To complete construction and maintenance work timely and proficiently it often becomes advantageous to construct pavements and/or make traffic pattern switches late in the construction season. This late season work provides challenges to installing pavement markings that provide the needed visibility and safety for the traveling public. The Office of Traffic, Safety, and Operations and the Chemical Laboratory are working with pavement marking material manufacturers to find and/or develop improved materials that will provide appropriate performance when installed in late season/cold weather conditions. It is anticipated that this effort will result in additional products on Mn/DOT s Qualified Products List for late season/cold weather pavement markings. Purpose The purpose of this memo is to establish a statewide guideline for the application of late season/cold weather temporary pavement markings on Mn/DOT construction and maintenance projects. Guidelines All pavement markings installed after October 15 and before April 1 north of the 46 th parallel or after November 1 and before March 15 south of the 46 th parallel shall be defined as late season/cold weather temporary pavement markings. For projects where it is anticipated the pavements will be constructed or traffic switches made after the above dates the contract documents shall contain the special provisions found in this memo. Use of the Pavement Marking Late Season pay items in this special provision is optional. If the pay items are omitted from the special provisions and late season/cold weather pavement markings become necessary, the Engineer shall pay for the markings as extra work. 2 June 7, 2007 Page 2 For projects where late season/cold weather pavement marking is not anticipated, but becomes necessary and the special provisions and/or pay items were not included, the Engineer shall determine appropriate payment and administration details. However, all other provisions of this memo shall prevail. The special provisions shall include which material, epoxy or paint, is allowed on each specific project. Urban roadways shall use epoxy materials only. Rural roadways may allow either the epoxy or paint materials. All late season/cold weather pavement markings shall be considered temporary markings. These applications shall be either removed and replaced by the permanent markings the next construction season for final pavement surfaces or be allowed to remain until removed by subsequent construction such as in the case of bypass lanes. All Project Engineers are encouraged to coordinate these activities with Mn/DOT s Pavement Marking Engineer to insure appropriate performance data are collected and test sections, as needed, can be established to complete evaluation of late season/cold weather marking materials. At the discretion of the Pavement Marking Engineer up to one mile of the late season pavement markings may be left in place for further study. Materials All late season/cold weather pavement marking materials shall be from Mn/DOT s late season/cold weather epoxy or late season/cold weather paint qualified products list which can be found at: Special Provisions and Pay Items S-1 (2580) PAVEMENT MARKINGS LATE SEASON Author: Consider inserting this specification on projects where late season striping is anticipated such as multi-year projects or paving into October. Late Season Pavement Marking will consist of furnishing, applying, maintaining and removing late season pavement markings, both striping and messages. This work shall be performed in accordance with the applicable Mn/DOT Standard Specifications, the details in the Plan and the following: All pavement marking operations after (Author provides date ---October 15 north of the 46 th parallel or after November 1 south of the 46 th parallel) or prior to (Author provides date ---April 1 north of the 46 th parallel or March 15 south of the 46 th parallel) shall be considered Pavement Marking Late Season and this specification will apply.

3 Late Season/Cold Weather Temporary Pavement Markings June 7, 2007 Page 3 S-1.1 MATERIALS The Contractor shall use a product listed as either Late Season/Cold Weather Epoxy or Late Season/Cold Weather Paint on the Mn/DOT Pavement Marking Qualified Product list issued by the Office of Traffic, Safety and Operations. This list can be found at: Author: Urban roadways shall use epoxy materials only. Rural roadways may allow either the epoxy or paint materials at the discretion of the District Traffic Engineer unless specified in the plan. Some things to consider before choosing a material are the turning movements, high truck volumes, weaving traffic, hauling operations, number of lanes, and complexity of traffic flows S-1.2 placed. MAINTENANCE The Contractor shall be required to maintain any late season pavement markings The Contractor shall be required to reapply or freshen the pavement markings and/or messages placed when any of the following occur: 40% of the late season pavement markings are missing More than two (2) consecutive skip lines are missing More than a fifty (50) foot section of solid line are missing any critical areas (such as, but not limited to: crossover, bypass, curve) is missing when the late season pavement markings are no longer effective due to a loss of reflectivity Pavement Markings that do not conform to the requirements of the Contract shall be replaced or repaired to the satisfaction of the Engineer at the Contractors' expense. Conformance with the requirements will as determined by the Engineer. The Engineer shall notify the Contractor when maintenance is required. The Contractor will be assessed a monetary deduction of $1, for each calendar day the Engineer determines that the Contractor has not complied. The Contractor shall have 3 calendar days from notification to comply. S-1.3 Traffic control for all pavement marking operations shall be executed in accordance with the "Field Manual for Temporary Traffic Control Zone Layouts", except as may be approved by the Engineer. All traffic control required for this item shall be performed as incidental work for which no direct payment will be made. S-1.4 All "Pavement Marking Late Season" shall be removed prior to placing any permanent pavement markings. S-1.5 MEASUREMENT "Pavement Marking Late Season" will be measured by the length in meters [linear feet], the length will not include any gaps between skip stripes. All stripes will be measured as the equivalent 4" width.

4 Late Season/Cold Weather Temporary Pavement Markings June 7, 2007 Page 4 "Pavement Message Late Season" shall be measured by area of markings furnished, and installed as specified. No additional quantity will be included for repair or renewal work. S-1.6 PAYMENT Payment for "Pavement Marking Late Season" will be made in accordance with the schedule set forth below at the appropriate Contract bid price for the specified unit of measure. Such payment, in each instance, shall be compensation in full for all costs incidental thereto including, but not limited to all costs of preparing the surface, controlling and protecting traffic, furnishing, applying, maintaining, and removing the "Pavement Marking - Late Season": ITEM NO. DESCRIPTION UNIT Pavement Marking Late Season meter [Linear foot] Pavement Message Late Season square meter Pavement Message Late Season [square foot] The provisions of Mn/DOT 1903 are modified such that no "unit" price adjustment will be made in the event of increased or decreased quantities of "Pavement Marking Late Season". When the Engineer determines that "Pavement Marking Late Season" are required, in the absence of a Contract item therefore, compensation will be made as Extra Work. Late Season Pavement Markings shall be removed in the spring and replaced with final permanent pavement markings. Documentation To complete the evaluation of late season/cold weather pavement markings the Office of Traffic, Safety, and Operations wants to study all late season/cold weather pavement marking installations to determine the effectiveness and performance of the various materials. To accomplish this all applications shall be documented and reported to Yvonne Crocker, Mn/DOT s Pavement Marking Engineer.
