4 Conclusions so far The Netherlands are in the North-West of Europe Transport/trade/logistics are quite important Rail is ideally placed to support further growth of the ports But modal split in the Netherlands for rail is low They are not very good at rugby (but the are learning) Betuwe Route: Key to Europe Connection between Europe s biggest seaport and the European market 173 km dedicated freight railway from Rotterdam seaport to German border and further. Switzerland and Italy included A15 track: bundled with the A15 highway and Rhine Harbour line Rotterdam Shunting yards and connections to port industries and terminals Europe s number 4 harbour Amsterdam is connected at Geldermalsen First and last O/D in 3 European Rail Freight Corridors R dam A dam Zevenaar Duisburg Why rail freight market share is so low? A commission was set up to study the problem. The commission consisted of representatives of the infrastructure manager, railway undertakings, ports, terminals, government, etc. The conclusions where shocking: the quality of the product was too low, the price too high and the reputation was very bad. Also, the lack of innovation was a cause for concern However cynical, the conclusions where right. A next step was to define an Operational Rail Freight Concept including measures to improve the quality of the product Noordzee Maasvlakte Rotterdam NB no separate measures to reduce costs: many measures to improve quality, would also reduce costs 23 24

5 Principles for developing an Operational Rail Freight Concept (ORFC) Marketing Regimes Feeder logistics Central Local Focus on flexibility and connection to dynamics of port- and production logistics Flexible Planning Reliable Execution DIFFERENTIATE COLLECT Outside Scope SEPARATE Uncoupling/ yard FLEXIBILITY CONFORM Line-haul logistics National and Internat. Focus on reliability and connection to the international dynamics of the (mixed) rail network CONTINUE HARMONISE SEPARATE feeder and line-haul logistics into individual REGIMES that fit the specific dynamics and ensure the CONNECTION of these regimes Increase FLEXIBILITY IN THE PLANNING by making available capacity transparant and facilitate simple and efficient booking, hence the planning can be changed till shortly before execution. 6 Interoperability in Europe Train from Amsterdam to Italy: 4 voltage systems (1,5 KV DC, on mixed network, 25 kv AC om Betuwe Route; 15 kv AC in Germany and Switserland, 3kV DC in Italy). Locs sometimes have 4 pantographs!! 5 Signalling systems: (ATB on mixed network, ERTMS on Betuweroute, PZB in Germany, Signum in Switzerland and BACC in Italy) European standards are being agreed, like ECTS/ERTMS However, in Netherlands 4 different ERTMS systems! ATB Krokodil PZB/Indusi Signum RACC Voltage 750 KV 1,5 kv DC 3 kv DC 15 kv AC 25 kv AC International connection Innovations road and water Reputation of rail is bad Based on stories from the past Everbody finds it important, nobody wants to pay Containers don t vote Benefits and social cost of rail unevenly distributed ProRail (and ports) support neutral public information bureau Port of Rotterdam now preparing large scale image campaign Main conclusions and challenges for the Dutch Rail can support Ports growth and also deliver economic and environmental wins - BUT Rail needs to innovate!! To improve rail service quality ports, terminals, operators and infra manager need to cooperate - BUT Who takes the lead? How to share costs and benefits? It should be recognised that rail consists of different logistic regimes. Each requires its own approach - BUT Some sort of supply chain management necessary to coordinate. Who gets that role when every party is equal? Reputation should be improved by economic arguments - BUT Are politicians willing to resists the voters?
