Outage Reprting Overview PJM is respnsible fr crdinating and apprving requests fr utages f generatin and transmissin facilities, as necessary, fr the reliable peratin f the PJM RTO. PJM maintains recrds f utages and utage requests fr these facilities. In this PJM Manual we nly cnsider thse utages that are assciated with generatin. See the PJM Manual fr Transmissin Operatins fr the treatment f transmissin facility utages. Generatin utages fall int the fllwing three categries: planned maintenance unplanned The general prcedure begins with the PJM Members requesting utages via the edart tl. PJM may either accept r reject a specific utage request. It is imprtant t emphasize that PJM des nt schedule when utages shuld take place. PJM nly accepts/rejects the requests fr utages. PJM nly rejects utage requests when they affect the reliability f the PJM RTO. It is the respnsibility f each PJM Member t determine its wn best schedule f utages. Outage requests are hnred by PJM n a first cme-first serve basis. Revisin 23, Effective Date: 01/2/2008 7

13 Manual 10: Pre-Scheduling Operatins Sectin 2: Outage Reprting Planned Outages Planned Outages are scheduled by the PJM Members well in advance and are f a predetermined duratin. Turbine and biler verhauls r inspectins, testing, and nuclear re-fuelings are typical Planned Outages. Characteristically, Planned Outages usually ccur during thse seasns f the year when the peak demand n the pwer system is lwest. Planned Outages have flexible start dates, have a predetermined duratin, last fr several weeks, and ccur nly nce r twice a year. Request Prcedure Refer t the Pre-scheduling Timeline shwn in Exhibit 2 as we describe the prcess fr a Planned Outage request. In rder t be classified as a Planned Outage, the PJM Member submits the initial utage request t PJM thrugh edart n later than 30 days prir t the Operating Day in which the Planned Outage is t begin. Upn receipt f the initial Planned Outage request, PJM executes the validatin prcess and immediately ntifies the PJM Member if the Planned Outage request is denied. In the event that the initial Planned Outage request is denied, the PJM Member reevaluates its Planned Outage schedule and submits a new utage request. This prcess is repeated until the PJM Member submits an utage request that is acceptable. PJM maintains a recrd f the apprved frecasted planned utage requests s that the validatin prcess is kept up t date. Rules & Regulatins There are rules and regulatins that exist regarding planned utages, including: PJM may withdraw its apprval fr a Planned Outage by ntifying the PJM Member wning r cntrlling the Capacity Resurce in advance f the planned cmmencement f the utage, in accrdance with deadlines fr such ntice as specified by PJM. Currently the deadline is at least 24 hurs in advance. Apprval fr a Planned Outage is withdrawn nly as necessary t ensure the adequacy f reserves r the reliability f the PJM RTO in cnnectin with anticipated implementatin r avidance f emergency prcedures. A PJM Member is nt expected t submit ffers fr the sale f energy r ther services r t satisfy delivery bligatins frm all r part f a Capacity Resurce underging an apprved Planned Outage. 14 Manual 10: Pre-Scheduling Operatins Sectin 2: Outage Reprting Planned Outage Extensin A Planned Outage Extensin is the extensin f a Planned Outage beynd its riginally estimated cmpletin date; such date being established at the start f these utages. A Planned Outage extensin starts at the same time the Planned Outage ends. A Planned Outage Extensin may be used in thse instances when the riginal scpe f wrk requires mre time t cmplete than riginally scheduled. The utage extensin is nt used fr thse instances when unexpected prblems r delays are encuntered t render the Capacity Resurce in questin, ut f service past the expected date f the Planned Outage. The request fr a Planned Outage Extensin must be submitted via edart at least 48 hurs befre the end date f the utage. Planned Outage Restrictins fr Black Start Units A Black Start Unit is defined as a generating unit that can start withut the assistance f an ff-site surce f pwer. Critical black start units are thse receiving cmpensatin fr prviding black start thrugh the PJM Black Start Service as maintained by PJM. In rder t ensure adequate black start capability is available in case f a system restratin, n mre than ne unit at a black start plant with multiple black start units may be n planned maintenance at any ne time (excluding utages n cmmn plant equipment which may make all units unavailable). In additin, cncurrent planned utages at multiple black start plants within a zne may be restricted based n Transmissin Owner requirements fr black start availability. These restrictins have been predefined, apprved by PJM and will be incrprated int the edart tl. A Generatin Owner may substitute anther black start unit (currently nt designated as critical) at a plant (n the same vltage level) fr a black start unit that is n a planned utage t allw a cncurrent planned utage f anther critical black start unit at a plant t begin. This substituted unit must have a valid black start test within the last 13 mnths t be cnsidered as an eligible substitutin. Revisin 23, Effective Date: 01/02/2008 9

15 Manual 10: Pre-Scheduling Operatins Sectin 2: Outage Reprting Maintenance Outages A Maintenance Outage is an utage that may be deferred beynd the next weekend but requires that the Capacity Resurce be remved frm service befre the next Planned Outage. Characteristically, these Maintenance Outages may ccur thrughut the year, have flexible start dates, are much shrter than Planned Outages, and have a predetermined duratin established at the start f the utage. The duratin f a Maintenance Outage is generally unlimited except during the PJM Peak Perid Maintenance Seasn, which is defined as thse weeks cntaining the 24 th thrugh 36 th Wednesday f the calendar year. Each such week shall begin n a Mnday, and apprved Maintenance Outages will be limited t a maximum duratin f 9 cnsecutive days, 5 weekdays plus the included weekends. 16 Manual 10: Pre-Scheduling Operatins Sectin 2: Outage Reprting Exhibit 3: Maintenance Outage Timeline Hwever, if a Maintenance Outage request is submitted fr a generatr, and an extended utage pses ptential reliability cncerns, then the utage duratin can be limited t 9 days, same as during the Peak Perid Maintenance Seasn. Examples f reliability cncerns include: The unit is a critical blackstart unit and anther blackstart unit in the area is already n Planned Outage. The unit is critical fr scheduled transmissin wrk. 17 Manual 10: Pre-Scheduling Operatins Sectin 2: Outage Reprting In the event that a generating unit has already been n a maintenance utage fr an extended perid f time when it is determined by PJM t be needed fr reliability, the generatin wner will be given seven days t make the unit available. The generatin wner must make every effrt t make the unit available in that timeframe. Maintenance General Infrmatin The Weekend Perid is defined frm Friday at 2200 t Mnday at Therefre, during the week, an utage is cnsidered a Maintenance Outage if, at the time f the request t the PJM dispatcher, the Capacity Resurce can carry lad at its present capacity beynd the next Mnday mrning at If the release f a Capacity Resurce is requested during the weekend, the utage is cnsidered a Maintenance Outage if, at the time f the request t the PJM dispatcher, the Capacity Resurce can carry lad at its present capacity beynd Mnday mrning, 0800 f the fllwing weekend. Three examples are given, as fllws: 1. If an utage request is submitted t PJM and it can be pstpned, it is the respnsibility f the PJM dispatcher t decide, as directed by the PJM RTO cnditins, whether the utage shuld be pstpned. If the PJM dispatcher decides that the utage shuld be pstpned beynd the next weekend and the Capacity Resurce fails befre 0800 n Mnday, the utage is cnsidered an Unplanned Outage. 2. If the PJM dispatcher decides that the utage shuld be pstpned beynd the next weekend and the Capacity Resurce fails beynd that weekend, but befre the scheduled start time f the utage, the utage is cnsidered a Unplanned Outage; prvided, that the cmpnent which failed is the cmpnent which wuld have been repaired as specified in the riginal request. The utage request must be prperly dcumented t explain this situatin. This allws internal PJM calculatins t cnsider the fact that the PJM dispatcher requested deferral f the event. 3. If the PJM dispatcher decides that the utage shuld nt be pstpned, but the utage is pstpned by the PJM Member and the Capacity Resurce fails, the utage is cnsidered an Unplanned Outage. If apprved, PJM acknwledges the Maintenance Outage request via the edart tl. Rules & Regulatins A PJM Member is nt expected t submit ffers fr the sale f energy r ther services, r t satisfy delivery bligatins, frm a part f the Capacity Resurce underging an apprved full r partial Maintenance Outage. Maintenance Outage Extensin A Maintenance Outage Extensin is an extensin f a Maintenance Outage beynd its riginally estimated cmpletin date; such date being established at the start f these Revisin 23, Effective Date: 01/02/

Unplanned Outages Market Sellers that wn r cntrl a Capacity Resurce whether r nt PJM RTO- Scheduled are expected t: Advise PJM f a Capacity Resurce Unplanned Outage suffered r anticipated t be suffered by the resurce as prmptly as pssible. Prvide PJM with the expected date and time that the Capacity Resurce will be made available. Make and submit t PJM a recrd f the events and circumstances giving rise t the Unplanned Outage. In this sectin yu will find the fllwing infrmatin: A descriptin f each type f Reserve (see Reserve Definitins ). Hw Reserve Requirements are determined (see Requirement Determinatin ). A descriptin f the PJM Day-ahead (Operating) Reserve Requirements (see PJM Day-ahead (Operating) Reserves ). Reserve Definitin Reserve represents the generating capability that is standing by ready fr service in the event that smething happens n the pwer system, such as the lss f a large generatr. (Reference NERC Perfrmance Standard BAL-002-0, Disturbance Cntrl Perfrmance, and PJM Manual 12, Attachment G). The severity f the event determines hw quickly the reserves have t be picked up. Exhibit 4 illustrates hw PJM classifies the different types f reserve. Cntingency (Primary) Reserve Manual 10: Pre-Scheduling Operatins Sectin 3: Reserve Requirements NERC utilizes the term Cntingency Reserves, which are n/ff-line reserves available within 15 minutes. PJM criteria require respnse within 10 minutes. Fr the purpses f this manual, Cntingency and Primary reserves are interchangeable. Cntingency (Primary) Reserve is reserve capability that can be cnverted fully int energy r lad that can be remved frm the system within 10 minutes f the request frm the PJM dispatcher. Based n the perating status f the facility that is prviding the reserve capability, Cntingency (Primary) Reserve is subdivided int Synchrnized Reserve and Nn- Synchrnized Reserve. B. Synchrnized Reserve Synchrnized Reserve is reserve capability that can be cnverted fully int energy r lad that can be remved frm the system within 10 minutes f the request frm the PJM dispatcher and must be prvided by equipment electrically synchrnized t the system. Included as Synchrnized Reserve are: i. the increase in the utput energy level f a synchrnized generatr which can be attained within 10 minutes; ii. iii. iv. the reductin in lad frm a synchrnized resurce which can be attained in 10 minutes; the lad f a pumped hydr resurce currently synchrnized in the pumping mde and capable f being shut dwn within 10 minutes (prvided that the PJM dispatcher had determined that the lss f the generating capability which the pumping wuld prvide wuld nt seriusly affect future PJM RTO reliability); and the maximum utput energy level that culd be attained within 10 minutes n a resurce perating as a synchrnus cndenser, prvided that: (a) it has been determined that the lss f vltage cntrl that wuld ccur by reversing the synchrnus cndenser t generating mde wuld nt seriusly affect future PJM RTO reliability; and (b) the interruptin f the resurce s synchrnizatin is nt required during transfer t the generating mde. C. Nn-Synchrnized Reserve Nn-Synchrnized Reserve is reserve capability that can be fully cnverted int energy r lad that can be remved frm the system within 10 minutes f the request frm the PJM dispatcher and is prvided by equipment nt electrically synchrnized t the system. Included as Nn-Synchrnized Reserve are: Revisin 23, Effective Date: 01/02/

21 Manual 10: Pre-Scheduling Operatins Sectin 3: Reserve Requirements i. the maximum utput energy level f a resurce which in the pinin f the Lcal Cntrl Center dispatchers can be attained within 10 minutes frm the PJM dispatcher s request t initiate the starting sequence; and ii. the reductin in lad frm a nn-synchrnized resurce which can be attained in 10 minutes. Scheduling Exceptins If a participating unit is scheduled n by PJM and the unit is taken ver by the wner prir t cmpletin f the test, the unit will be remved frm the exemptin prgram fr the year, and the wner will be respnsible fr scheduling the test fr the remainder f the winter verificatin windw. Participating units may be unavailable during the curse f the prgram fr nly tw weeks (ten business days) maximum. Units that are unavailable during the prgram fr mre than tw weeks will be remved frm the exemptin prgram fr the year, and the wner will be respnsible fr scheduling the test fr the remainder f the winter verificatin windw. Only tw start failures per unit are permissible during the curse f the prgram.
