation for the survey will be given by JMC. Proposed cost for Survey of Waste Pickers and Issuing ID cards.
