KEY PRIORITIES FOR NATIONAL ITS DEVELOPMENT

OVERVIEW ITS policy in Lithuania: multimodality and coordination; Status quo and some examples; Nearest ITS policy agenda;

NATIONAL ITS POLICY DOCUMENTS 2010: National Strategy of Transport, Logistics, Post and Telecommunications Timespan (National ITS Strategy to be included) 1994:National transport development programme Timespan : Long-term (until 2025) Strategy for Lithuanian Transport System Development (7 priorities,inlc. ITS development) Timespan : National ITS Strategy drafted Fragmented ITS deployment Systemic ITS deployment :Strategy for Transport and Transit Development Timespan :National General Strategy: the Lithuanian Strategy for the use of European Union Structural Assistance for

MAIN TASK FOR ITS Save time; Decrease costs; Increase safety and security; Increase reliability of services; Save environment.

NATIONAL ITS POLICY BACKGROUND: MORE EFFICIENT USE OF CURRENT INFRASTRUCTURE Intelligent transport systems and services Remote mobility (e-services, teleworking. etc) and mobility demand management More efficient use of transport infrastructure More efficient spatial planning and universal/inclusive design (transport for all)

MULTIMODAL ITS: NEED FOR EFFECTIVE COORDINATION Computing, IT engineering Legal framework Aviation Aviation SESAR SESAR Transport economics Synchronization Civil engineering Sea Sea transport transport SafeSeaNet SafeSeaNet European European ITS ITS policy policy Inland Inland waterways waterways RIS RIS Logistics Standards New(er) technologies Roads Roads ITS ITS Action Action Plan Plan Railways Railways ERTMS ERTMS Telematics engineering Other sciences

MULTIMODALITY AND ITS Improvement of intermodality and interoperability; ITS for different transport modes different standards and specifications but similar needs and benefits. ITS for intermodal freight and passenger terminals, for freight and passenger operations; Multipurpose approach of ITS deployment: traffic safety, public transport, logistics, commercial and private vehicles, payment, security, remote mobility.

INTELLIGENT LOGISTICS

CENTRALIZED TRAFFIC MANAGEMENT SYSTEM IN VILNIUS VMS network (13) Cameras at intersections (53) Traffic priority corridors (6)

VILNIUS TRAFFIC MANAGEMENT CENTRE

COMPLEX RTTI SYSTEM IN VILNIUS ( Pop up public transport timetables Searching shortest or quickest route Fast-slow traffic indication Camera snapshot (renewed every 27 s) Redirecting to electronic ticket Choosing cameras Indication of accidents, works, closed sections, bus/troilleybus stops, danger on the roads

ELECTRONIC PUBLIC TRANSPORT CARDS/TICKETS Contactless smartcard; ISO standard; Electronic purse principle; RTTI screens on the main public transport terminals; Implemented in Vilnius, Kaunas, Klaip da;

POSSIBLE FORMS OF E.TICKET

NORDIC-BALTIC CO-OPERATION IN ITS VIKING Euro-Regional ITS project within Easy Way programme (Lithuanian Roads Administration); East West Transport Corridor project within Interreg III B BSR programme (ITS for Green corridor ); Sharing best practices very positive attitude to more experienced Nordic partners.

ITS PRIORITIES: AGENDA (I) Create and develop relevant infrastructure and infostructure in order to: - Ensure national traffic information provision (Traffic Information System); - Establish a national traffic management centre; - Develop automated speed and weight control radar network; - Introduce national e.ticket;

NATIONAL TRAFFIC INFORMATION PROVISION

ITS PRIORITIES: AGENDA (II) Strengthen ITS development coordination: Feasibility Study on the development of innovative Intelligent Transport Systems (ITS) and services in Lithuania (tender already announced); To establish ITS Lithuania ; ITS integral part of national transport and communications strategy (to be drafted QIII, 2010).

ITS PRIORITIES: AGENDA (III) Fast-track projects in the pipeline: Feasibility study on ITS coordination (2011). Establishment of ITS Lithuania ; National multimodal public transport route planning and information system; National e.ticket system; Innovative traffic engineering solutions (VMS, traffic management centers, etc.) (2011).

LITHUANIAN ITS POLICY OPPORTUNITIES FOR: Public adminisrations to build common ground of ITS policy on all administrative levels; Businesses to actively take part in ITS deployment (PPPs, ITS Lithuania); Research and consultancy share experience and build know-how in the area of ITS.
