Utmaningar och transportskydd i framtida transportsystem Sören Jägerhök och Åsa Waern

Supply Chain Security Supply chain security refers to efforts to enhance the security of the supply chain, the transport and logistics system for the world's cargo. It combines traditional practices of supply chain management with the security requirements driven by threats such as terrorism, piracy, and theft. Information from 5 EU FP7 Security projects on Supply Chain Security: SUPPORT Security UPgrade for PORTs Contain - Container Security Advanced Information Networking Safepost Reuse and development of Security Knowledge assets for International Postal supply chains Eurosky Single European Secure Air-Cargo Space Arena -!

Postal security problems 1. Postal security was brought to the attention of the world by the 2001 Anthrax attacks in the USA, where letters containing anthrax spores were mailed to several news media offices and two Democratic U.S. Senators, killing five people and infecting 17 others. 2. Narcotics and counterfeit drugs smuggling through postal channels is nowadays a constant reminder of the urgent need to strengthen postal security. Recent reports indicate the increase in drug trafficking with use of postal channels as a low risk means of transporting narcotics internationally.

SAFEPOST solutions From to SAFEPOST is in a unique position to integrate a common European approach for standards and procedures in the overall Supply Chain Security Framework under development by e-freight, SUPPORT and CONTAIN. The major advantage of this approach is in enabling the postal services sector to take advantage of ongoing developments regarding: supply chain/network visibility; new ways of interfacing to Customs and other authorities through a Single Window and related movements towards EU and international customs standards and controls; new ways of exchanging information between all relevant stakeholders, particularly authorities, to enable them to employ responsible cooperative strategies for dealing with threats.

Air Cargo problems No integrated approach from all stakeholders to minimize overall Air Cargo risks. No cost effective scanning for detection of dangerous substances in air cargo (explosives, CBRN materials etc.) Implemented screening methods are insufficient in identifying the shipment items that have the highest risk of containing dangerous goods or contraband.

Eurosky solutions From to Europe wide cooperative model for air cargo security including technological infrastructure for electronically connecting air-cargo stakeholders A multi-energy based automated detection and alarm resolution solution to provide faster and more accurate detection of dangerous substances with reduced false positive rate. Integrated Air-cargo Security Solutions for cargo screening/risk profiling and integration of detection technologies in supply chain flows.

Container related problems Limited possibilities of pinpointing containers that have the highest risk of being tampered with while in transit. Need of better screening methods for customs to identify containers with the highest risk of containing contraband Fear of dramatic increase in costs for container based trade if demands on 100% x-ray scanning are allowed to come true. Uncertainties if containers declared empty really are empty

Contain solutions Project ends March 2015 Better electronic and automatic methods of keeping track of the containers. Automatic detection of broken container seals. Automatic inspection of empty containers Better screening and risk detection algorithms for customs and other stakeholders, identifying what containers that need to be inspected

Public Transport Security Public transport security refers to measures taken by a mass transit system to keep its passengers and employees safe, to protect the carrier's equipment, and to make sure other violations do not occur. This includes the enforcement of various rules and regulations, human and video surveillance, the deployment of a transit police force, and other techniques. Information from the EU FP7 Security project on public transport: SECUR-ED, Secured Urban transportation a European Demonstration Urban Mass Transit Threats Terrorism attacks (explosives, release of C- or R substances) Cyber attacks Vandalism, theft or destruction of infrastructure Hooliganism and violent behaviour Graffiti

SECUR-ED solutions Project ended Vehicle protection in the depot/yard Reaction & event management for three situation levels Alert / alarm / crisis Procedural coordination and Communication between Control Centres in case of incident for different stakeholders and identification of priority tasks and procedures making use of an Interoperable Incident Management tool shared between operators CCTV system and video analytics to monitor threats On board systems operation (for urban & suburban night buses) Implement standard and emergency operating procedures, field level security plans and decision making model for threat, emergency & crisis situations Execution of security awareness training programmes for Passengers, Front-line and Security employees Operators in control centres, Security managers, decision makers Evaluate the protection of : An interchange node against different attacks (explosive, toxic/chemical and radioactive) Network and IT systems against cyber attack by using daily security capacities and dedicated devices."
