5 Pontis application within Italian Regions Each Region is divided into Provinces and each Province is divided into Municipalities. The Regions do not directly manage infrastructures, but they provide Provinces and Municipalities the needed budgets to maintain the network. Many different Regions and Provinces have been contacted to share the eventual bridge inspection, maintenance and management methods applied. From these contacts one can say that about the 80% of these public administrations completely lack of a bridge inventory, while the remaining 20% is beginning to collect data. 7 Pontis application within Liguria Region One of the first steps moved by italian public administrations has been accomplished by Regione Liguria. Thanks to Archimede and AASHTO consulting, Regione Liguria has been enabled to activate a bridge management system beginning from the basis of a well- structured bridge inventory creation based on the Pontis inventory. 9 Pontis application within Regione Liguria From a political point of view the main idea of Regione Liguria was to involve the four Liguria Provinces to begin estabilishing the regional bridge inventory. This cooperation has been sealed with a document called protocollo d intesa signature of behalf the regional and the four provincial infrastructures assessors. The agreement includes these statements: - Regione Liguria provides the Provinces with: 1) Pontis bridge management system, 2) the necessary guidelines for data collection for the creation of the regional bridges catalogue; 3) the necessary training to use the BMS and to perform inspections; - the four Provinces undertake to provide the Region with a catalogue of the bridges selecting technical staff for that purpose. Once Pontis was purchased and given to the Provinces, the Region provided each Province with an initial budget necessary to perform inspections and collect inventory data of at least 10 bridges per each Province. Moreover, two conferences were organized.

10 Pontis application within Regione Liguria In november 2003 a first conference was organized on behalf Archimede and Regione Liguria to awaken boards in charge interest for the infrastructures network management maintenance strategy. AASHTO representative Josè Aldayuz took part to the conference e ce too.

11 Pontis application within Regione Liguria In october 2007 a second conference was organized on behalf Regione Liguria and Archimede together with other different sponsors (Genoa University too) to share maintenance and management practices and to show the results obtained by Pontis application. A presentation for AASHTO was made too, in order to share the Bridge management system state of the art and application in the USA.

12 Pontis application within Regione Liguria From the practical and technical point of view the steps performed from Regione Liguria to begin estabilishing the regional bridge inventory were the following: ProvideP o the Provinces with Pontis tool; Provide the Provinces with the Guidelines to be followed for data collection to create the bridge regional catalogue on the basis of Pontis database requirements; Organize 8 seminaries to provide training for Pontis use; Organize in the field bridges inspections to provide inspection training based on the CoRe elements application to italian structures.

13 Pontis application within Regione Liguria Once the Provinces were left free from Regione Liguria to decide whether to go on with the catalogue or not, just two of them decided to make financial efforts to continue with bridge data collection, while the other two provinces stopped at the first 10 bridges data collection for which Regione Liguria had provided the necessary budget. In particular the two Provinces that decided to continue with the bridge catalogue were: - Savona Province - LaSpezia Province Imperia Province gave the job to Archimede to inventory and inspect just the 10 bridges for Regione Liguria. Genova Province inspected the first ten bridges with its own resources, using the technicins who were trained with the courses organized by the Region, and provided Regione Liguria with the relative database of the ten required structures.

14 Pontis application within Regione Liguria - Provinces efforts Savona Province is inspecting and inventoring bridges using its own resources: the province technicians who took part to the training are now performing inspections and populating Pontis database.

15 Pontis application within Regione Liguria - Provinces efforts La Spezia Province will give Archimede the job to inventory and inspect 30 bridges and 14 tunnels. By now already 20 bridges have been inspected by Archimede for this Province. La Spezia Province might be the future new Pontis web user.

16 Pontis application within Sineco (italian highways) Italy has a well-developed highway network, with about 6,500 kilometers of roads and over 2,500 bridges. Highways belong to the statal agency called ANAS that licencees them to 24 highways agencies:

17 Pontis application within Sineco (italian highways) Sineco is a private limited company that operates in the engineering sector and which controls more than 1200 Km of national motorway network. Sineco is highly qualified in the differentiated field of systems and procedures of diagnostic researches and it holds specific competences in the control and inspection of bridges, viaducts and tunnels. More than 1000 structures are currently under control in the engineering sector of road pavement maintenance. For what concerns visual inspection, Sineco carries out, every year, inspections on about 500 bridges and 330 lesser structures, most of them belonging g to 6 of the highway agencies previously listed. In particular Pontis BMS has been applied to the four following highway agencies. For each of the highway agencies a library containing customized reports and layout has been created.

20 Pontis application within Sineco Cooperation between Archimede and Sineco was born for the general bridge maintenance programming assessment. Since 2002 the two companies have been collaborating to implement a bridge management system that could choose the optimal bridge network maintenance or improvement policies, consistent with italian agency s usual policies, long term targets and budget constraints on the basis of inspection data recorded by Sineco. Inspections are carried out with the purpose of ascertain the consistency and safety of structures and to measure the structure state of deterioration. Thus, a great quantity of data is available, obtained from inspection procedures; what Sineco was looking for was a system that could be used both as a database, both as a management tool. The database functionality would be used to systematically store the large amount of bridge data collected, while the management functionality would use stored data for providing highway agencies maintenance and improvement policies, predicting future needs and programming and prioritizing works and projects.

21 Pontis application within Sineco During the first part of the cooperation a comparative BMS study was performed to make a commercialy available software investigation, in orded to: - snap-shot the world wide situation - set parameters acting a critical role in BMS - choose the software tool that could best fit Sineco needs. Once Sineco chose Pontis, a case study was performed using a sample of 20 bridges to ascertain how Pontis could fit Sineco needs and to understand the level of customization needed. Once the system was purchased, Pontis was implemented beginning with populating Pontis database with the entire bridge inventory of one of the highway agencies inspected by Sineco (SALT, with 301 structures).

22 Pontis application within Sineco In this phase the main customization activity was developed: - Pontis items were translated into italian language (the flexible labeling proved very useful); - agency Tables were created to collect Sineco data not provided by NBI items; - Some reports were translated into italian language and customized to show critical ca data to agencies es In the last two years all bridges data belonging to the four agencies have been loaded in Pontis database and for each of the agency a list of priorities has been selected using Pontis and compared to the priorities selected by Sineco method.

23 Pontis application within Sineco For each of the four selected agencies the following activities have been performed: - customize cost models; - modify deterioration models, both on italian expert judgement both on history (thanks to several inspection data collected through past years by Sineco) ; - create ceateagency rules; ues; - prioritize maintenance needs on a cost-benefit analysis. - give a presentation to each of the four agencies staff and give a presentation to each of the four agencies staff and managers explaining Pontis fuctionalities and presenting the priority list obtained on the basis of different budget scenarios.

24 Conclusions The difference between Sineco and Regione Liguria is that the latter had no data, and has used Pontis to begin data collection and registration, while Sineco has plenty of data that had to be organized to be stored in Pontis database. Sineco uses Pontis in a very extensive way, studying every module, customizing deterioration and costs models, simulation rules and performing scenarios run, refining results and creating reports to present to the highway agencies Regione Liguria uses Pontis especially as a database system, translating as many things as possible, both the interface, and the CoRe elements description.

25 Future issues Sineco is willing to migrate all data and customization to the new Pontis web architecture, this company will go on for sure using Pontis as a management tool. Regione Liguria has, unfortunately, lost the political interest in Pontis, but another public administration, thus smaller, is very interested in Pontis web version: the interest of La Spezia Province in creating a bridge and tunnel inventory and inspection database in enought to suppose that this small Public Administration is candidated to be a new Pontis Web user. As Italy lacks of unique inventory criteria and inspection methods Pontis might be the tool to fulfil the italian national bridge inventory, but the most difficult thing will be win political aspects.
