* accessibility of the data means the possibility to request and obtain the data at any time in a machine readable format MMTIS Delegated Regulation Purpose: Accurate Multimodal Travel Information Services. Sets the specifications to ensure accessibility *, exchange, updating and Commission delegated regulation (EU) 2017/1926 of 31 May 2017 supplementing Directive 2010/40/EU of the European Parliament and of the Council with regard to the provision of EU-wide multimodal travel information services : &from=en re-use of travel and traffic data (static and dynamic) as well as distributed route planning (the linking of travel information services).

Requirements for proper re-use? Assessment of compliance? MMTIS Delegated Act BE has to create a NATIONAL ACCESS POINT. NAP = Unique digital interface that gives access to : Static data (travel) Cost-effective ways to digitize existing static and dynamic data of different transport modes? Historic data (traffic) Metadata (to allow users to discover and use the datasets made accessible through the NAP) or the Sources of these data

European ITS Platform: Facilitate the ITS Policy level cooperation of Member States

Two or more Member States may set up a common access point. MMTIS Delegated Act BE : OBLIGATION to provide data to the NAP At least the static travel and traffic data and historic traffic data. Variable deadlines (from 2019 to 2023). Format of the data : National profiles o o NeTEx (or specific specifications like TAP TSI for rail, IATA standards for aviation,...) SIRI (for dynamic data)

Who should provide data? Transport operator Any public or private entity that is responsible for the maintenance and management of the transport service. MMTIS Delegated Act Transport authorities Any public authority responsible for the traffic management or the planning, control or management of a given transport network or modes of transport, or both, falling within its territorial competence. Infrastructure managers Any public or private body or undertaking that is responsible in particular for establishing and maintaining transport infrastructure, or part thereof. Transport on demand service provider Any public or private provider of transport on demand service to users and endusers, including travel and traffic information thereof.

MMTIS Delegated Act Which modes of transport are involved? Scheduled Air, rail including high speed rail, conventional rail, light rail, long-distance coach, maritime including ferry, metro, tram, bus, trolley-bus. Demand-responsive Shuttle bus, shuttle ferry, taxi, car-sharing, car-pooling, car-hire, bike-sharing, bikehire. Personal Car, motorcycle, cycle.

end user means any natural or legal person who has access to travel information. MMTIS Delegated Act Who are the users? user means any public or private entity which uses the National Access Point such as Transport authorities, Transport operators, Travel information service providers (excluding a mere conveyer of information), Digital map producers, NAP shall provide discovery services to users. Transport on demand service providers Infrastructure managers.

Delegated Act MMTIS Data Zone Deadline STATIC DATA Level of service 1 : Address, Topography, Timetables, facilities, Accessibility, pedestrian network 1 December 2019 Level of service 2 : Park & Ride stops, Bike sharing stations, refueling stations where and how to buy tickets, standard fares, on-board Wi-Fi, Level of service 3 : Passenger classes fare, Special Fare Products, aggregated products combining different products such as parking, How to pay, to book, to calculate an environmental factor, Levels service 1-3 Comprehe nsive TEN-T network the other parts 1 December December December 2023 APIs that provide access to static travel and traffic data via the national access point shall be publicly accessible allowing users and end-users to register to obtain access.

Delegated Act MMTIS Data Zone Deadline DYNAMIC DATA Level of service 1 Passing times, trip plans and auxiliary information. (Disruptions ) Level of service 2 Estimated departure and arrival times, Availability of publicly accessible charging stations for electric vehicles and refueling, Car parking spaces available (on and off-street), Level of service 3 Future predicted road link travel times Where the MS decide to provide the dynamic travel and traffic data of different transport modes through the NAP Optional APIs that provide access to static travel and traffic data via the national access point shall be publicly accessible allowing users and end-users to register to obtain access.

NAP and other Delegated Acts Existing national access points that have been set up to comply with other delegated acts adopted under Directive 2010/40/EU may be used as national access points, if deemed appropriate by the Member States.

Program Support Action (PSA) PSA-1 (CEF 2017) PSA-2 (in project) Goal: to encourage the implementation of MMTIS. Static data. Supervision and support by the Belgian ITS- Steering Committee Kick-off meeting 25/6/2018. Duration 4 years (until end 2021). Real Time data. 9 MS

PSA-1 summary The project includes 5 activities: 1) Project management 2) Stakeholder engagement: mapping of Belgian NAP actors (suppliers, users and developers) and setting up a community of interest 3) NAP: Study on user needs, architecture, management (benchmark) 4) NAP: first implementation with 4 public transport operators (in 2019) 5) Further developments: interoperability of Static Scheduled Travel Data - NeTEx, quality validation tools,...

Meetings : 25/6, 7/9, 15/10, 05/11, chairwoman : Nele Dedene PSA-1 work group SPF MT Rail : Sven Masy, (Hans Buschop), SPF MT ITS : David Schoenmaekers, (Aiko De Mol, Philippe Decap, Stéphanie Vandendries), RW : Caroline Pourtois RBC BHG : Karl Determe AWV : Bert Boterbergh, (Kristof Rombaut, Jean Walravens) MOW : Nele Dedene, Julie Mariën, (Thomas Christiaens) SNCB-NMBS : Arnaud Wattiez STIB-MIVB : Rob Roemers (Rick Meynen) De Lijn : Bert van Hemelen, (Sven Croon, Guy Weyns, Tom Geerts) OWT (TEC) : Renaud Therry

The consultants Geo Solutions is a Belgian company. About location data. Philippe Hellemans and Dries Herzeel (GeoSolutions) Start: September 7th. 92 days expected in 2018 Will work on: Activity 2: Stakeholder engagement: Continuation of mapping of Belgian NAP actors and Community of Interest (CoI) facilitator Activity 3: Study on user needs, architecture and management of NAP (how, who, where, budget,...) (Benchmark).

Activity 2 Determination of stakeholders map : based on previous works from Flemish Department. Community of Interest because of : Complicated governmental structure in Belgium Public and private partners are fragmented : Public authorities, public transport operators, services providers and relevant stakeholders, local governments, app developers, researchers, re-users of mobility data, international stakeholders, Exchanges experiences (events, roundtables, ) : scaled up of Flemish Initiative on Open Data Community of Interest : Opinion of the CoI on NAP, connecting platform for networking, for concrete Public-Private Projects.

Activity 3 Benchmark because of : Are being created metadata and link about mobility data set from existing Regional & Federal open data portals. Will be harvested by and available on the Belgian portal and other European portals Will be created a Belgian profile of NeTEx, API services, data quality validation tools. (this will not be realized in the first year of the project) before creation of NAP, is needed a comprehensive study (source : stakeholders community and benchmark) on - the user needs - architecture of NAP - the management of NAP
