1 Containerchain.com Fact Sheet Background Following a long period of industry consultation and discussion, largely in response to law enforcement pressure on empty container parks in their role as loading managers under Chain of Responsibility legislation, eight of Melbourne s empty container parks are in the final stages of implementing an information visibility and exchange initiative to address empty container management issues. These participating empty parks have contracted Containerchain Pty Ltd to deliver a web based application known as containerchain.com. This application provides a platform for the participating empty parks and Container Transport Operators to communicate effectively. This Fact Sheet follows on from the industry announcement made by Containerchain Pty Ltd on behalf of the participating empty parks on 20 th August In October 2010, Containerchain commenced the empty container park messaging service. The participating empty parks are now in the final stages of readiness to implement the Notification of Arrival, Container De hire Advice and Container Pick Up Advice transactions which containerchain.com facilitates. This Fact Sheet has been prepared to assist Container Transport Operators prepare for containerchain.com Go Live. What Has Been Agreed? The following empty container parks are participating in the Containerchain initiative: Allied Containers Chalmers Container Logistics MCP MRS OCS PMC VCM

2 2 These participating empty parks have appointed containerchain.com to manage transactions between themselves and Container Transport Operators. Transactional management will commence on Friday, 6 May 2011 (Go Live) Transition to Commercial Arrangements Container Transport Operators will be required to have an active commercial account in containerchain.com in order to transact with any participating empty park. Many Container Transport Operators have registered for the containerchain.com free empty container park messaging service. For administrative purposes these existing registrations will be cancelled on 5 May The messaging service will continue after containerchain.com goes live, but as part of a commercial account. Opening a Commercial Account The Container Transport Operators commercial account registration process will begin on 8 April To open an account, visit.au, and follow the links to Registration. Training Containerchain will provide training to Container Transport Operators in the use and functionality of containerchain.com. This training will be provided free of charge. The training sessions will take place during the period 18 Apr 2011 to 13 May There are 80 training sessions in total being provided. Each session will consist of a maximum of five people, and will last approximately one hour. The training sessions will be held at both the VTA offices in Fishermans Bend, and at the Port Education Centre, Lorimer Street, Fishermans Bend. To attend a training session, Container Transport Operators will need to register. Registration for the training sessions will commence on Monday 4 April. To register for a training session please visit either or. Who Should Attend Training Any staff member from a Container Transport Operator is welcome to attend a training session. However the training will be most useful to: 1. Fleet Controllers 2. Time Slot Clerks 3. Operations Managers 4. Accounts Clerks

3 3 How Will Empty Container Management Change After 6 May 2011? De hiring an Import Container All containers being returned to a participating empty park will require a Container Return Advice transaction to be completed by the Container Transport Operator in containerchain.com prior to the truck arriving at the participating empty park. All Container Return Advice containers being returned to a participating empty park will require a Notification to be made by the Container Transport Operator in containerchain.com prior to the truck arriving at the participating empty park. All Notifications will require the truck registration number to be recorded by the Container Transport Operator prior to the arrival of the truck at the participating empty park. Picking Up an Export Container All containers being collected from a participating empty park will require a Container Pick Up Advice transaction to be completed by the Container Transport Operator in containerchain.com prior to the truck arriving at the participating empty park. All Container Pick Up Advice transactions will require a Notification to be made by the Container Transport Operator in containerchain.com prior to the truck arriving at the participating empty park. All Notifications will require the truck registration number to be recorded by the Container Transport Operator prior to the truck arriving at the participating empty park Notification Windows Notification Windows are time intervals for which participating empty parks will advertise their operating capacity. Notification Windows will be in 30 minute intervals. Participating empty parks will display both an Optimal operating capacity and a Maximum operating capacity for each Notification Window. Containerchain.com will display the Indicated Arrivals for each Notification Window Notifications A Notification is the process of indicating a truck s estimated time of arrival at a participating empty park. Notifications can be made for either the current business day or for the next business day. When a Notification transaction is Saved, the Notification will be registered with a Notification Number. This number will consist of an abbreviation for the park name, the time associated with the Notification Window, and a sequential number for that day

4 4 Optimal and Maximum Operating Capacity Optimal capacity is the number of containers that a participating empty park advertises that they can receive in, or deliver out, in a given Notification Window, whilst delivering the highest possible service levels to Container Transport Operators. Maximum capacity is the number of containers that a participating empty park has advertised that they can receive in, or deliver out, in a given Notification Window, with compromised service levels to Container Transport Operators. Containerchain.com will not restrict a Container Transport Operator from exceeding the Optimal or Maximum advertised capacities when making Notifications. Participating empty parks may be required individually to introduce restrictions preventing Container Transport Operators from exceeding the Optimal or Maximum capacities, depending upon the performance of Container Transport Operators in relation to making and honouring Notifications for a given participating empty park. Indicated Arrivals Indicated Arrivals are the number of container movements already "Notified to a particular participating empty park by Container Transport Operators for a given Notification Window Indicated Arrivals are updated instantly following a Notification What Happens When a Truck Arrives at the Park? When a truck arrives at the participating empty park the driver will be required to quote either the Notification Number or their truck registration number to container control. This will activate the transaction in the participating empty park operating system. The truck will then be directed to proceed into the park. If a truck arrives at the participating empty park early for a Notification, on the same day of the Notification, they will be allowed entry. For reporting purposes, containerchain.com will record the performance of the Container Transport Operator in respect of that Notification as being Early. If a truck arrives at the participating empty park on time for a Notification they will gain entry. For reporting purposes, containerchain.com will record the performance of the Container Transport Operator in respect of that Notification as being On Time. If a truck arrives at the participating empty park late for a Notification, on the same day as the Notification, the truck will be allowed entry. For reporting purposes, containerchain.com will record the performance of the Container Transport Operator in respect of that Notification as being Late.

5 5 What Happens if the Truck Does Not Arrive For a Notification? If a truck fails to arrive at the participating empty park on the day of the Notification, for reporting purposes, the performance of the Container Transport Operator in respect of that Notification will be considered Unutilised. Unutilised Notifications will be charged the Container Fee What Happens if the Truck Arrives Without a Notification? If a truck arrives at a participating empty park without a Notification, the participating empty park will not be able to service the truck. Container Fees Each participating park will have a Container Fee applicable to each Notification, and each container will require a Notification. The Container Fee is applied at the time the Notification is Saved in containerchain.com. The Container Fee will be visible in containerchain.com against the applicable Notification Window. Container Fees are yet to be finalised by the participating empty parks. Can a Notification Be Cancelled? Yes a Notification can be cancelled by a Container Transport Operator up to 60 minutes prior to the commencement of a Notification Window and the Container Fee will not be charged. If a Notification is cancelled by a Container Transport Operator after this time the Container Fee will be still be charged. A participating empty park may also be required to cancel a Notification on behalf of a Container Transport Operator due to internal operational issues. If this occurs, the Container Transport Operator will be advised by and the corresponding Container Fee will not be charged Invoicing Process Container Fees will be invoiced to Container Transport Operators accounts on a weekly basis and include all chargeable Notifications for the previous week. Invoices will be generated automatically by containerchain.com and ed to the nominated address within the Container Transport Operators operation. Invoice payment terms are fourteen days from the date of invoice. Invoice payments can only be made by electronic funds transfer (EFT), credit card payment or by BPay. Invoices settled by credit card will attract the applicable credit card transaction processing fee. Disputed invoices can be taken up with Containerchain Help Desk.

6 6 If the intended container return or pick up at a participating empty park from a Notification does not occur due to a contributing factor from the participating empty park, the Container Transport Operator is required to log the issue with Containerchain Help Desk within 60 minutes of the truck departing the participating empty park. This is to enable any potential invoice dispute regarding the Notification to be addressed. Reporting For containers returned to a participating empty park, containerchain.com will auto a copy of the Container Return receipt to the address nominated in the Container Transport Operators account. For containers collected from a participating empty park, containerchain.com will auto a copy of the Pick Up Advice to the address nominated in the Container Transport Operators account. Container Transport Operators will have access to daily activity and performance reporting in relation to their interaction with participating empty parks. Support Containerchain.com Help Desk will operate seven days a week, twenty four hours a day, and will be able to answer enquiries at any time.
