9 1. Intrductin 1. Intrductin 1.1 Purpse This dcument prvides market participants with the infrmatin necessary t supprt the real-time schedule fr the physical markets. The IESO determines dispatch instructins fr each registered facility 1 and bundary entity as described in this prcedure, as the primary means f crdinating the real-time peratin f the physical markets. This prcedure addresses: The release f the real-time schedule t registered market participants that relates t their registered facilities and bundary entities, The release f general real-time schedule t all market participants, The determinatin and issuance f dispatch instructins fr bundary entities, in the frm f interchange schedules t cntrl area peratrs, The determinatin and issuance f dispatch instructins fr registered facilities t registered market participants by the IESO, and The determinatin and issuance f standby and activatin ntices fr hurly demand respnse (HDR) resurces, in the frm f standby and activatin reprts. 1.2 Scpe This market manual is intended t prvide market participants with a summary f the steps and interfaces between market participants, the IESO, and ther parties during the prcess fr determining the real-time schedule fr the physical markets. The prcedural wrkflws and steps described in this dcument serve as a radmap fr market participants and the IESO, and reflect the requirements set ut in the market rules and applicable IESO plicies and standards. This prcedure nly addresses the prcess fr determining the real-time schedule. This prcedure des nt address the pre-dispatch prcess 2 that prvides inputs int the prcess fr determining the real-time schedule. The IESO endeavurs t ensure that the crrect inputs are prvided t the dispatch algrithm 3 that calculates the security-cnstrained ecnmic dispatch (i.e., the real-time schedule f energy and perating reserve). The IESO undertakes regular security and adequacy assessments: 1 Facilities that are registered with the IESO as bundary entities t imprt r exprt electricity are referred t as bundary entities in this prcedure. Intrductin T identify events that are likely t ccur and adjust the inputs t the Dispatch Scheduling and Optimizatin (DSO) tl s that the resultant set f dispatch instructins ensure the security and adequacy f the IESO-cntrlled grid, and T identify events that have ccurred t which the rutine dispatch prcess will be unable t respnd in a manner that cntinues t ensure the reliability f the IESO-cntrlled grid. In such situatins, the IESO may alter the inputs t the DSO and/r intervene in the rutine dispatch prcess by manually altering the dispatch instructins t ensure reliability. In sme extreme cases, the IESO may have t suspend nrmal market peratins Rles and Respnsibilities Respnsibility fr establishing the real-time schedule in the physical markets is shared amng: Registered Market Participants having dispatchable generatin r lad facilities that are respnsible fr: Accepting r rejecting dispatch instructins r release ntificatins issued by the IESO, Fllwing accepted dispatch instructins, and Ntifying the IESO as sn as pssible f circumstances that will result in its facility nt fllwing its dispatch instructins t an extent that is material (as defined in Market Manual 4.2, Appendix C). Registered Market Participants having HDR resurces that are respnsible fr: Mnitring standby reprts t determine if a standby ntice is received, Fllwing dispatch instructins in the frm f activatin ntices, and Ntifying the IESO as sn as pssible f circumstances that will result in its facility nt fllwing its dispatch instructins t an extent that is material (as defined in Market Manual 4.2, Appendix C). 12 2. Participant Wrkstatin and Dispatch Wrkstatin 2. Participant Wrkstatin and Dispatch Wrkstatin Market participants are required t perate a participant wrkstatin and a dispatch wrkstatin fr the purpses f supprting the prcess f determining the real-time schedule. The participant wrkstatin is cnnected t the Participant Netwrk. Market participants submit bids and ffers t the IESO via the participant wrkstatin, as described in Market Manual 4.2. Valid bids and ffers are then passed t the IESO s Market Interface System (MIS) fr the purpses f determining the real-time schedule. Dispatch instructins fr bundary entities, in the frm f the interchange schedule, are published via the Market Participant Interface, a cmpnent f the participant wrkstatin. The dispatch wrkstatin is cnnected t the Real-Time Netwrk, which supprts real-time peratin f the pwer system. Dispatch instructins fr registered facilities are submitted t market participants via their dispatch wrkstatin. Determining Real-Time Schedules The IESO uses a range f infrmatin t determine the real-time schedules, including: Dispatch data submitted by registered market participants, The registered generatin facility's maximum ramp rate frm the IESO Registratin Slutin, The registered generatin facility's minimum lading pint frm the IESO Registratin Slutin (MR Ch. 7 Sec A), and The fllwing registered generatin facility's characteristics frm the IESO Registratin Slutin (MR Ch. 7 Sec A), Frbidden regin data, and Perid f steady peratin data. A default value f zer fr the minimum lading pint, frbidden regin and perid f steady peratin if nne has been registered with the IESO with respect t this infrmatin. Predictins f lad fr the next sixty-minutes, calculated autmatically 6 every five-minutes, Generatr and transmitter utage infrmatin prvided by market participants, Transfer limits fr intercnnected interties, Ttal perating reserve requirements (10-minute spinning, 10-minute nn-spinning, 30- minute) determined by the IESO, Lcal area reserve requirements (if any), determined by the IESO, Operating security and thermal limits n transmissin facilities, Scheduled interchange fr the hur, calculated by the last pre-dispatch run f the DSO 7, The utput level f each generatr and the withdrawal levels f each dispatchable lad and HDR resurce at the beginning f the dispatch interval are set at the IESO s best estimate f their actual values, as determined frm real-time system data and the real-time schedule fr the preceding dispatch interval, Variable generatin five-minute supply frecast, and Such ther available infrmatin as the IESO determines apprpriate. 6 At the discretin f the IESO, we may manually adjust the Ontari demand frecast t accunt fr limitatins f ur autmated lad predictr t accurately frecast expected lad prfiles. 7 The DSO is run with a ne-hur time-step in pre-dispatch mde fr all the remaining hurs f tday and, frm 16:00 EST n, fr all the hurs f tmrrw. Interchange scheduled by the DSO fr the next hur is cnfirmed with adjacent cntrl areas and ramped at r near the tp f the hur. Scheduled interchange fr the hur is prvided as an input t the real-time DSO t calculate the five-minute dispatch instructins fr internal Ontari resurces. Issue 54.0 Nvember 14, 2018 Public 6

Determining Real-Time Schedules The IESO uses this infrmatin and the dispatch algrithm 8 t determine a security-cnstrained ecnmic dispatch schedule fr each five-minute dispatch interval and t determine anticipated schedules fr a number f advisry intervals within the study perid. Daily energy limits are nt taken int accunt in determining real-time schedules. The real-time cnstrained dispatch schedule, nly, utilizes a tw-step ptimizatin technique t determine a security-cnstrained ecnmic dispatch schedule fr a number f critical intervals ver a frward-lking study perid. Fr each real-time cnstrained dispatch schedule, critical intervals are selected by the IESO frm the study perid based n selectin criteria defined in the Multi- Interval Optimizatin Functinal Requirements dcument. There are currently up t 11 critical intervals selected within a study perid f 55 minutes. The first critical interval is always the dispatch interval, and the remaining critical intervals are advisry intervals. Bth the length f the study perid and the number f advisry intervals are cnfigurable and may be changed by the IESO in the event f significant imprvement r degradatin f either cmputer sftware and hardware perfrmance r the accuracy f predicted demand values (MR Ch.7, App. 7.5, Sec ). In the event f a malfunctin f the multi-interval ptimizatin algrithm the IESO may switch t single interval ptimizatin. During such perids new dispatch advisry reprts will nt be issued. The IESO will issue a system message t ntify market participants whenever single interval ptimizatin is being used. It shuld be nted that the dispatch advisry reprts issued t registered dispatchable market participants nly include the schedules fr the advisry intervals and nt fr the dispatch interval. The IESO will review the utput frm the dispatch algrithm and may manually adjust the real-time schedule t reflect cntrl actins that are required t address events that the IESO assesses: Will have a material impact n the IESO-cntrlled grid, and Occur in a timeframe in which the dispatch algrithm and market mechanisms cannt respnd. Such events may include: Unplanned utages f facilities, Rapid changes t security limits, Unexpected demand changes, Limitatins f the lad predictr t accurately frecast Ontari demand fr the next interval, Area reserve inadequacies, Vltage prblems, r Variable generatin ramp events. T reslve such prblems, the IESO may intervene in the rutine dispatch prcess, where the IESO judges that such interventin is viable. In such situatins, the IESO will manually adjust the dispatch instructins that result frm the real-time schedule generated thrugh the dispatch algrithm and 8 The real-time DSO uses the cnstrained IESO-cntrlled grid mdel. Determining Market Infrmatin Within five minutes fllwing the end f each dispatch interval, the IESO uses the dispatch algrithm t determine the market schedule and the market prices fr that dispatch interval. Fr the purpse f determining the market schedule and market prices fr any dispatch interval, the IESO uses the same infrmatin and data that was used t determine the real-time schedule fr that dispatch interval, except that (MR Ch. 7, Sec. 6.4): Nte: The uncnstrained IESO-cntrlled grid mdel is used, The initial cnditins used fr any dispatch interval in the market schedule are the final cnditins f the market schedule fr the preceding dispatch interval, The ttal demand (including lsses) t be satisfied within a dispatch interval in the market schedule are set at the IESO s best estimate f its actual value, as determined frm real-time system data, Ttal system energy lsses determined in the real-time schedule are represented as an increase in nn-dispatchable lad within the IESO cntrl area, Any registered facility in respect f which a frced utage has been detected during a dispatch interval are recgnized by an adjustment t the input data, The estimated deviatins between scheduled quantities and actual quantities are represented as a change in nn-dispatchable lad in the IESO cntrl area 9, The market schedule reflects dispatch adjustments 10 cmputed using scheduled injectins frm the cnstrained schedule, utlined in MR Ch. 7, App 7.5, and The demand in the market schedule will be adjusted when the IESO initiates a vltage reductin (3% r 5%) and/r nn-dispatchable lad cuts (rtatinal, emergency r manual lad shedding), by an amunt expected t ffset the impact f the cntrl actin (MR Ch. 7 Sec ). When the IESO undertakes an emergency cntrl actin cnsisting f a vltage reductin and/r nn-dispatchable lad cuts fr lcal r glbal reasns, the IESO will adjust the demand in the market schedule as sn as practical, cnsidering the nature f the perating cnditins at the time, by an amunt expected t ffset the impact f the cntrl actin. The IESO will nt cnsider any actin resulting in a demand reductin f 50 MW r less as a cntrl actin fr the purpses f this manual. End f Sectin 9 Until such time that lcatinal pricing is implemented in the IESO-administered markets, in determining the market schedule and market prices fr any dispatch interval, the IESO shall nt have regard t the estimated deviatins between scheduled quantities and actual quantities. 10 These dispatch adjustments will nt be cnsidered in determining the market schedule and market prices fr any dispatch interval until the date indicated in the previus ftnte. Releasing Real-Time and Market Infrmatin 5.1 Publicatin f Real-Time Schedule Infrmatin The IESO releases infrmatin in supprt f the real-time dispatch prcess, including real-time schedules, market schedules and market prices. Infrmatin relating t specific registered facilities, HDR resurces, and bundary entities is released t the registered market participant fr that facility. Other infrmatin relating t the general status f the system is released t all market participants Registered Facilities (ther than bundary entities and HDR resurces) As sn as practical but n later than the start f the dispatch interval t which it relates, fr each registered facility that is a dispatchable lad r a dispatchable generatr in respect f which market participant bid r ffer has been submitted fr the applicable dispatch hur, the IESO releases the fllwing infrmatin t the registered market participant fr the facility: The real-time schedule fr that registered facility, The dispatch advisries fr that registered facility (MR Ch. 7, Sec ), and The bligatin indicatr fr any registered facility that is a variable generatr. The dispatch advisry will be issued n a reasnable effrt basis and missed dispatch advisries will nt be re-issued. Within ne hur after each dispatch hur, fr each registered facility that is a dispatchable lad r a dispatchable generatr in respect f which a valid bid r ffer has been submitted fr the applicable dispatch hur, the IESO releases the market schedule 11 fr each dispatch interval in the dispatch hur t the registered market participant. Additinally, the IESO shall publish n the IESO website: The standing ffer prices and quantities fr cntrl actin surces f perating reserve as determined by the IESO Bard (MR Ch. 5, Sec A.2), and The times and quantities f the vltage reductins and reductin in thirty-minute perating reserve when these cntrl actin surces f perating reserve are scheduled t prvide perating reserve (MR Ch. 5, Sec A.4). Als, the IESO Bard may specify the circumstances under which any ne r mre f the quantities may either be withdrawn r nt intrduced, and the manner in which any such withdrawal will be effected and the publishing theref (MR Ch.5, Sec A.3). 11 This bligatin is subject t the prvisins f MR Ch. 7 Sec Issue 54.0 Nvember 14, 2018 Public 10

Releasing Real-Time and Market Infrmatin Hurly Demand Respnse (HDR) Resurces The IESO releases the pre-dispatch schedule fr each registered facility that is an HDR resurce as sn as practical, but n later than the start f the dispatch hur t which it relates 12 (cnsistent with relevant reliability standards). The IESO releases dispatch instructins, in the frm f an activatin ntice t the demand respnse market participant (DRMP) fr each registered facility that is an HDR resurce Bundary Entities As sn as practical and cnsistent with relevant reliability standards, but n later than the start f the dispatch hur t which it relates 13, fr each registered facility that is a bundary entity in respect f which the dispatch instructins fr a given dispatch hur prvides fr the dispatch f mre than 0 MW, the IESO releases the fllwing infrmatin t the relevant market participant: The interchange schedule fr that registered facility, as fund in the relevant pre-dispatch schedule, Any request f that registered facility t submit an ffer r bid under a reliability must-run cntract and the scheduled use f that registered facility under reliability must-run cntracts and cntracted ancillary services cntracts, and The prjected market schedule fr that registered facility All Market Participants In the five-minute perid after the end f each dispatch interval, the IESO releases t all market participants the unifrm market prices f energy and perating reserves related t that dispatch interval. The IESO may, hwever, issue dispatch instructins that depart frm the real-time schedule prduced by the DSO if: The security and adequacy f the system wuld be endangered by implementing the mst recent real-time schedule, The dispatch algrithm has failed, r has prduced a real-time schedule that is clearly and materially in errr, The dispatch algrithm has prduced a real-time schedule that des nt accurately reflect the minimum run-time r lckut 14 status f a facility due t dispatch algrithm limitatins, Material changes subsequent t determinatin f the mst recent real-time schedule, such as failure f an element f a transmissin system r failure f a registered facility t fllw dispatch instructins, have ccurred, r The peratin f all r part f the IESO-administered markets has been suspended 15 (refer t Market Manual 4.5: Market Suspensin and Resumptin). Having prduced the real-time schedule, an under generatin cnditin may prevail. In such circumstances, the IESO will declare an emergency perating state if bservance f security limits under a nrmal perating state will require curtailment f nn-dispatchable lad. The IESO will implement demand management and/r lad shedding activities 16, as detailed in the Market Manual 7: Systems Operatins Overview 17, t reslve the situatin. 14 The dispatch algrithm des nt have the functinality t recgnize the perating status f sme facilities nce they cmplete dispatch instructins. This is illustrated in, but nt limited t, the fllwing examples: The dispatch algrithm des nt recgnize that, nce sme quick start facilities synchrnize, they must remain in service at r abve a minimum lading pint fr a minimum run-time. (Refer t Market Manual 4.5 fr mre details n this situatin.), A vilatin f the net interchange schedule limit has ccurred, Quebec has issued a reliability declaratin pursuant t the Amended & Restated IESO-Hydr Quebec Capacity Sharing Agreement, but the dispatch algrithm has failed t prduce a predispatch schedule in accrdance with the bligatins under the agreement (see Sectin 6.4), r An external jurisdictin has issued a capacity call, but the dispatch algrithm has failed t prduce a pre-dispatch schedule in accrdance with the capacity exprt bligatins (see Sectin 6.7). In additin, e-tags and/r interchange schedules fr bundary entities may be required t be changed fllwing IESO cnfirmatin f e-tags and interchange schedule with adjacent cntrl areas fr (e.g., as a result f a failure t successfully navigate the adjacent market). The sequence f this cnfirmatin is as fllws: The IESO validates e-tags and cnfirms the interchange schedules with the apprpriate cntrl areas, prir t five minutes t the start f the dispatch hur. Nte: The IESO remves interchange bids r ffers frm the schedule where e-tags are missing, late, invalid, and incrrect and/r cntrl area cnfirmatin fails, unless such interchange bids r ffers are required fr reliability reasns. Refer t Market Manual 4.2: Submissin f Dispatch Data in the Real-Time Energy and Operating Reserve Markets, Sectin 2.5. The IESO cnfirms the interchange schedule(s) MW quantities with the apprpriate cntrl areas and quantities are mdified prir t the start f the ramp, as necessary, t ensure viable interchange schedule(s). In the event f an interchange scheduling disagreement between cntrl areas, the lesser quantity shall prevail. Failure t agree t the lesser quantity will result in the interchange scheduling being reduced t 0 MW, and The IESO ntifies market participants f revised interchange schedule(s) MW quantities where quantities have been revised in discussin with ther cntrl areas. 6.4 Intertie Scheduling Prtcls IESO/NYISO Prtcl: NY90 In an effrt t ensure fair and efficient use f the IESO/NYISO interties, the IESO and the NYISO have agreed t fllw a specific interchange scheduling prtcl fr the exchange f interchange scheduling infrmatin (MR Ch. 7 Sec ). On July 29, 2002, the IESO and the New Yrk Independent System Operatr (NYISO) adpted a scheduling prtcl t effectively crdinate interchange scheduling between the tw jurisdictins. This interchange scheduling prtcl establishes a timeline that defines when certain interchange scheduling checkut activities ccur, bth within and between the tw rganizatins. Figure 6-1 illustrates this timeline. The IESO will be marking New Yrk interchange schedules with either the "NY90", MrNh, TLRe r "OTH" cde within the IESO systems t reflect schedule check-ut activities within the NYISO (see Issue 54.0 Nvember 14, 2018 Public 15

Additinally, at the request f the NYISO, the IESO may allw revisins and/r additins during this timeframe if the changes facilitate a slutin t NYISO reliability cncerns. 21 IESO / NYISO interchange schedule implementatin is cnsistent with the NERC transactin ramping default f 10- minutes with the ramp straddling the tp f the dispatch hur Curtailed and Failed Interchange Schedules An interchange schedule that has been curtailed during the dispatch hur fr reliability reasns may be reinstated within that dispatch hur if the reliability cnditin causing the curtailment is reslved, and the curtailed interchange schedule(s) is scheduled in the next dispatch hur. At T-100 minutes, the prjected interchange schedules fr the dispatch hur based n the IESO's 2- hur ahead pre-dispatch run are cnsidered as at their maximum available fr the dispatch hur and are "capped" at that value in the cnstrained schedule using the cde NY90/Max 22. This "shrt list" is frwarded t NYISO fr RTC evaluatin. CMSC will apply as per the nrmal scheduling prcess, prvided the "capped" interchange schedule(s) clears the NYISO T-75 minutes. Where required fr reliability reasns, the IESO may, include in the shrt list fr evaluatin in the final NYISO RTC evaluatin, interchange schedules frm the NYISO 2-hur ahead RTC evaluatin that are the next mst ecnmically interchange schedule(s), which failed the IESO 2-hur ahead predispatch run. The NY90/Max cde is nt used fr such interchange schedules in the pre-dispatch perid when the additin t the shrt list includes a cmplete ffer (either the full quantity f the new interchange schedule r an existing interchange schedule MW is increased t the full quantity ffered). Hwever, CMSC r IOG will be applied as apprpriate if the interchange schedule is dispatched. The NY90/Max cde is used if the additin t the shrt list results in a selectin f a partial interchange schedule ffer. schedules nt scheduled will be remved by the IESO prir t the dispatch hur. N CMSC payments will apply IESO/MISO Prtcl: MISO Prtcl In an effrt t facilitate the release f MISO transmissin and ramp the IESO has a unique scheduling prtcl fr all MISO transactins. At T-90, all e-tags fr transactins n the Michigan, Manitba r Minnesta interfaces will be reduced t their 2 hur ut pre-dispatch schedule. Subsequently, all transactins whse schedule increases frm 2 hurs ut t 1 hur ut will be re-laded t reflect their 1 hur ut pre-dispatch schedule IESO/Hydr-Quebec: Capacity Agreements The IESO and Hydr-Quebec have capacity agreements. Energy scheduled t satisfy the terms f the agreements will be n the PQ.OUTAOUAIS bundary entity. Delivery f firm energy under the agreements is measured as the net schedule n PQ.OUTAOUAIS regardless f the market participant respnsible fr the scheduled transactin (i.e., a Hydr Quebec energy transactin des nt have t be scheduled fr the sending entity t be meeting its energy bligatin, if ther transactins deliver an equivalent amunt f energy). Submissin f dispatch data fr transactins assciated with the agreements shall adhere t the existing timelines and requirements specified in Market Manual 4.2, Sectin 2.5. The determinatin f real-time schedules, market schedules, market prices, and dispatch instructins fr these transactins shall be in accrdance with this market manual, and as described belw. Winter Perid (December 1 t March 31) T call n Ontari capacity, Hydr Quebec TransÉnergie (HQT) shall issue a reliability declaratin t the IESO, and Hydr Quebec Energy Marketing (HQEM) shall submit an assciated energy exprt bid (HQEM exprt). An advisry ntice shall be issued ntifying market participants. This HQEM exprt will be scheduled by the dispatch algrithm using nrmal market mechanisms. T satisfy the terms f the capacity agreements, the IESO may take cntrl actins in the predispatch timeframe t increase the net schedule n PQ.OUTAOUAIS t the MW bid quantity f the HQEM exprt if: The HQEM exprt bid price is the maximum market clearing price (MMCP) The net schedule n PQ.OUTAOUAIS is less than the MW bid quantity f the HQEM exprt, and There is sufficient transmissin capacity n the interface. T satisfy the terms f the capacity agreements, the IESO may take cntrl actins in real-time t ensure delivery f energy exprts assciated with the capacity agreements that are scheduled in pre-dispatch. These cntrl actins will be made in accrdance with Market Manual 7.1: IESO-Cntrlled Grid Operating Prcedures, Appendix B.2: Emergency Operating State Cntrl Actins. Fllwing this, HQEM will submit an assciated imprt ffer (HQEM imprt). As in the winter perid, this HQEM imprt will be scheduled by the dispatch algrithm using nrmal market mechanisms. Cnsistent with Market Manual 7.1, Appendix B.1, the IESO may cnstrain n imprt transactins n a reasnable effrt ecnmic basis in advance f r during an emergency perating state. This may include imprt transactins n PQ.OUTAOUAIS assciated with the capacity agreements, with n preferential treatment given t the HQEM imprt. Manual cnstraints will be applied using either the TRLi r ADQh cde fr IESO adequacy (see Table 6-1). 6.5 Pre-Emptive Curtailments If the IESO determines with reasnable certainty that specific transactins, r a certain vlume f transactins, will nt be successfully scheduled r will need t be curtailed in real-time due t an internal issue, the IESO may remve the affected transactins frm the cnstrained schedule nly (using the TLRi cde) fr future hurs. If the IESO determines with reasnable certainty thrugh input frm the apprpriate scheduling entity that transactins will nt be successfully scheduled due t external reliability (security r adequacy), r due t a cnsistent market participant failure (ecnmics r tagging), the IESO may remve the anticipated affected transactins frm the IESO scheduling prcesses, fr future hurs and cde apprpriately. If an external Reliability Crdinatr initiates the NERC TLR prcedure that has resulted, r is anticipated t result, in transactin failures and it is determined, thrugh input frm the apprpriate issuing entity, that the TLR will cntinue fr sme time int the future, the IESO may pre-emptively remve (r reduce t the expected level f delivery) transactins frm the applicable pre-dispatch cnstrained and uncnstrained sequences (using the TLRe cde). On a reasnable effrt basis, the IESO will attempt t remve/reduce the transactins as per the IDC prcess (first by transmissin pririty bucket, then n a reasnable effrt ecnmic basis within the transmissin bucket). T prevent an increased schedule t the remaining transactins, the IESO may cnstrain these transactins t their pre-dispatch value with a TLRe cde. Market participants can visit the NERC website at t cnfirm whether Transmissin Lading Relief Prcedures have been implemented. If pre-emptive curtailments are expected t last fr multiple hurs, an advisry ntice shall be issued ntifying market participants that this practice is ccurring. Anther advisry ntice shall be issued when the pre-emptive curtailments have ended. Determining Dispatch Instructins 6.6 Transactin Cding Principles f Cding When altering the pre-dispatch schedule issued with respect t each registered facility that is a bundary entity, the IESO will abide by the fllwing cding principles: Principle 1 The IESO will nly intervene t alter pre-dispatch schedules fr a given dispatch hur if: In the IESO s pinin, as a result f changing cnditins, the real-time schedules will nt have sufficient resurces available t maintain the reliable peratin f the IESOcntrlled grid, r Cnsistent with intercnnectin agreements and industry standards, the IESO is requested t d s by anther cntrl area r reliability crdinatr, r The market participant has nt met all requirements. Principle 2 T the extent pssible, IESO manual changes shall be cnsistent with the changes that wuld have ccurred if the hur ahead pre-dispatch sequences had recgnized the reliability cncern. Principle 3 T the extent practicable, the IESO shall limit manual interventin t an amunt equal t the difference between the change in cnditins and the real-time capability f available internal resurces t address that change. Principle 4 T the extent practicable, the IESO shall use the ecnmic merit rder f intertie transactins as the basis fr determining which transactins t manually adjust. Principle 5 IESO manual interventin shall impact the same real-time/pre-dispatch schedule (cnstrained r uncnstrained) that wuld have had insufficient resurces as a result f the changing cnditins, as nted in principle 1. Principle 6 The market participant whse transactin is affected by the IESO manual interventin shall be eligible fr the same market cmpensatin and be subject t the same risks as if the transactin was scheduled in the hur ahead pre-dispatch schedule.
