2 WELCOME IN LUXEMBOURG Carlo Thelen President of the Cluster for Logistics Luxembourg Logistics and transport are an essential part of the globalized economy and the Grand Duchy of Luxembourg is constantly strengthening its position in this domain. Governmental support gave birth to one of the fastest growing sectors in Luxembourg and today the logistics sector is a key pillar of the Luxembourg economy. Ideally located in the heart of Europe and less than 300 kilometers (186 miles) from three world-leading ports, Luxembourg offers privileged access to an over-average wealthy market of 450 million over-average wealthy consumers. Next to location, connection is the most important element in Logistics. Situated on a Ten-T core network corridor and at the intersection of Trans-European road freight corridor, Luxembourg is the ideal center to consolidate activities in Europe. Fast multimodal actors link Luxembourg with many big ports in Europe. Luxembourg ranks 8 th in the Logistics Performance Index 2014 and gained the first place among landlocked countries. Our three multimodal Logistics hubs, which cover air, rail-, road- and river-transport, possess a great potential as a Hinterland hub. Logistics companies cover a broad array of services including highly specialized contract logistics solutions and, thanks to the multilingual business community, new actors can easily set up procurement centres and international headquarters. In order to diversify its economy, the Luxembourg Government adopted many laws that are beneficial for Luxembourg as a logistics hub. This support enabled the development of existing infrastructures and the creation of high value added services. LE FREEPORT Luxembourg is operational since September 2014 and sets new standards in preservation, storage and management of art works and valuable goods. Since 2013, the Airport s Cargocenter houses a GDP-certified temperature-controlled Pharma & Healthcare Centre. The extension of the Eurohub South site as a logistics platform of choice in Europe allows multimodal transport and creates services to new destinations. The capacity of this site will be tripled and offer efficient access to cargo railways and highways connecting through Europe. The riverport of Mertert, the main bulk and fuel storage, is connected to the North Sea ports by the Moselle and the Rhine.

3 Moreover, Luxembourg s government is committed to a transport policy that focuses not only on economic strength, but also on the ecological impact of transportation. Ongoing efforts to achieve a further reduction of CO 2 emissions is one of the nation s ambitious climate change objectives. Luxembourg participates to the LEAN and GREEN project initially created in the Netherlands by Connekt. The initiative is led in Luxembourg by the Ministry for Sustainable development and the Cluster for Logistics. The openness, the attractiveness and its localisation make Luxembourg not only a door to Europe, but also a place where new business flows are created. The Logistics sector employs now 4% of the national workforce and the sector grows further every year. Better education programmes allow Luxembourg to generate more recognition and attract trainees. This brochure highlights the many opportunities that Luxembourg offers to investors in the field of logistics. 4 THE CLUSTER FOR LOGISTICS AND ITS MEMBERS Logistics is one of the sectors that the Government aims to develop within the framework of its economic development policy and therefore encourages all initiatives that strengthen Luxembourg s position as intercontinental logistics hub in Europe. The Cluster for Logistics Luxembourg asbl fits perfectly into the Government s logistics action plan. To reach these objectives, the Cluster has federated all institutional actors and private enterprises around different axes of competence. The Cluster does not only focus on logistics companies but also welcomes enterprises making use of logistics services. The Cluster for Logistics brings together representatives from logistics companies, shippers, public research centers and institutions. They pursue the aim to strengthen Luxembourg s position as a major European logistics hub especially for high added value services. The Cluster for Logistics is member of the European Logistics Association along with twenty other national logistics associations. The Cluster for Logistics actions are focusing on the improvement of a competitive tool by providing decision makers with advice and accurate information in order to secure a positive global framework. At the same time, the cluster backs up the actions of its members to expand the level of current services by new innovating services, with a special focus on niche markets with very high quality standards and added value services. 6 LUXEMBOURG: WHEN LOCATION MATTERS Even though Luxembourg is a landlocked country, this fact doesn t stand in the way as the country is linked via a dense railway network and the Rhine- Moselle waterway to several huge European ports such as Rotterdam, Antwerp and Zeebrugge, for which ports we are a natural hinterland. Thanks to the international airport, the Eurohub South site and the inland Port of Mertert, Luxembourg has the necessary infrastructure to play a leading role in multimodal freight transportation, as hinterland port and as distribution center. Over the years, Luxembourg has become an attractive location for high added value logistics and shipping activities, thanks to the logistics focused Government strategy and the overall favorable business climate. A broad range of companies have already established offices in Luxembourg and have developed the Grand Duchy into a major European logistics hub. 8 Air Freight hoto Findel THE NATIONAL AIR FREIGHT CENTER The state-of-the art sqm Cargocenter allows automated stacking, retrieval and loading for up to 1,640 unit load devices (ULD). A dedicated 90,000 sqm ramp area, located next to the cargo center area supports simultaneous handling of up to eight widebody aircraft. LuxairCARGO is the leading air freight handling agent at Luxembourg airport, making it one of the largest air freight platform in Europe. LuxairCARGO caters for all categories of cargo and aircraft and has a capacity of 1,000,000 tons per year, with further possibilities for expansion. Integrated processes from aircraft to truck and vice versa are a unique and valued benefit offered by LuxairCARGO. This set-up results in average transit times for cargo of only eight hours, while a fully loaded Boeing 747 freighter can be turned-around in as little as two hours. 10 NEW PHARMA & HEALTHCARE CENTRE The Cargocenter located in the Cargocenter houses a temperature-controlled Pharma & Healthcare Centre with a total of 3,000 sqm of warehouse space. The conversion work was finished on schedule in March Restricted access to the facilities, TAPA-A and GDP certifications are chartered guarantees for reliable freight processing. 11 LUXEMBOURG FREEPORT LE FREEPORT Luxembourg next to the airport offers storage facilities and safes of various sizes to store in optimal conditions your works of art, precious metals, wines, antiques, jewels, documents, digital goods and other valuables. - Goods can be imported into the freeport free of VAT and customs duties. - Storage fees are also VAT exempt - Goods can be shipped to the LFP from anywhere in the world by road or by air. 12 The current Bettembourg Terminal dedicated to rail and road transport MULTIMODAL TRANSPORT Luxembourg s rail freight sector is centralized at the Eurohub South logistics park, in the South of the country. This strategic geographic location connects the intermodal terminal and the marshalling yard, both operated by CFL freight entities under the brand name CFL multimodal, to the main European transport networks. With regular connections to the North Sea, the Baltic Sea and Southern Europe, the intermodal terminal of Bettembourg-Dudelange provides transshipment services for containers, swap bodies, craneable and non-craneable trailers. Together with the Modalohr platform - the departure and arrival point for the rolling motorway to and from Perpignan (France) - the terminal is positioning itself as a European logistics hub. A new intermodal terminal is under construction and will open early 2016, offering more connections to major European economic centres and ports. It will have a capacity of 300,000 container handlings per year on the combined terminal and 300,000 trailer shipments per year on the Modalohr platform. The terminal will be directly linked to CFL multimodal s new multifunctional warehouse, also located at Eurohub South. This new facility will bring together CFL multimodal s different high added value logistics activities on one single site.

13 The development of alternative modes of transport and logistics solutions is a major challenge for transport policies at the national as well as at the European level, given that the flows of goods generate more than 40% of the CO 2 emissions in the transport sector and more than 10% of overall CO 2 emissions. By constantly developing new destinations for the combined transport activities and improving the existing infrastructure, CFL multimodal contributes to promote the modal shift from road to rail. 14 ROAD TRANSPORT Luxembourg is very well ranked in the field of international road transportation. The economic activity in Luxembourg contributes to the development of highly specialized road haulage operators who are recognized in Europe for their professionalism. About 800 transport companies are established in Luxembourg and 400 operators are specialized in international transport. These companies run about 5,000 trucks and employ 7,000 drivers. Due to the small size of the country, all companies have developed international competences and can be seen on all roads in the European Union. The range of offered services is largely diversified and includes: Road transport solutions Rail-Road transport solutions Flow management Distribution of palletized goods Distribution of parcels Express transport The road transport sector can provide solutions for all transport requirements, flows and volumes. The trained and responsible drivers can meet all transport needs, with a state-of-the-art vehicle fleet that complies with the latest standards. The offered transport solutions take in consideration all constraints linked to environmental costs and a large part of the global fleet are EURO V and EURO VI trucks.

16 LOGISTICS PARKS In order to facilitate the establishment of new activities, the logistics action plan of the Luxembourg government made land available to companies planning to implement a value added logistics project. For this purpose, the activity zones Eurohub Center in Contern and Eurohub South in Bettembourg/Dudelange have been designated as dedicated logistics parks. While Eurohub Center hosts foremost logistics activities related to air freight, Eurohub South will be dedicated to railway logistics. Eurohub Center hosts well-known international logistics service providers. It is well located on the crossing of the main freight corridors from North- West to South East Europe and from North-East to South-West Europe. Eurohub South will be an extended gateway of the main European sea ports. An investment of over 200 million Euros has being allocated to build up state of the art infrastructures. The new logistics parks will be one of the top 10 locations for European transport and logistics services. 17 TRANSPORT &LOGISTICS SERVICES With its excellent connectivity to markets, Luxembourg has today emerged as an ideal hub for transport and logistics activities. The prime location at the airport and the rail-road hub offer logistics and freight forwarding companies fast and cost-effective cargo movements. Safety, security, efficiency, innovation and cost-effectiveness are all priorities. Local companies and subsidiaries of international logistics groups benefit from this dedicated business environment and have developed their services in Luxembourg. The wide range of services includes classic 3PL activities, but has extended to highly specialized contract logistics solutions. The logistics and transport companies located in Luxembourg are specialized in international air freight (transport, air cargo, airplane container, etc.), international sea freight forwarding, and land transportation. In this specific area, companies offer transport solutions in inland waterways, road transport, rail carriage and combined rail-road services. Many of these companies have extended their offer to warehousing and value added logistics services offering full supply-chain solutions to their customers. An important number of qualified players (i.e. handling agents, forwarding agents and logistics technology providers) provide quality services allowing just-in-time access to all European countries. As a result, numerous international companies are shipping their products through Luxembourg to tap the European market.

18 FLUVIAL FREIGHT The Port of Mertert is designed to meet the needs of the development of the economy of Luxembourg. Connections by river, rail and road contribute to its proper insertion in the trans- European transport network. In front of the backdrop of the ideal strategic location of the Port of Mertert representing a unique site in Luxembourg comprising the three transportation modes and allowing a transshipment from river, rail and road, the company of the port with the support of the Ministry of Sustainable Development and Infrastructure, together with their handlers, expends every means at its disposal to ensure the sustainability of the Port of Mertert. The fluvial freight sector at a glance Located on the municipalities of Mertert and Grevenmacher on the left bank of the Moselle, the Port of Mertert has a total area of 65 hectares. 20 THE MARITIME SECTOR Created in 2008 as a non-profit organization, the Luxembourg Maritime Cluster (CML) brings the Blue Economy of the Grand-Duchy to the fore. Forty-two companies and institutions represent proudly and convincingly the local maritime business community, nationally as well as internationally. Members of the Cluster offer a wide variety of maritime business experience and expertise: shipping, dredging, classification, ship brokerage, banking, law, consultancy & audit, insurance, security and safety, railway and maritime logistics. It is estimated that about 1,000 jobs in Luxembourg are linked directly or indirectly to the maritime sector. Indeed the ship owners established in the Grand-Duchy provide jobs to some 400 highlyskilled employees on shore and around 4,000 at sea; and a further (approx.) 600 maritime related jobs are located in insurance companies, banks, law firms, consultancy groups and last but not least maritime logistics operators, i.e. the flagship sectors of the Grand-Duchy. In other words, revenues created by the maritime activity go far beyond the registration fees paid by ship-owners and the overall benefits for the country are considerable in terms of job creation and wealth production. Being the focal point of all shipping matters in Luxembourg, the Commissariat aux affaires maritimes is in charge of a number of statutory functions outlined in the Maritime Act 1990.

22 FUNDING SERVICES Business is expanding beyond its initial geographic boundaries at increasing speed, showing that the best location for global and regional headquarters or shared services has become more crucial than ever. The country has built a reserve of expertise and its diminutive size gives it an outward-looking mentality, which is augmented by the multilingual, multicultural workforce. It operates against the background of a stable political and social environment, supported by firm but sensitively-applied regulation. By having one of the lowest debt and deficit in the EU, Luxembourg s social stability ensures that coalition governments define policies that foster a stable business in a friendly environment. Thanks to Luxembourg finance and banking sector, logistics companies in Luxembourg can benefit from an easy access to financial and advisory services to develop their business in Luxembourg.

23 LEAN and GREEN Sustainable development is gaining in importance in the Logistics sector. The Ministry of Sustainable development and the Cluster for Logistics collaborates with Logistics in Wallonia for the implementation of the Label for logistics companies in Luxembourg. If a Luxembourgbased company can demonstrate through an action plan that it is able to reduce its CO2 emissions by 20% in five years time, it becomes eligible for the LEAN and GREEN Award. Below you can find the presentation documents. If the objective in the plan of action is actually achieved, the organisation is awarded its first Lean and Green Star. Lean and Green is an international stimulation programme for businesses and authorities, implemented by Connekt: a Dutch non-profit network for sustainable mobility. It aims to encourage businesses and government bodies to move to a higher level of sustainability, by taking measures that do not only yield cost savings, but reduce the burden on the environment at the same time.
