ITS-for-Roads in Europe: policy context & deployment projects ITS Action Plan Directive 2010/40/EU Deployment: EasyWay project Magda Kopczynska European Commission DG MOVE A New Policy Framework for ITS in Europe 14 December

Policy context.europe 2020:» More jobs and higher quality of life in the long-term» Smart, sustainable and inclusive growth smart: knowledge and innovation sustainable: ecology and competitiveness inclusive: employment and social/territorial cohesion» Flagship initiatives related to transport Innovation Union Digital Agenda for Europe Resource efficient Europe 2

Policy context (2).New paradigm for mobility needed:» clean energy, less oil dependence, tackle climate change» less use of scarce energy» better utilisation of existing infrastructure.transport as a system» infrastructure, vehicles, information, regulation and behaviour» Importance of ITS interlinking the modes.objective: high quality of mobility services, less use of resources.transport White Paper (publication: 1st Quarter 2011)» Vision until 2050 and Strategy for next ten years» Basis for specific initiatives e.g. STTP (Transport Research agenda.review of TEN-T guidelines 3

Challenges / Potential of ITS.Reduction of congestion by 5-15%» dynamic traffic & freight management, dynamic navigation, electronic toll collection.5-15% less fatalities and 5-10% less injuries» electronic stability control (ESC), lane keeping support, speed alert, emergency call (ecall).10-20% less CO 2 emissions» road charging, access management, eco-driving support, multi-modality 4

Current Status of ITS Deployment Fast But. Large Low technical development > high number of mature applications slow and fragmented uptake across Europe differences between countries degree of intermodality Patchwork of national, regional and local solutions main problem drivers identified:» lack of interoperability» lack of effective cooperation» privacy and liability issues 5

New EU Policies on ITS launched.action Plan for the Deployment of Intelligent Transport Systems (ITS) in Europe - COM(2008) 886 Road transport and interfaces with other modes» Investigate + develop guidelines; promote best practices.directive 2010/40/EU: Framework for the Coordinated & Effective Deployment and Use of ITS» Develop specifications where required coordinate and accelerate deployment of ITS make road transport more sustainable make optimal use of existing capacities 6

ITS Action Plan: 6 Priority Areas, 24 Actions Optimal Use of Road, Traffic and Travel Data Road Safety and Security Continuity of Traffic and Freight Management Integration of Vehicle into Transport Infrastructure Data Protection and Liability European ITS Coordination 7

Support to Deployment: EasyWay project.easyway 2 ( )» 100 Mio support through TEN-T budget line» 22 Member States & affiliated partners» Emphasis on coordinated & interoperable deployment on TERN and interurban/ urban interfaces.backbone = mature Core European ITS Services» Traveller Information, Traffic Management and Freight & Logistic aplication fields + supporting ICT infrastructure» Road Map fostering pan-european coverage & quality levels» EasyWay Deployment Guidelines providing minimum specifications foundation for interoperable deployment harmonised look & feel (end-user perspective) best practices (operator / provider perspective) 12

Support to Deployment: EasyWay project : 7 Euro Regional Projects : + CONNECT > 2007 Single Integrated Project EasyWay EasyWay 2 13

Support to Deployment: EasyWay project (2).Internal Expert & Study Groups» Investigate, discuss & document Best Practices» Focus on User and Operator perspective.extensive Evaluation effort.active consultation & involvement of key external stakeholders.transfer of knowledge & dissemination of results: 14

Urban ITS?.Action Plan on Urban Mobility COM(2009)490.ITS Action Plan action 6.4 Urban ITS platform Set up of an Urban ITS Expert Group» Objectives: Best practise & development of guidelines Assessing the need for standardisation Focus on deployment» Key applications addressed: Travel & Traffic Information, Traffic Management, smart ticketing, urban logistics» Boundary conditions considered: legacy systems diversity of European cities customer-/market orientation interoperability and continuity 15

Support to Development / Deployment. European. Co-ordination. Co-ordination Commission - Internal co-ordination» Policy driven approach» Re-use of available results» Concerted identification of gaps» Concerted prioritisation of actions & alignment of ongoing work of Research» Close co-operation DG MOVE - DG RTD and DG INFSO» Alignment of priorities, based on project feed-back & results of Standardisation work» DG MOVE - DG Entreprise and DG INFSO» Joint follow-up of outcome & concerted adjustments 16

Research activities connected to ITS. Driven Increasing. Safety:. Towards. Making. Freight by policy objectives (ITS Action Plan) focus on integration:» Between infrastructure, users and vehicles» Between complementary modes of transport (passengers & freight)» Using a multi-criteria optimisation considering safety, congestion, minimal environmental impact, costs and comfort from Passive to Active safety» RoadSense, Vertec, Human-Machine Interface, Cooperative Systems Hollistic solutions» Safetrip, Sartre, CityMobil, ICT for Energy Efficiency the best of co-modality» i-travel, Wisetrip, Access 2 All, Conduits & Logistics» CityLog, HeavyRoute 17
