1 MPA Project No. W278-C1 Project Title: Rehabilitate Runway and Other Airfield Improvements Location: Worcester Regional Airport RESPONSES TO QUESTIONS and/or RFI s Date: August 22, 2018 The attention of Contractors submitting General Bids and or Filed Sub-Bids for the above referenced project is called to the following Responses to Questions and/or RFI s. Responses to Questions and/or RFI s: Bond Brothers electronic mail to CPBidQuestions from Jack Rushe dated 08/20/2018: BOND respectfully request a one-week extension in order to provide the most competitive pricing for the W278-C1 Rehab. Runway project in Worcester MA. Three weeks has been allotted for project bidding which is adequate time and typical for the majority of our airfield projects. The bid opening date will be held as scheduled on Wednesday, August 29, 2018 at 11:00 A.M. J.H. Lynch and Sons Inc. electronic mail to CPBidQuestions from Jonathan Neeser dated 08/20/2018: Division IIB Vehicle Traffic/Work Site Control and Access 39.6 states that a safety and security detail service will be required whenever Security Gate #15 is in use and shall be provided by the State Police and/or ORH Safety & Security. Will the detail service perform security checks on every vehicle entering the AOA through this gate, or will the security checks be random? 1

2 The amount of security checks will be performed at the State Police s or ORH Safety and Security s discretion. However, the Contractor shall be fully prepared for security checks to be performed on every vehicle entering the AOA. Item #2 Division IIB The Contractor shall supply two (2) lighted portable runway closure markers for use for the duration of the project phases requiring a runway closure. Will Massport supply the two (2) additional lighted portable runway closure markers are required during phases where both Runway and Runway are closed? Yes, Massport will supply the two (2) additional lighted portable runway closure markers that are required when both Runway and Runway are closed. Massport will provide the Contractor access to the current locations of these two lighted closure markers, and it shall be the responsibility of the Contractor to transport/haul, fuel, maintain and operate the closure markers during the required phases. Refer to Forthcoming Addendum #1 which will clarify and provide further information. Item #3 P b (5) Due to the project s phasing, there are short longitudinal lot lengths which result in 20 transverse joints on the runway. Will the first and last 15 feet (4.5m) of the lot be considered as longitudinal short sections for smoothness? Specification section P (b) (i) defines a Longitudinal Short Section as a lot length less than 200 feet, and the majority of the phases for this project are greater than 200 feet in length. As the specification states, the first and last 15 feet of a lot can be considered a short section for smoothness. Item #4 C601 Temporary Ramp for Bituminous Overlays This detail shows that the length of the ramp is determined by multiplying the difference in height 2

3 (inches) of the pavement overlay and the existing pavement that it abuts by 25. The Spot Grading Plans indicate that the height difference will vary transversely at the end of each pass. Example: Phase R2 ends at The Spot Grading Plan indicates height differences of 0.00, , -0.02, 0.18, -0.02, and Please clarify how the length of the temporary ramp will be calculated in these instances. Each temporary ramp will be laid out by the Contractor s surveyor, based on the difference of the proposed grade and he existing grade at each phase limit. For constructability and smoothness purposes, the greatest difference in height between proposed and existing grade shall be used to calculate the length of the temporary ramp. A six-foot (6 ) wide one-inch (1 ) deep keyway shall be milled square across the runway, perpendicular to the runway centerline. Item #5 Sheet C602 Segmented Circle Panels Please provide additional framing details and dimensions for the alternate segmented circle panels. Will the removal and replacement be required to be completed within the 6 day timeframe of Phase S1, or will additional time be allowed? To simplify and to provide clarity, the option of the alternative Segmented Circle will be deleted and drawing C602 will be reissued as part of the Forthcoming Addendum #1. The removal and replacement of the segmented circle will be completed during Phase S2 in the spring of 2019, which will be shown and described further in the Forthcoming Addendum #1. P.J. Keating Company electronic mail to CPBidQuestions from Stephen Hughes dated 08/20/2018: Is Saturday available as a work shift even if no days are lost to rain during the week? As shown in the drawings, all work shall be completed within the 55 calendar day duration, excluding the anticipated work shutdowns. The intent is to work Monday through Friday, but work on Saturdays, Sundays, and holidays will be considered float days for any weather cancellations. 3

4 Item #2 Is Sunday available if multiple days are lost during any work week? As shown in the drawings, all work shall be completed within the 55 calendar day duration, excluding the anticipated work shutdowns. The intent is to work Monday through Friday, but work on Saturdays, Sundays and holidays will also be considered float days for any weather cancellations. Item #3 The schedule indicates that May 27, 2019 (Memorial Day) is a work shift. Is that true, or will this be a blackout day? Work on Memorial Day is allowed. However, the Contractor will have the opportunity to work on a Saturday or Sunday within the 55 Calendar Day duration, in lieu of working Memorial Day. Item #4 Will the engineer provide CAD info to create a GPS model of the runway? If not, will MASSPORT allow shifts in Fall 2018 on the runway to survey the existing runway and create a model? When the project is awarded a CAD file will be provided. In addition, during the mobilization phase, access to the runway for survey will be allowed on a wind/weather availability basis. The Contractor shall be prepared to give way to aircraft at all times that need to use Runway Standby time will not be considered for lack of work area availability for Contractor s survey crew during the mobilization phase. Note: MPA is currently conducting survey of Runway This survey will be made available to the successful Contractor/Bidder. Item #5 Will the Owner provide an area to create a control strip on airport property outside the limits of the runway? The location of the test section for P-401 Hot Mix Asphalt will be determined prior to the start of Phase R1. It is expected that the test strip(s) will be located on airport property outside the limits of 4

5 the runway. Item #6 Are there any maximum limits to pavement lift thickness? No. However, the hot mix asphalt placed must meet the requirements as outlined in Project Item P- 401 Hot Mix Asphalt (HMA) pavements. Item #7 In areas where the finished elevation increases by.25 or more will milling of the existing pavement be required? Yes. The existing pavement must receive milling to scarify the pavement. Item #8 Detail on Drawing G601 indicates that milling required to provide temporary transitions and remove same is incidental to the work and will not be measured for payment. Asphalt required to create transitions is not mentioned. This would indicate that asphalt used to pave transitions will be paid under P-401. Please confirm. The bituminous concrete pavement used for transitions will be paid for under P-401, but milling of keyways for temporary ramps, or milling out temporary ramps at the beginning of a new phase, will not be measured separately for payment. Refer to Forthcoming Addendum #1 which will clarify the detail. J.H.
