2 Regional Safety Teams The Regional Safety Team has a multi-pronged approach. It: Works with traffic engineers to design and sign highways to make them as safe and efficient as possible. Works with law enforcement officers to enforce our traffic laws. Works with the media and others to provide education and information to the public about safe driving habits. Works with community groups to validate traffic concerns for their neighborhoods, and to work to resolve those problems. Provides accurate and timely data on traffic crashes to all concerned. Works with the Governor s Highway Safety Commission and Local Road Safety Councils to assure that information about the program is disseminated widely and that there is opportunity for input at all levels. Provides federal grants to agencies and Safe Community groups that want to help with the goals.

3 Identify locations throughout the Region where crashes are most likely to occur Perform crash analysis to determine the primary factors and conditions that contribute to traffic crashes at these locations Develop effective countermeasures (enforcement and engineering) to correct hazardous conditions Implement a public information and education campaign, to help the public avoid traffic dangers and crash risks

6 Vehicle crashes and traffic congestion have a significant effect on the quality of life of all residents and visitors of Louisiana.

7 The NYPD modeled the TrafficStat process after the CompStat system, a highly-effective method for reducing crime and disorder in New York City, that has been employed by law enforcement officers in recent years. TrafficStat is comprised of four components: 1) Accurate and timely intelligence; 2) Rapid deployment; 3) Effective tactics; and 4) Relentless follow-up and assessment.

8 The Regional Safety Team approach is used as a tool to implement the Six E's (Engineering, Enforcement, Education, Emergency Response, Evacuation, and Everyone Else) at locations throughout a given geographical area that show potential for effectiveness. The identification process, along with an analysis of crash factors and discussion of potential solutions, takes place at Regional Traffic Safety meetings.

17 A road safety assessment is defined as a formal examination of an existing or a future highway or traffic project in which a team of independent and multidisciplinary examiners reports on project s crash potential and safety performance. The overall objective of the RSA is to identify potential roadway safety problems for roadway users and to ensure that measures to eliminate or mitigate the safety deficiencies are considered.

18 Five elements are common to the various RSA processes used around the world: 1. It is a formal examination process 2. It is proactive and independent process 3. It is carried out by a qualified team who represents a variety of experience and expertis 4. The assessment is restricted to safety issues although operations is considered 5. The assessment produces a formal report that identifies possible safety deficiencies and makes recommendations to mitigate those deficiencies
