CNS In charge, Airports Authority of India, Jharsuguda airport on behalf of Chairman, AAI, invites sealed Quotations from competent dealers or bidders for the Supply, Installation, Testing and commissioning of Earthing System at Airports Authority of India, Jharsuguda Airport as specified in Anexure-I & I(A). The work includes excavation of pits, supply of earthing materials for making of four numbers of new earthing installations. 2. Bidder may download the quotation document from the AAI website and submit their bid on downloaded Quotation, however bidder shall have to give an undertaking that the downloaded Quotation document has not been edited or altered advertently or inadvertently while downloading for submission as the bid and that the quotation form used for submission of the bid is a simple print out; and the downloaded quotation document has been verified and attested to be a true copy of the quotation document No. AAI/JSG/CNS/CT/Earthing/ dated: 13/04/2018 published on the AAI website Also that in case of any dispute arising due to variation in the bid submitted, all terms and conditions and other content in the published quotation shall be final and acceptable to the bidder. 3. Quotation documents should be submitted in two envelopes. Envelope-1: Technical Bid The envelope-i cover must be super scribed as Technical Bid for SITC of Earthing System at AAI, Jharsuguda Airport.. Envelope-II: Price Bid. Envelope-II cover must be super scribed as Price Bid for SITC of Earthing System at AAI, Jharsuguda Airport.. Page 3 of 14

4 This above two envelope I &II -Technical Bid &Financial Bid must be contained in another Sealed cover and super scribed with Quotation for SITC for Earthing System at AAI, Jharsuguda Airport.. 4. Technical Bid envelope- It will be opened at Hrs. on 25/4/2018 by quotation opening committee. 5. Financial Bid envelope- II will be opened for whose Technical Bid & eligibility criteria are found to be correct and accepted by the quotation opening committee. The date of opening of Price Bid will be intimated to the bidder separately. 6. Description of Items and Quantity schedule for the SITC for Earthing System at AAI, Jharsuguda Airport is given in details in Annexure-I & I(A). 7. The duly filled quotation in the prescribed format to be submitted to: Airport Director, Airports Authority of India, Jharsuguda Airport, P.O. Jharsuguda Airport, Jharsuguda on or before 1500 hrs. on and Technical Bid shall be opened on the same day at 1530 Hrs. 1) Envelop -1 Technical Bid shall contain the fallowing documents:- a) Documentary proof of PAN No., GSTIN registration. b) Duly signed & sealed Quotation document (in each page) c) (a) Technical compliance statement (Annexure-II) duly filled and signed by the bidder on the company s letter head. The submission of compliance statement as described above is essential for evaluation. The failure to submit the compliance statement in the said format may result in rejection of the quotation. d) (b) Unconditional acceptance of AAI terms and conditions (Annexure-III) duly signed by the bidder. e) Material supplied should be strictly as per enclosed Annexure I & I(A). 5 f) Technical Bid shall be sealed in an envelope and superscripted with Technical Bid for SITC of Earthing System at AAI, Jharsuguda Airprot Jharsuguda. 2) Price Bid Price Bid in sealed envelope must contain a) Duly filled Price Bid in the prescribed format given in Annexure-IV. b) Price Bid shall be sealed in an envelope and superscripted with Price Bid for SITC of Earthing System at AAI, Jharsuguda Airport with bidder s address. 8. The sealed Technical and Price bid envelopes shall be enclosed in a common Envelope and shall be superscripted as Quotation for SITC of Earthing System at AAI, Jharsuguda Airport, due to be opened on date 25/04/2018" and bidders address. 9. Duly completed quotation along with requisite documents should reach this office by registered post, courier or in person at the following address on or before 1500 Hrs. on positively. 10. Technical bid will be opened at Hrs on the same day in the presence of interested bidders or their authorized representatives. 11. Financial bid shall be opened after scrutiny of the documents submitted in Technical Bid. Quotations qualified in the Technical Bid only will be considered for the financial Bid, Opening of Financial bid will be intimated later to the eligible bidder. 12. 6 TERMS AND CONDITIONS 1. Consignee: -Airport Director, Airports Authority of India, Jharsuguda Airport, Durlga, Jharsuguda Enquiry/attached documents shall be obtained from AAI website directly and are non-transferrable. 3.The Bidders are responsible for submitting the Quotation on or before the due date and time specified as in Sl.No.12 above and the Quotations received late by post or by any other means after the due date and time will be rejected. 4.Quotations will be opened at the specified date and time as given in Sl.No Offer or modification after opening date will not be considered. 6. The quotation will remain valid for acceptance for a period of 90 days from the date of opening of Financial Bid. Quotation with less validity are likely to be rejected. 7. The rate shall be in whole numbers and shall be entered in figures as well as in words. For the purpose of the quotation, the metric system of units shall be used. Also the rates quoted in words will be taken as the correct basis and not the rate shown in figures. 8. The quoted rate shall be including transportation and onsite delivery including unload at AAI specified location in the Airport. 9.The quoted rate shall be inclusive of GST taxes and shall show separately in quotation and original invoice. No extra claim shall be entertained in this connection. 10. No correspondence shall be entertained from the vendors after opening the quotation. 11. Date of acceptance and opening of quotation can be extended on the sole discretion of Airport Director, AAI, Jharsuguda Airport, Jharsuguda. 12.Payment Terms: The payment shall be made to the vendor through NEFT/RTGS on satisfactory completion of work as specified in annexure-i&i(a) at AAI site. The vendor shall submit the invoice/bill in triplicate after satisfactory supply of materials. TDS will be deducted wherever applicable. Page 6 of 14

7 13. Completion time. The work shall be completed within 30 days of placement of work order. 14. Extension time:- Airport Director, AAI, Jharsuguda airport shall be the authority competent to grant extension of time. The decision of AAI shall be final and binding in this regard. 15. Ref to Annexure I Sl. No. 2 approximate requirement (200 meters) of copper strip is given in the Annexure-I, however payment will be made as per actual measurement taking into consideration of per unit charges. 16. The vendor shall assume complete responsibility for the design and performance of the items to satisfy all technical and functional requirements. He may visit the site at AAI, Jharsuguda Airport to get acquainted with the site and required work before submitting the quote. 17. The Work & materials required for the above work shall be as per the BOM in annexure-i & I(A) and the materials should be supplied to the designated officer from Airports Authority of India, Jharsuguda Airport. 18.The quality and quantity of the material supplied by the vendor will be inspected by the designated officer from AAI, Jharsuguda airport and certificate in this regard from the officer shall be submitted along with the invoice for the payment. 19. Any alteration work, shall be carried out in coordination/permission with the officer from AAI, designated for the work. 20.The Contractor shall restore the site altered for making earthing system, immediately after completion of work. The payment will be made only after successful completion of earthing system as detailed and a certificate from the designated officer of AAI to that effect. Page 7 of 14

8 21. The acceptance or rejection of the quotations and cancellation of the award of work will remain at the sole discretion of AAI and can be rejected without assigning any reason thereof. 22. The quotation document for the works mentioned above have been issued to me/us by Airports Authority of India and I / we hereby certify that I / we read the entire terms and conditions of the Quotation document made available to me / us, which shall form part of the contract agreement and I / we shall abide by the conditions / clauses contained herein. 2. I / We hereby unconditionally accept the NIT conditions of AAI s quotation in NITdocument in its entirety for the Supply of materials for Earthing System. 3. It is clarified that after unconditionally accepting the Quotation conditions in its entirety, it is not permissible to put any remarks / conditions (except unconditional rebates on quoted rates if any) in the quotation enclosed in envelope Technical Bid & Financial Bid and the same has been followed in the present case. In case any provisions of this Quotation are found violated after opening envelope Technical Bid & Financial Bid I / we agree that the quotation shall be rejected. 4.It is certified that no alteration has been made to down loaded document and in case any NIQ condition is found altered the original AAI NIQ document stand valid and AAI without prejudice is at liberty to take action against the bidder as deemed fit. However, in case it becomes unavoidable to use any of these for correction, the same must be authenticated by the person signing the bid with his signature.
