2 Tomorrow s Sydney Responding to growth: Sydney s population is expected to leap by more than 2.1 million people in the next 20 years - about 170,000 more than predicted only two years ago. Transport for NSW is overseeing the largest transformation of the Sydney CBD transport network in decades to address it. The demand : Over 630,000 trips are made to the city centre daily 67% by public transport and 20% by car. This is forecast to increase by 25% (155,000 trips) by Over 1.26 travel trips are made within the city for work, education, shopping, leisure and city living each day. These trips will increase by 35% to 1.7M by ,000 jobs created in the city centre over the next 20 years. 2

13 Operational Management Planning improvements: Develop Major Incident Bus Plan; Develop contingency road closures for incidents and major planned infrastructure works; Test proposed contingency plans against scenarios and modify accordingly. Operational improvements: Enhance the dedicated monitoring within the TMC and in the field; Work with agencies including key services utility providers; After major weekend closures, start the planning for the Monday AM peak on Sunday evening. Infrastructure: Additional VMS or CCTV infrastructure at key approaches to the CBD. 13

14 Enhancing Real-time Management Plan and prepare to manage unplanned incidents that impact the operation of the CBD transport network on a 24 / 7 basis Enhancing dedicated CBD real-time resources in the TMC; Establishing dedicated CBD real-time resources in the field; Maintain traffic signal operations during power or communication outages; Establishing a CBD tow-away zone. 14

20 Efficient Freight vs CBD Challenges Heavy goods vehicles are efficient, but present access challenges Light commercial vehicles are highly flexible for small just in time deliveries, but impact road capacity 20

21 Managing Kerbside Space Over 200 buildings in the CBD have an off-street loading dock Major transport projects have reduced overall loading zone capacity by: 13% in the AM peak 2% in the inter-peak 20% in the PM peak Additional private and public construction will place greater pressure on kerbside capacity Accommodating special events TfNSW are continuously exploring opportunities for new timed loading zones The SCO is working to change the nature of transformation approaches to be more service orientated. The city is not going to return to its previous operating state. Innovation and adaption is a necessity. 21

23 Freight Innovation and Adaptation Less capacity growing demand Key messages for freight and servicing are: Retime Reduce Remode Shifting freight and servicing activities to outside peak times gives opportunities for greater efficiency Consolidate, improve utilisation, reduce trip numbers, sustainable procurement, building delivery service plans Use efficient modes for distribution in the CBD where feasible 23

24 Retime Benefits and How to Achieve Them Benefits can be achieved and opportunities maximised if all parties work together. 24

25 Retime: Trials in Action Service retiming trial recorded: 6x improvement in productivity 5x decrease in KMs travelled in CBD 4x decrease in total hours Extending local loading zones enabled late evening deliveries for a CBD retailer Testing the ability to schedule less time critical deliveries from peak periods to offpeak periods. Key takeaway: Shifting freight and servicing activities to outside peak times gives opportunities for greater efficiency 25

26 Reduce Improved efficiency through fewer vehicle trips Large trucks are an efficient way to deliver to large stores Forward and real-time optimisation of trips Some businesses have consolidated the delivery requirements of multiple divisions resulting in freight savings Optimising dock designs Rationalise service levels: Amazon Effect and same day delivery are these service levels always necessary? 29 Remode: Trials in Action Goulburn Street Courier Hub Provides off-street parking, secure cages and lockers for deliveries Couriers are using the hub 60 times a day on average At full capacity, it is estimated the hub could ease congestion by saving 26,000 kilometres travelled by van in the CBD and reducing loading zone usage by 4,600 hours. Key takeaway: Use efficient modes for distribution in the CBD where feasible 29

30 Remode: Trials in Action Active transport can be efficient alternatives for small item delivery across the CBD In total, the bike courier run took half the time of a van, travelled less distance and used a third of the kerbside/footpath parking Van courier Distance travelled - km Bike courier Bonds Couriers Despatch Manager testimonial: While it is difficult to empirically judge, there is a very strong service benefit to our CBD customers due to the use of pushbikes

31 How will you adapt to the future of this City? The city is not returning to the form it was. Innovation needs application on the roads and streets. Cooperative approaches can produce efficient and a socially and environmentally acceptable outcome.
