3 5 Services 5.1 Introduction Chapter 5 describes the services in the order they are regulated in directive 2001/14/ EG. The services are divided up into the following categories: - Minimum package of access services (train path) The minimum package is the equivalent of the service train path. This service includes the right to use the capacity that has been allocated (tracks and points) in accordance with the definition of train path (see section ), traffic management, required information etc. - Track access services and access to adjoining facilities In this category access to track capacity is included over and above what is covered by the minimum package, for example sidings and train formation, and access to adjoining facilities in the form of goods terminals, station buildings etc. - Additional services This category includes services such as train formation services which Banverket offer adjacent to access services above, for example for train formation, transport conditions for special loads etc. - Extra services This category includes for example services such as extra information and access to GSM-R. The services provided by Banverket are described in the chapter along with the requirements and conditions required to make use of the services. Information regarding who has the right to apply for access services is found in section Section 4.3 describes how to apply for capacity. Charges for the services provided by Banverket are described in Chapter 6. The terms and conditions that apply for traffic operation are described in Chapter 2. Chapter 3 describes where the services can be found. For the transport of work vehicles, when no work is involved, the capacity application must be made in the form of a minimum package (train path). Special regulations for work vehicles are applied for rail vehicles for which Banverket based on its infrastructure has decided to use for engineering works Information about others who provide services Banverket offers other Swedish infrastructure managers to publicize their network statement on Banverket s website Banportalen. 4 On Banportalen, there is also the possibility for operators that provide railwayrelated services for railway companies and transport organizers to publish contact details with links to their own websites. ( epslanguage=sv&subject=351) Banverket is not however responsible for information in other infrastructure manager s network statements or for the content of services offered by other operators. 5.2 Minimum package of access services Banverket offers minimum packages of access services in the form of the train path service, which is divided into the following options: - train path for passenger traffic - train path for freight traffic - train path for service trains The service train path includes the entire movement from one place to another, from the time when the vehicle movement starts at the station of departure to when the vehicle has stopped at the terminal station. Within a train path, there is a maximum stop of one hour (60 minutes) for each location. See figure 5.1, train path alternative A. If a longer stop is required (for more than one hour) per location, an application is required for the service holding, see section For movements across a station border, or between areas within a station, an application is required for a train path. See figure 5.1. 5 5.2.1 Train path for a passenger service If the transportation task includes transport of passengers, the application shall relate to a train path for passenger traffic. Applications for a train path are dealt with according to the allocation process described in Chapter 4. A train path for passenger traffic includes access to: 1. The track and points allocated for the operation of the train This refers to the right to utilise allocated capacity in accordance with the conditions laid down in the annual timetable, track access agreement, permits and licences, as well as current regulations. However, the right to utilise the allocated capacity is subject to decisions by Banverket s traffic control centre and official bodies that limit, alter or suspend utilisation. Such decisions may, for instance, be caused by disruptions, and their purpose is always to achieve safe and efficient utilisation of the infrastructure. 2. Equipment for the supply of traction electricity (overhead contact wire) where present This refers to the right to use Banverket s overhead contact wire on electrified lines. 3. Traffic control This refers to the right to make use, via Banverket s traffic control and communication system, of the operational information that is necessary in order to use the train path. Traffic control includes traffic monitoring and train dispatching, including information about train movements. The operators that are operating at the location are responsible for the coordination of these movements. 4. Traffic information to railway undertakings or traffic organisers (GRUND) Traffic information GRUND includes information for railway undertakings or traffic organisers from the establishment of a train path as well as during and after the use of the train path. Here information means all other information needed to conduct or operate the service for which capacity has been allocated. Traffic information GRUND contains information about: a) conditions for operation of the service b) any deviations from the set annual timetable c) planned arrival and departure times d) details of where the trains are located geographically in real time e) punctuality (presented in minutes in relation to the adopted timetable) 4

6 f) relevant arrival or departure track g) forecasts of arrival and departure times in the event of ant traffic disruptions leading to a delay of five minutes or more h) presumed cause of delay for a delay of 5 minutes or more i) traffic events, information regarding action (if any) to restore track and traffic, as well as forecasts for this. j) measurement of values in real-time from Banverket s detectors (see section 5.5.3). When traffic operations take place in the form of works train movement (JvSFS 2008:7) only the services in items a-c, f and i are included. Works train movement only arises in those cases the technical conditions for train journeys cannot be fulfilled. Banverket supplies traffic information GRUND to the railway undertaking or the traffic organiser through various channels such as , telephone and Internet or via direct access to Banverket s IT systems. Banverket is not responsible for the equipment necessary for making use of the traffic information GRUND. For information about access to Banverket s IT systems, see Banverket s website Banportalen. For information provided before a train s departure, see section Traffic information to passengers (BAS) Traffic information system BAS comprises permanent and dynamic signage, loudspeaker announcements within the station area and publication of information on the Banverket website and in mobile services. The web-based traffic information is also available on the railway undertaking s or the traffic organiser s own websites. The basis for Banverket s traffic information assignment is dealt with in accordance with section More information about Traffic information BAS is available in annex 4.1 and Platforms for the exchange of passengers or for minor servicing This refers to the right to use, within an allocated train path, platforms with their associated platform equipment for the exchange of passengers and for minor servicing. 5

7 5.2.2 Train path for a freight service Applications for a train path are dealt with according to the allocation process described in Chapter 4. A train path for freight services includes access to the services described in Section items Train path for a service train The term service train refers to trains operating without passengers or freight. This may be in order to move vehicles for turnaround purposes, to a departure station or from an arrival station, or to or from a holding site, servicing installation or workshop. Applications for a train path are dealt with according to the allocation process described in Chapter 4. A train path for a service train includes access to the services described in Section items 1 to 4. If the traffic duty requires access to a platform, the service in Section item 6 is also included. 5.3 Track access services and access to adjoining facilities Use of equipment to supply traction electricity The use of overhead contact wire service is included in Banverket s minimum access package. See Section item Fuel depots Banverket only manages fuel depots for its own production operations. For information about the location of fuel depots, refer to the network statements of other infrastructure managers, to railway undertakings that offer the service or to other operators who own depots or who supply fuel in some other way, see also section Stations for passengers, including buildings and other facilities (platforms) The stations for passengers service comprises both a track access service consisting of track capacity adjacent to platforms, partly a service for access to platforms and a further service in the form of access to public areas for passengers Track capacity at platform Banverket supplies track capacity at platform as a part of the service train path, or in the form of the service holding. See section Access to the platform The service includes platform for the exchange of passengers as well as special service platforms. For access in connection with the use of the train path for passenger services, or in special cases a train path for a service train, the service is included in the train path. See Section item 6. 6

8 Access to station buildings and public areas for passengers Banverket does not provide station buildings or public areas for passenger exchange. The majority of the station buildings used for passenger exchange are managed by Jernhusen AB ( However, Banverket does manage a number of stops and halts with varying amounts of platform equipment, such as wind shelters and benches. For access in connection with the use of the train path for passenger services, the service is included in the train path. For information regarding access to station buildings, contact Jernhusen AB ( or other operators who own or manage station buildings, see also section Freight terminals The access to freight terminals service is divided into a track access service that comprises track capacity within a freight terminal, and a service that comprises access to installations within a freight terminal Access to track capacity in a freight terminal A freight terminal is a delimited area that is connected to the rail network and is intended for loading and unloading freight and load carriers, or transfer from rail to a different mode of transport. Combined terminals Banverket manages tracks at a number of combined terminals were other operators provide ground space, facilities and services. The application for track capacity for holding in connection with loading and unloading at these terminals is carried out in accordance with section Loading bays Banverket provides track capacity at loading bays in the form of a holding service, see section On the allocation of track capacity, applications which may be connected to the loading and unloading of goods will be valued greater than other track utilisation (for example holding) at these loading areas Access to installations within a freight terminal Combined terminals At the combined terminals, Banverket do not provide facilities. Loading bays At the locations designated as loading bays, Banverket provides ground space and where appropriate basic facilities, in existing condition, for the loading and unloading of goods. Examples of such facilities include side-loading platforms and end-loading platforms. The service access to installations at a freight terminals includes the right to make use of these areas and facilities during the period of time the track capacity is allocated. The handling of goods is carried out with mobile equipment which the applicant is responsible for. The handling of goods that fouls/litters etc. such as timber, is not permitted. If Banverket has to clean the facilities, a charge for this will be made to the applicant that has been allocated the capacity. 7

9 The storage of goods is not permitted at these locations. Surfaces suitable for the storage of goods next to the loading bays may in some instances be available to rent. 10 5.3.5 Marshalling yards The service marshalling yards include access to tracks and facilities within the marshalling yards. Information regarding the marshalling yards and the tracks belonging to each facility is described in section 3.8. The service includes access to: 1. the tracks, switchgear and facilities specific to the marshalling yards that have been allocated to the marshalling yards This refers to the right to utilise allocated capacity in accordance with the conditions laid down in the annual timetable, track access agreement, permits and licences, as well as current regulations. At the marshalling yards where Banverket or a service provider that Banverket has approved supplies train formation services, restrictions may occur. The right to utilise the allocated capacity is subject to decisions by Banverket s traffic control centre and official bodies that limit, alter or suspend utilisation. Such decisions may, for instance, be caused by disruptions, and their purpose is always to achieve safe and efficient utilisation of the infrastructure. 2. Equipment for the supply of traction electricity (overhead contact wire) and external electricity (heating) where present This refers to the right to use Banverket s overhead contact wire at electrified marshalling yards. In addition, the right to use existing heating posts is included. 3. traffic control This refers to the right to make use, via Banverket s traffic control and communication system, where possible, of the operational information. Banverket s traffic control on sidings involves providing information about which shunting movements and A protection is taking place. The operators that are operating at the location are responsible for the coordination of these movements. 4. traffic information to railway undertakings or traffic organisers This relates to information to the railway undertakings or traffic organisers from the time that capacity at the marshalling yards has been allocated, during and after the utilisation of the capacity. Traffic information includes a. conditions for the utilisation of the tracks and facilities at the marshalling yard b. any deviations from the set annual timetable c. planned arrival and departure times d. traffic events, information regarding action (if any) to restore facilities, as well as forecasts for this. Traffic information is supplied to the railway undertaking or traffic organiser through different channels, see section 5.2. The marshalling yards are facilities that are built for a specific purpose: to separate (unform), sort and form trains. On the allocation of capacity, applications which 9

11 may be connected to marshalling services will be valued greater than others (for example holding services). The application should be made in accordance with the routines described in annex 4.1. The allocation of capacity at the marshalling yard takes place following dialogue with the customer. For the utilisation of Banverket s marshalling facilities, there may be educational requirements. For further information contact Banverket s customer service, Delivery Division; see annex Track or track area for train formation The service is introduced on a cash basis for vehicle movements within the depot area at Malmö Central. Figure 5.2 The depot area at Malmö Central (station) The service consists of the right to carry out vehicle movements during a specific time period at the station. The service is available only to thos that also have, or applies for, the holding capacity and then only for vehicle movements on or between the tracks. See figure 5.3. 12 Figure 5.3 Train formation, movements on or around tracks for holding For the service train formation, which is a track access service, access to the following is included: 1. the tracks and switchgear required for the task This refers to the right to utilise capacity in accordance with the conditions laid down in the annual timetable, track access agreement, permits and licences, as well as current regulations. However, the right to utilise the allocated capacity is subject to decisions by Banverket s traffic control centre and official bodies that limit, alter or suspend utilisation. Such decisions may, for instance, be caused by disruptions, and their purpose is always to achieve safe and efficient utilisation of the infrastructure. 2. equipment for the supply of traction electricity (overhead contact wire) where present This refers to the right to use Banverket s overhead contact wire at electrified stations. 3. traffic control This refers to the right to make use, via Banverket s traffic control and communication system, where possible, of the operational information. Banverket s traffic control on sidings involves providing information about which shunting movements and A protection is taking place. The operators that are operating at the location are responsible for the coordination of these movements. 4. traffic information to railway undertakings or traffic organisers The service train formation includes a part of the traffic information GRUND. The parts that are included in points a-c, f and i. See section point 4. The application should be made in accordance with the routines described in annex 4.1. Allocation of capacity for train formation takes place following dialogue with the applicant Holding The holding tracks service is divided into a track access service that comprises two types of holding service (Sections to ), and a service that comprises access to heating of rail vehicles (Section ) Access to track capacity for holding Banverket supplies track capacity for the parking of vehicles, in the form of a holding service. 11

13 The service holding must be applied for the parking of all vehicles, in addition to the holding time of one hour per place that is included in the train path, but not before and after the train path. Application for holding must primarily be based on required track length and length of holding period- not a specific track/tracks. For more information, see annex 4.1. A list of available tracks for holding services is available in annex 3.1 An update on the annex is published in January The holding service includes access to: 1. the tracks allocated for holding services This refers to the right to utilise allocated capacity in accordance with the conditions laid down in the annual timetable, track access agreement, permits and licences, as well as current regulations. However, the right to utilise the allocated capacity is subject to decisions by Banverket s traffic control centre and official bodies that limit, alter or suspend utilisation. Such decisions may, for instance, be caused by disruptions, and their purpose is always to achieve safe and efficient utilisation of the infrastructure. 2. traffic information to railway undertakings or traffic organisers This relates to information to the railway undertakings or traffic organisers from the time that capacity for holding services has been allocated, during and after the utilisation of the track capacity. Traffic information includes a. conditions for holding b. any deviations from the set annual timetable c. traffic events, information regarding action (if any) to restore track and traffic, as well as forecasts for this. Traffic information is supplied to the railway undertaking or traffic organiser through different channels, see section 5.2. As support for the application for track capacity for holding services in Stockholm, Göteborg and Malmö, Banverket reports the guidelines for holding periods for different tracks. The guidelines are produced based on past experience of train planning work. The guidelines are not restrictions as to how the capacity may be applied for, but show how the infrastructure should be utilised in order to achieve the greatest economic benefit for society. The guidelines are published in January On the allocation of track capacity for holding services, vehicles which can be associated with train production (train paths) are given precedence over other vehicles. Track capacity for holding services of vehicles at platforms is normally only allowed for the boarding and alighting of passengers, provisioning and minor servicing operations. Track capacity for the holding of freight train vehicles in connection with adjoining facilities, for example access to facilities within a goods terminal, are normally only granted in direct connection to the utilisation of the facility in question. An applicant which during a period of one month has obviously not made use of the allocated capacity for holding services shall, at the request of Banverket, relinquish the capacity. 12

14 From an electrical point of view, holding of vehicles is regulated by the electrical safety regulations (BVF 922), see section Access to track capacity for long-term holding The service long-term holding means that track capacity is made available for holding vehicles, which can only be put into operation following a pre-agreed period. The period must be long enough to allow Banverket the opportunity to inspect the track or track area, to clear snow, and so on. Long-term holding is not included in Banverket s infrastructure commitment, but maybe allocated if the capacity is available. The purpose of the service is to provide long-term holding on tracks with a lower maintenance level than average, at a reduced price Banverket proposes, on application, suitable places and tracks. For information as to what is included in the service, see section For application for the service, contact Banverket s customer service, Planning/Delivery Division; see annex 1.1. Long-term holding is allocated for a maximum of one timetable. If the need for holding is greater than the period of one timetable, a new application must be presented to Banverket Access to heating of rail vehicles It is possible to connect external electricity to railway vehicles via - train heating posts (1000 V) - loco heating posts (230 V) - diesel loco heating posts (400 V) - raised pantographs. The service is a compliment to the holding service. The service is offered to those applicants who at the same time apply for a place for the holding of a vehicle on the adjacent track Maintenance installations and other technical installations The maintenance installations and other technical installations service is divided into a track access service that comprises track capacity at such installations, and a service that comprises access to such installations Access to track capacity at maintenance installations and other technical installations Banverket supplies track capacity at technical installations in the form of the holding tracks service. See Section

15 Access to maintenance installations and other technical installations Banverket neither owns nor manages workshops. There are train washing installations adjacent to certain major stations in Sweden. Nor does Banverket own faeces emptying installations, but they are available at certain stations. Other operators can provide the service. For more information see section In Göteborg Skandiahamnen (Gsh), at tracks 31-35, Banverket provides a brake testing facility for the addition of air to the train s braking system, tightness inspection and brake tests. To utilise the facility, there are educational/training requirements. For further information regarding training, contact Banverket s customer service, Planning/Delivery Division; see annex Additional services The supply of traction electricity Banverket purchases traction electricity and offers this service to railway undertakings and traffic organisers at cost price. Banverket tries to purchase electric power as cheaply as possible. Since 2006, 100 % of the electric power purchased by Banverket was generated by hydro power, which is certifiable for Bra Miljöval ( Sound Environmental Choice ). If an applicant requests electricity produced in some other way, for instance Bra Miljöval EL, it can be ordered from Banverket; the extra costs involved will be borne by the applicant. A pre-requisite is that the product can be purchased on the electricity market. Banverket can on request provide a price forecast for this before the order is placed. A forecast price (budget price) for traction electricity is calculated not later than 31 October for the coming year, based on the expected purchase price, including network charges for future years, and the price is then marked up to allow for losses in distribution and conversion. This mark-up varies from one vehicle to another; see Section The forecast price for 2011 will be announced by In addition to the forecast price for traction electricity, there is an additional cost for electricity certificates. The law requires all consumers of traction electricity to purchase, during 2011, electricity certificates corresponding to 17.9 percent of their consumption. The forecast price is calculated with a reasonable margin so that it will not normally be exceeded. The price should only be regarded as indication about the price level. The price used for billing during the year is the outcome of the current month s electricity trading. The price varies therefore from month to month. A final correction is made after the end of the year so that the cost that is billed and the volume agrees with what has been purchased. Banverket is not permitted to 14

16 make either a profit or a loss on electricity trading. This is why Banverket must be able to adjust the price after the end of the year. Banverket purchases traction electricity through a portfolio manager. The electricity is purchased at a spot price, on an hour-by-hour basis. In addition to this, Banverket purchases financial hedging contracts to lock the price and to damp price variations over the year and also during the current year. These hedging contracts are signed up to five years in advance. Banverket purchases about 20 percent of its annual consumption for one to five years ahead. Vehicles with regeneration receive full compensation from Banverket for regenerated energy. An application for traction current is included in the application for the train path The provision of fuel Banverket does not supply fuel. Fuel depots are not part of the infrastructure, but railway undertakings can gain access to them by signing contracts with the company operating the fuel depot at the place in question. A number of oil companies may also supply the service. See section Train servicing Banverket does not service trains. Applicants can sometimes gain access to such services, for instance cleaning, provisioning and repair services, through contracts with railway undertakings that offer the service at a charge or other companies that offer such services. See section Train formation services The term train formation services refers to marshalling, shunting and other associated services for forming and unforming trains at train formation locations (see section ). At train location formations, Banverket s role on the allocation of capacity, is to ensure that the infrastructure can be utilised safely, efficiently and without affecting competition. At train location formations that have several interested parties, Banverket will conduct a continuous dialogue with the parties, both during the annual timetable process and during the annual timetable period; this is to ensure that the above objectives can be fulfilled and that operations at train formation locations can be carried out in accordance with the intentions that formed the basis of the allocation. Banverket may involve external suppliers to provide the services that are needed. The services offered will be cost-price based Train formation services at the Hallsberg marshalling yard At the marshalling yard in Hallsberg, see section , Banverket offer services connected to the marshalling of rolling stock. 15

17 The application for train formation services in Hallsberg must be made in writing and on Banverket s form for the application for capacity and train building services in Hallsberg, which is available on Banverket s website Banportalen: ( pslanguage=sv&subject=351). Annex 4.1 explains what an application for capacity and train formation services in Hallsberg must contain. Train formation services at the Hallsberg marshalling yard. Service Description of service Hrbg IN Acceptance arrival train/shunting Acceptance of arriving trains, arrival inspection, attaching, loco change, uncoupling. Hrbg OUT Preparation of departing Preparation of departing trains, and if trains/shunting necessary, pulling trains from formation area to departure yard for departure. The service includes inspection and brake testing. Hrbg R Marshalling of vehicle Hrbg G Additional service to Hrbg R Carriages are grouped for different destinations. The above services are not available at Hallsberg s marshalling yard during the following times: : 24 December at December at : 24 June at June at Opening times for other major holiday periods is determined after the train plan has been established. Group shunting (Hrbg G) means that a train is connected to carriages which are grouped for different destinations. This is so that the railway undertaking should easily be able to disconnect a group of carriages at a specific destination and then continue with the train. The service Hrbg G is offered, where possible, when a request is made from the railway undertaking or transport organizer. The service content is developed and designed together with Banverket and the parties to the agreement. The utilisation of train formation services at the marshalling yards in Hallsberg is associated with demands for advanced reporting as regards the vehicle sets planned composition. The demand for advanced reporting applies to all vehicle sets, including those arriving or departing in the form of shunting from or to for example a combi terminal or from a workshop. The purpose of the advanced reporting is that Banverket must be aware of the identity of all carriages that arrive to and depart from Hallsberg s marshalling yards; this is to be able to plan and supply the train formation services. At a later date, Banverket will announce which tasks that are included in the advanced reporting including when they must be reported. 16

18 In order to optimise the provision of train formation services at Hallsberg s marshalling yards, Banverket may decide to transport held carriages to available holding tracks. This applies to rolling stock which at 6.00 is lacking reported traffic details for the coming 24-hour period Function for coordination of operative production planning (coordinator) at Malmö Central The service means that Banverket will assume increased responsibility for the coordination of vehicle movements on side tracks, via a function (coordinator) which under prevailing circumstances provides the track access service train formation, the section 5.3.6, based on the set annual timetable. At Malmö Central, Banverket will be providing and covering the cost of the service until February 2011, i.e. during the period the freight yards are being rebuilt. If Banverket following evaluation of the applications for track access services for train formation at Malmö Central judge that it is difficult for the railway undertakings to coordinate vehicle movements, Banverket may decide to keep the coordinator function throughout the entire or parts of the annual timetable If this happens, the position will be provided in accordance with the cost-price principle and will be announced at least three months in advance. An application for the service is included in the application for the track access service for train formation Services relating to special loads and dangerous materials Transport terms and transport permits for special loads Transport terms If the haulage of a planned load exceeds the technical standards for Banverket s rail network (see Section 2.5) Banverket provides the transport conditions for special loads service. The planned transport operation is managed in a simulation program. The result of the simulation is evaluated and conditions for the transport are defined. A decision on transport conditions can normally be given within three to five working days of receipt of the application. The processing time for heavy loads is normally eight to ten working days, depending on the size of the load. If the conditions for a decision regarding transport terms changes, a decision may be revoked. An application for transport conditions for special loads must be made in writing and presented to Banverket on the form: Application for transport conditions for special loads. For address details for the application, see annex 1.1 The service for transport conditions is available on weekdays between

19 Transport permit In order to carry out a special transport, a valid decision regarding a transport planning must also be available. The application for the transport permit must also include details regarding a valid decision about the transport conditions and information about the allocated capacity the special load will be utilising. The transport permit is confirmation that the applicant may carry out the transport of the special load. Application for transport permit must be made in writing to Banverket on the form: Application for transport permit. Address details, see annex 1.1. The transport permit service is available on weekdays between Delivery times for transport permit Transport conditions (scope) Travel on stretch with traffic system E2, E3, F, H, R. 20 GSM-R Access to Banverket s mobile network, GSM-R (see Sections and 2.7.1) can be given in two different ways: - The applicant signs a subscriber agreement with Banverket ICT. - If a railway undertaking has a GSM-R-subscription on another country s GSM-R network, this subscription can also be used to access to Banverket s network if an agreement (a roaming agreement) has been entered into between Banverket and an operator of the GSM-R network in the country in question. For more information, see Banverket s websites Banportalen ( pslanguage=sv&subject=355) Provision of extra information In addition to the information packages GRUND and BAS, see section 5.2.1, Banverket offer services with extra information to railway undertakings and transport organisers Extended traffic information via announcements and sign communications The service content is based on what is in demand and on the possibilities of Banverket to meet these demands. The services are developed and designed between Banverket and the parties to the agreement and are then offered in a nondiscriminatory way to all applicants. For more information about contact routes, see Annex Exchange of traffic information The service allows Banverket s customers via a standardised interface to receive and submit railway-related information in the form of raw data. The information received can be used for own business applications. The exchange of information is handled via a standardised interface based on the TAF-TSI (European railway standard for the exchange of information). The transfer of data is based on XML files being transferred to and from Banverket via Web services. It is possible to receive information via subscription or by asking questions. Information available includes - timetables (24-hour timetables for trains, including updates can be delivered a number of days in advance.) - traffic incidents (incidents which are estimated to have an impact on train operation) 19

21 - forecasts (manually reported calculations of trains arrival and departure times in the event of disruptions in traffic ) - time records (time when a train has arrived, left or passed a traffic area) - current train formations With regard to the possibility of presenting information, the service can be used to report details prior to a train s departure, see section To receive data, a Web service is required in accordance with specifications from Banverket. To ask questions, a user account is also required with appropriate password. For more information, see Banverket s website Banportalen. ( epslanguage=sv&subject= Technical checking of vehicle The train path includes information in the form of raw data from the detector installations along the track (see section ). When vehicles pass a detector installation, the measurement value is provided in real time. In the event of an alarm, the driver is informed of the vehicle in question. Alarm reports are also sent by to the railway undertaking or the traffic organiser. Information described in this paragraph is included in Traffic information GRUND, see section 5.2. The service Technical checking of vehicle offers extended functionality and tools for the handling of detector information. The service provides the possibility to inspect and sort measurement values that have been registered in connection with own vehicles passing detectors. Banverket stores the information for 2 years, but it can also be recovered for storage in own systems. The service is ordered via Banverket s website Banportalen. ( &epslanguage=sv&subject=355) Other extra services Trial running of vehicles on Banverket s rail network The trial running of vehicles on Banverket s rail network service is offered subject to the conditions set out in Section The application for conditions for test running vehicles must be made in writing to Banverket on the form: Application for conditions to test run a vehicle. In the application, technical data regarding vehicle or vehicle combination is described, as well as its actual operation. Banverket must evaluate the consequences of the test run in order to decide the conditions for it. All documentation must be received by Banverket one month before the test run. Application for capacity for test run takes place in accordance with the same routines as for a train path with a special load.
