3 Discussion Note 5 PolyMETREXplus Towards European urban balance Extracts from relevant ESPON projects 2004 PolyMETREXplus Workshop 5 in Barcelona Wednesday 23 to Friday 25 February Purpose of this discussion note ESPON initiated an extensive programme of research into spatial planning and development issues over the period Many projects reached their conclusion in autumn 2004 and some are directly relevant to the PolyMETREXplus project. However, they comprise a very large amount of documentation (see In addition, a further round of research has also been commissioned to conclude in 2006 and Some of these projects have only just started or reached interim conclusions. The purpose of this Discussion Note is to identify those ESPON reports that have direct relevance to PolyMETREXplus and to extract some of the key findings, conclusions, recommendations and maps/diagrams to inform the partner discussions at WK5 2 Relevant ESPON reports Thematic projects Polycentricism (Summary and Final Report) Enlargement and polycentrism (Third Interim Report) Demographic trends (Summary and Third Interim Report) Transport trends (Summary and Final Report) (European context summary and policy recommendations for macro regions, including the Atlantic Arc area, Mediterranean Sea area, Nordic area, Central area and Eastern Europe) Cultural heritage and identity (First Interim Report) (May eventually provide the missing indicators on cultural assets discussed in WK4 in Athens) Policy impact projects Transport policy impact (Final Report) (some maps of interest) ESDP impact (started) Governance (Interim Report) Coordinating cross-thematic projects 3.2 Scenarios (Interim Report) (Contains a relevant European territorial Cohesion Index) 3.3 Lisbon strategy (Interim report) (Identifies key issues, relevant indicators and data sources) Europe in the World (started) 3

4 Transport trends (Summary and Final Report) Context (see the following maps taken from ESPON project 1.2.1). The motorway network is more extensive in Western Europe. There has been a shift to road transport, a reduction in the rail network and the development of high-speed train (HST) lines. The rail network is more extensive in Eastern Europe and the motorway network much less developed. There are more international and regional airports in Western Europe. Eastern Europe has mainly international Airports associated with capital cities. Air connectivity is greater in the west. As a result of the above situation the emphasis is on motorway construction in the east and continued HST line development in the west. There is scope to improve the connectivity of the east with air connections. There is scope in the east and west to develop inter-modal transfer points. There is specific scope for dedicated European rail freight lines and coastal feedering shipping services. The intention is to discuss and explore the implications of these diagrams for the 18 inter regional tiles identified in Discussion Note 2/3a 4
