5 Dispatch PJM expects to dispatch products together like current protocol but may dispatch on product specific basis if necessary. CP DR will be treated similar to ADR For 2016/2017 CP will be grouped with Annual DR for dispatch purposes When Annual DR is dispatched, CP is also dispatched PJM will look to respect CP LM lead time but CP LM resources may need to reduce load prior to the end of their lead time to ensure grid reliability - Dispatch All Resources Action (DARA) PJM will do Sub-Zonal dispatch same as today for all products (LDR, XDR, ADR and CP) 5

8 Draft Process CP Shortened Lead Time Notification (does NOT apply to Legacy DR) When PJM needs to shorten the CP lead time in an area: a DARA posting will be made on Emergency Procedure web page and an All Call will be issued There will not be any electronic notification from elrs This will change when elrs is retired and DR Hub is in service Any CP that had been dispatched (via elrs) in the DARA area prior to the DARA needs to reduce as of the time of the DARA (i.e. shortened lead time) CSP needs to be aware if they have CP resources in the area Any CP that gets dispatched (via elrs) in the DARA area after the DARA needs to reduce immediately upon dispatch instruction from elrs (i.e. no lead time) CSP needs to be aware if they have CP resources in the area Shortened/eliminated Lead Time for CP will be initiated by DARA and communicated via EP and All Call No instruction sent from elrs Not applicable to Legacy DR (LDR, XDR and ADR) 8

10 DARA in non-mandatory Response Periods If a DARA is issued during a nonmandatory response period (varies by product type) then, Response is voluntary CSP follows dispatch instructions issued from elrs Applies to all Products (LDR, XDR, ADR and CP) Follow dispatch instructions from elrs but reduce load as soon as possible. 10

11 Product Grouping and Dispatch Frequency Demand Resource Curtailment (PJM Manual 13: Section 2.3.2) If PJM needs to dispatch Demand Resources during the Limited DR availability Period, then PJM will dispatch all DR products simultaneously unless all products have been dispatched frequently during the current Delivery Year. Frequent dispatch of DR during the Delivery Year is defined as: 2 times prior to July 1 st 4 times prior to August 1st, or, 7 times prior to September 1 st Should PJM frequently dispatch DR during a Delivery Year based on the criteria above, PJM may elect to dispatch only the Extended Summer and Annual/CP DR, to preserve the Limited DR for the remainder of the Delivery Year. 11

12 Sub Zonal Dispatch Response to sub-zonal dispatch is mandatory (penalty charges assessed for non-performance) if sub-zone is defined and publicly posted the day before the event. If DR is dispatched it must respond or receive capacity penalty Event penalty only applies if PJM establishes subzone prior to operating day Link to publicly posted subzone definition workbook: Presently there are 10 posted subzones 12
