1 3.0 Crane Heavy Lift Service General Requirements 3.1 Scope of Work: Under the direction of the GPA Representative, contractor s work includes, but is not limited to, providing supervision, materials (if required), tools, and equipment required to perform crane heavy lift services at Georgia Ports Authority s Ocean Terminal in Savannah, Georgia and Garden City Terminal in Garden City, Georgia. As a minimum, the type of work shall include the following loading tasks: 3.1A Coil Railcars Loading Timeframe: minutes per railcar 70,000 lbs. coil (Max) 45,000 lbs. coil (Avg.) Load 1 coil at a time Load 4-6 coils per railcar Crane operators must move mobile crane multiple times (3 times avg.) per railcar Crane vendor must supply: Crane vendor must provide 2 x 10 polyester round slings (90,000 lbs. vertical lifting capacity / sling each), Crane vendor must provide 1 x 16 steel wire cable (9 x individual ½ cables) (79,500 lbs. basket lifting capacity) (sourced from Port City Industrial) 3.1B Bar Railcars Loading Timeframe: minutes per railcar 14,000 lbs. bar (Max) 12,900 lbs. bar (Avg.) Load 2 bars at a time Load bars per railcar GPA supplied: GPA will supply 1 x 20 spreader bar (requires signed letter of indemnity) 5 endless slings (sourced from steamship line) Crane vendor must supply: 2 x 15 polyester round slings (30,000 lbs. vertical lifting capacity / sling each) 4 x 12 polyester round slings (12,000 lbs. vertical lifting capacity / sling each) 4 x 25 MT Shackles 4 x 17 MT Shackles 4 x 6 MT Eye hooks *Note: Any deviation to above lifting gear is subject to prior GPA Operations approval. 3.1C Alternate Lift Examples* (Weight break tiers listed on 2.2C) Generator Rotor Machinery Transformer Turbine Skid Crate Crane Heavy Lift Services Section 3, Page 1

2 Bed Assembly Slide Unit Skid Press Crown Unit Crown Assembly Main Body *The list above is only for example and not exhaustive 3.2 Crane Condition: Is required to be in proper working order at the beginning of contract period and must be replaced if not adequately performing requirement of specification. It is the vendor s responsibility to make sure all equipment is properly certified with respect to capacity and safety. 3.3 Licensee: The successful Contractor shall be a Georgia State Licensed Contractor, and provide his license number along with his pricing. 3.4 Standards: All work and materials used shall meet or exceed the provisions of the latest applicable codes and standards of the following organizations: AASHTO DOT EPA OSHA -American Association of State Highways and Transportation Officials -Department of Transportation -Environmental Protection Agency -Occupational Safety and Health Act All federal, state, county, or local codes, laws, or ordinances apply. All work shall be safely performed and shall conform to the requirements of Occupational Safety and Health Act (OSHA). 3.5 GPA Furnished Items: GPA will stage cargo for crane lifting and provide labor for movement, rigging and unrigging of cargo. GPA will provide slings (sourced from the steamship lines / handed off from GPA to vendor) for loading steel bars. Vendor is responsible for inspecting the integrity of all gear utilized, regardless of source. 3.6 Tools, equipment and supplies: Unless otherwise provided in the contract, the Contractor shall supply all necessary consumables, personnel safety PPEs, tools, equipment, and transportation necessary for the proper execution of the work. Equipment must be professional/commercial grade and materials shall be first quality, shall be of good service, and shall provide satisfactory results to the GPA. 3.7 Work Hours: The vast majority of the work for this contract shall be performed Monday Friday, during normal daylight hours beginning at 7:00 a.m. until 3:00 p.m. with occasional (as needed) work to be performed on weekends during normal daylight hours with the vast majority occurring between 7:00 a.m. until noon. Work may be required on weekends and holidays, or outside of the range of hours noted, to avoid interruptions in the GPA work activities or otherwise to satisfy customer requirements. The GPA operates seven (7) days per week, 24 hours per day. Depending on work and weather conditions, crane operators may be required to break for meals or work through to complete ongoing lifts. 3.8 Notification: GPA will endeavor to notify contractor of service needs by 4:00 p.m. the day before. Contractor shall be oncall 24 hours per day, 7 days per week, and 365 days per year for emergency type calls. Contractor shall respond within the following parameter guidelines: A. Critical Heavy Lift Service 1. Return call within 15 minutes of initial contact. 2. Crane work should be capable of commencing 3 hours after initial contact. 3 3. Perform emergency lift services as necessary. Cost to be reimbursed per contracted rates. B. Non-critical Heavy Lift Service 1. Return call within 30 minutes of initial contact. 3.9 Time and material work: 2. Crane work should be capable of commencing 12 hours from initial contact. 3. Perform routine lift service as necessary. A. Hourly rates are based on actual working time while on Georgia Ports Authority job site. Overtime, if applicable, will require prior approval from the Assistant Operations Manager, or Operations Manager. B. Georgia Ports Authority reserves the right to obtain an outside estimate to have the work performed outside of this contract, and to provide material or equipment to the Contractor when it is in the best interest of the Georgia Ports Authority Supervision: The Contractor shall exercise all supervisory control and general control over all day-to-day operations of his/her employees including control over all workers duties Contractor s staff: 1. Contractor shall employ only qualified individuals that are properly trained and have the necessary trade skills for the work. 2. Contractor shall promptly substitute qualified professionals for any employee(s) that, in the opinion of the GPA, are unsatisfactory. 3. The Contractor s staff shall not use GPA computers or break room facilities. 4. Contractor shall prohibit his employees from using GPA telephones or radios, except for job related use or emergency. Any long-distance toll charges made by the Contractor or their employees shall be reimbursed to the GPA. 5. All Contractor employees shall have and display their Federal TWIC card and GPA credential at all times. 6. All breaks and lunches shall be held only in the designated break area as designated by the Assistant Operation s Manager. 7. Contractor shall maintain good order among its employees and shall ensure compliance with all GPA rules and regulations. 8. Contractor staff shall only park at designated locations as directed by the Assistant Operation s Manager. 9. Smoking is not allowed within any GPA office, warehouse, maintenance area, rest room, building, or enclosed structure. Smoking is only allowed in designated areas, which are generally located 25 feet from any structure Scheduling: The contractor shall be responsible for coordinating all work to be performed under this project with the designated Assistant Operation s Manager or Operations Manager GPA safety and site orientation training program: Contractor shall provide a safety and site orientation training program for each new employee that addresses, as a minimum, the following: 1. GPA s safety rules. 2. GPA s requirement for contractor to provide each employee with the specified safety Personnel Protective Equipment. 3. Federal responsibilities of TWIC escort program. 4. GPA traffic rules with special emphasis on identifying no parking areas (i.e., STS and crane travel zones), 5. The contractor must insure all workers are properly trained in GPA safety rules Non-Interference with GPA Operations: The Contractor shall perform all necessary work as provided for in this specification so as not to interfere with the normal operations or activity of GPA operations. If the Contractor finds that in order to perform any required work it is necessary to block or restrict access to an area, entrance, driveway or road, the Contractor must inform the Assistant Operation s Manager at least 48 hours in advance to permit any necessary Crane Heavy Lift Services Section 3, Page 3

4 coordination with GPA staff. The Contractor shall make himself/herself aware of holidays and other work routines within the facilities and conduct his work in such a manner as to cause no interference with normal GPA business. These facilities will remain in full operation during the periods when work is being performed within them. GPA will make all reasonable efforts to accommodate and facilitate the Contractor s work. The Contractor will be responsible for coordination of work with GPA. The contractor shall not enter any of the GPA s warehouses or buildings. Unless otherwise approved by the Assistant Operation s Manager, the contractor shall confine activities to the immediate work project site. The contractor shall not reasonably encumber the work area with materials or equipment. The contractor shall keep the work area clean at all times and shall promptly remove waste or rubbish Contractor Care, Custody, and Control: Upon commencement of work, the contractor shall be fully responsible for the care, custody, and control until the work area has been completed. The contractor shall continuously protect his work from damage, protect all persons from injury, and protect all other property from damage, injury, or loss arising in connection with the work regardless of who the Owner of said property might be. The contractor alone shall be responsible for the safety, efficiency, and adequacy of his equipment, tools, and materials. The contractor shall be responsible for proper lock-out tag-out of the equipment. The contractor shall be responsible for any damages that may result from the contractor s improper work or operation of the equipment. During the period of the contractor s work, the contractor shall protect and secure the equipment from all environmental conditions (i.e., rain, wind, storm, etc.) Maintaining Traffic: The contractor must accomplish work with minimum interference to pedestrian, vehicular, and trades on adjacent streets and marine traffic in waterways Welding and Burning: No welding or burning shall be performed on GPA property without a GPA issued Hot Work permit that is available at the GPA Maintenance Office. (Note: The contractor s hot work is subject to the GPA Port Police and the U.S. Coast Guard inspection.) All applicable regulations concerning NFPA standards and Coast Guard inspection must be met. All provisions described on the permit and/or safe regulation sheet shall be followed. Vendors must download the Hot Work Permit from the GPA Purchasing website at and click on RFQ/RFB Forms Environment Protection: The contractor shall protect the river, canals, drainage ditches from chemical contamination, sediment runoff, construction debris, and other damage. If material, equipment, or debris is sunk in river or canal, mark location to warn traffic, contact the Assist Manager of Contracts and Facilities Maintenance, and promptly recover sunken object(s). Soil erosion and sediment control provisions and maintenance in accordance with local, state, and federal requirements will be required. In case of a spill or release of any sort, the contractor shall immediately notify the GPA Environmental Response Coordinator at (912) Health, Safety, and Environmental Protection: The Contractor shall conform to all applicable Federal, State, and local laws, and to the requirements of this contract. In performing work under this contract at GPA facilities, the contractor shall take all reasonable steps and precautions to prevent accidents and to preserve the health and safety of contractor personnel, GPA personnel, tenants, other contractors, visitors, or in any others coming into contact with the performance of this contract Environmental sustainability: The GPA supports the purchase and use of environmentally safe products at our facilities. In doing so, we will help protect and restore bio-diversity and ecosystem integrity to provide a sustainable environment for the State of Georgia. In order to promote these principles of sustainability, the GPA requires that all products used within facilities shall, when feasible, be environmentally safe, biodegradable, and be low-voc (Volatile Organic Compounds). Our goal is 100% use of green Products as defined by Green Seal s GS-37 and GS-40 standards (see website listing at end of exhibit.). Crane Heavy Lift Services Section 3, Page 4

5 The GPA recommends that the total number of these products be restricted to as few products as possible. Many environmentally safe products are suitable for a number of different cleaning needs. A smaller number of chemicals reduces the possibility of workers being exposed by possible harmful Interactions of different chemicals, reduce the amount of chemical inventory on site, simplify training of your employees, and simplify purchasing of supplies. All supplies and/or chemicals to be used and/or stored on the premises must be pre-approved for use by the Assistant Manager of Contracts and Facilities Maintenance Responsibility for Damage: The Contractor shall repair and restore to its original condition any equipment, structure, material or surface damaged by his operations at no cost to GPA. All materials, supplies, and equipment used by the Contractor shall be suitable and not harmful to the surfaces on which they are applied. Crane Heavy Lift Services Section 3, Page 5
