3 3 The London freight challenge safety, air quality, congestion HGVs are 4% of road miles in London but involved in 78% cyclist fatalities 20% pedestrian fatalities 35% of KSIs with HGVs and cycles involve left turns Freight contribution to London s road transport emissions (est.) CO 2 emissions 24 per cent NOx emissions 33 per cent PM 10 emissions 27 per cent Poor air quality found to cause the equivalent of over 9,000 early deaths in London every year Freight traffic peaks when network is busy Vans (not HGVs) dominate traffic flows Freight as cause and victim of congestion Traffic speeds Vehicle s Staff 10% +2 +3

5 5 Improving safety safety programme Improving freight safety by driving Safer Operations, Safer People, Safer Vehicles and Safer Supply chains through programmes that are well-established in London and across the UK Injury collisions down 41% Total collision down 25% 4350 accredited operators Procurement (buying power) as a tool to make London s roads safer Safer Trucks Improve safety of HGVs Blind spots are a major cause of VRU incidents

6 6 Improving safety - Direct Vision Standard (DVS) Vehicles meeting the higher vision standards will have a much reduced blind-spot allowing better visibility of vulnerable road users Launched 30 September 2016 Categorisation of HGVs based on their direct vision capability Inform operator purchasing decisions Inform manufacturers design and advice Consultation open closes April 18 Adopted in future TfL/GLA contracts from April 2017

7 7 Improving air quality - LoCITY programme Industry led, with involvement from cities across the UK (Manchester, Leeds and Coventry) Economic benefits and health benefits linked to improved air quality Helping fleets prepare for ULEZ Engaging with around 700 organisations via LoCITY LoCITY supports the roll-out of infrastructure for alternatively fuelled vehicles

8 8 Diesel scrappage fund Government incentivised and encouraged people to purchase diesel - only fair they now help people switch to cleaner alternatives The Mayor has proposed a national vehicle scrappage fund, targeted at cities: 3,500 for small businesses to scrap vans and minibuses and buy cleaner vehicles 2,000 mobility credit scheme to help low-income families scrap cars 1,000 to help scrap the oldest taxis

9 9 Improving congestion Retiming and Consolidation enables better use of existing road space For best results all parts of the supply chain need to be involved Also needs collaboration with London boroughs and other authorities Retiming Consortium and working groups, matchmaking Pilot new tools and guidance 90% of freight by road in London Local economy Supply chain efficiencies Air quality Retiming & Consolidatio n Improving safety Congestio n Aligned with Mayor s priorities

10 10 Next steps reducing freight impacts Where appropriate use regulation to deliver change e.g. DVS, ULEZ/CAZ Work to establish common standards and regulations Move away from just using regulations as freight is not bad Safest, cleanest, most efficient freight is the one that doesn t happen Harness the power of the whole supply chain to reduce the number of road freight trips Work with industry and business to find the best local solution
