This Request for information (RFI) is being issued for the Integrated Bridge System (IBS), intended to be procured by the Ministry of Defence, Government of India, for the Indian Naval Ships. Broad Based QRs of the system are placed at Annexure I. 2. Procedure for Response. (a) Vendors must forward the details sought as per the proforma placed at Annexure II. Additional literature on the product can also be attached with the reply. The RFI is to seek information on products that are available with the vendor. Deviations in parameters are acceptable at this stage and flexibility is possible. Other additional features if available may be indicated as optional equipment. Where possible a rough order of magnitude of costs is requested. (b) The response must be forwarded at under mentioned address, by 23 Feb 11:- PDSR Directorate of Staff requirements Block A Hutments Dalhousie Road IHQ MoD (N) DHQ PO New Delhi Fax The Government of India invites responses to this request only from Original Equipment Manufactures (OEM)/ authorized Vendors/ Government Sponsored Export Agencies (applicable in case of countries where domestic laws do not permit direct export by OEMs). The end user of the equipment is the Indian Navy. 4. Vendor is to state clearly if the system is already in use or under development. Necessary Government clearances would need to obtained, where applicable by the vendor for supply of the equipment to Government of India. 5. The vendors are to attach detailed technical specifications of the equipment being offered as response to this RFI. The expected date of response is four weeks from the date of receipt of this RFI. 6. This information is being issued with no financial commitment and the Ministry of Defence reserves the right to change or vary any part thereof at any stage. The Government of India also reserves the right to withdraw it should if be so necessary at any stage. The acquisition process would be carried out under the provisions of DPP Kindly acknowledge receipt of the RFI.

2 ANNEXURE I (REFERS TO PARA 1 OF THE RFI) BROAD BASED QRs OF THE INTEGRATED BRIDGE SYSTEMS 1. THE BROAD BASED QRs OF THE IBS SYSTEM ARE GIVEN IN SUCCEEDING PARAGRAPHS. 2. FUNCTIONALITIES. THE IBS SYSTEM SHOULD PROVIDE FOR THE FOLLOWING FUNCTIONALITIES:- ECDIS. ARPA. CONNING DISPLAY. 3. CONFIGURATION. THE IBS SHOULD BE CONFIGURED WITH THE FOLLOWING COMPONENTS:- A NETWORK, ALONG WITH NETWORK SWITCHES, HUBS AND GATEWAYS AS REQUIRED. MULTI FUNCTION CONSOLES (MFCs). MULTI FUNCTION DISPLAYS (MFDs). (D) SENSOR INTEGRATION UNITS/ SENSOR CONCENTRATORS, TO INTERFACE NAVIGATIONAL AIDS. (E) DATA DISTRIBUTION UNITS TO DISTRIBUTE NAVIGATIONAL AND OTHER INFORMATION TO USERS. (THESE MAY BE COMBINED WITH THE SENSOR INTEGRATION UNITS/ SENSOR CONCENTRATORS MENTIONED ABOVE). (F) RADAR SWITCHING UNITS OR SIMILAR EQUIPMENT, TO ENABLE CONTROL OF THE RADAR TRANS-RECEIVERS THROUGH THE MULTI FUNCTION CONSOLES. (G) A VOYAGE DATA RECORDER (VDR) ALONG WITH VOICE RECORDING FACILITY, TO MAINTAIN A RECORD OF ALL ESSENTIAL NAVIGATIONAL/ BRIDGE COMMUNICATION INFORMATION. (H) AN OPTICAL BEARING DEVICE (OBD), CAPABLE OF PLOTTING ELECTRONIC POSITION LINES ON THE ECDIS, THEREBY PROVIDING AN ELECTRONIC MEANS OF FIXING USING VISUAL OBJECTS. THE DEVICE SHOULD BE INTERFACED WITH THE ECDIS AND PROVIDE THE FOLLOWING FUNCTIONALITIES: - (I) RECORD OPTICAL BEARINGS AND PROVIDE DATA OUTPUT TO THE ECDIS DISPLAY WITH TIME STAMPS. (II) ASSIST IN IDENTIFICATION OF THE CONTACTS AT SEA BY PROVIDING THE AIS INUTS TO THE OPERTAOR AT THE OPTICAL SIGHT. (J) AN ECDIS BASED DIGITAL AUTO-PLOTTER, CAPABLE OF MAINTAINING GEOGRAPHICAL/ LOCAL OPERATIONS PLOT (GOP/ LOP). THE QRs FOR THE DIGITAL AUTOPLOTTER ARE AS FOLLOWS:-

3 (I) THE DEVICE SHOULD BE BASED ON AN IMO TYPE APPROVED ECDIS. SHOULD BE ABLE TO DISPLAY AND MAINTAIN LOCAL / GEOGRAPHICAL OPERATIONS PLOT ON A HORIZONTAL CONSOLE/ DISPLAY. (II) SHOULD BE ABLE TO CONTINUOUSLY DISPLAY AND RECORD THE TRACK OF THE OWN SHIP AS WELL AS THE TARGET TRACKS BASED ON THE RADAR, SONAR, DATA LINK AND MANUAL INPUTS. (III) PRINTER FACILITY TO GET A HARD COPY OF THE SHIP S PLOT IS TO BE AVAILABLE. (IV) DEVICE SHOULD BE ABLE TO INTERFACE WITH THE LEGACY SENSORS ONBOARD. (V) THE INTERFACING/ INTEGRATION OF THE DEVICE WITH THE SHIP S SENSORS INCLUDING LEGACY SYSTEMS IS TO BE PROVIDED BY THE OEM. (K) THE IBS PACKAGE WOULD ALSO INCLUDE INTEGRATED CAPTAIN S CHAIR(S) FOR THE BRIDGE. THE CHAIR(S) WOULD HAVE BUILT IN INTERNAL COMMUNICATION SUITE (LINKED WITH THE SHIP S INTERCOM SYSTEM), A COLLAPSIBLE FRONT DESK, OVERHEAD READING LAMP, COLLAPSIBLE/ FOLDABLE PC/ IPAD SCREEN PROVIDING IBS/ SHIP S LAN INPUTS AND A MINI KEYBOARD AND MOUSE BUILT IN THE ARM REST. THE CONSOLE SHOULD BE PROVIDED ON FLUSHED RAILS RUNNING ATHWART SHIP INSIDE THE BRIDGE, WITH A PROVISIN TO FIX THE CONSOLE IN ANYDESIRED LOCATION. THE CONSOLE SHOULD HAVE A SUITABLE FOOT REST AND THE RECLINING FEATURES BUILT IN. 4. EQUIPMENT TO BE INTERFACED. IN ADDITION TO THE EQUIPMENT LISTED AT PARA 3 ABOVE, THE IBS IS TO BE INTERFACED WITH ALL OR PART OF THE FOLLOWING THIRD-PARTY EQUIPMENT (DEPENDING ON THE CLASS OF THE SHIP, EXACT CONFIGURATION AND NUMBER OF EQUIPMENT/ SENSORS WOULD BE SPECIFIED IN THE SHIP SPECIFIC RFP):- (D) (E) (F) (G) (H) (J) (K) (L) NAVIGATION RADARS. AIS. TRANSMITTING MAGNETIC COMPASS. AUTOMATIC WEATHER OBSERVATION SYSTEM. GPS/ DGPS. CCTV SYSTEM. SHIP S GYROS. STEERING SYSTEM WITH AUTO PILOT. ECHO SOUNDER. ELECTRO MAGNETIC LOG. ELECTRO OPTICAL DEVICES.

4 (M) COMBAT MANAGEMENT SYSTEM FOR OUTPUT OF DATA, AS SUBSEQUENTLY DESCRIBED IN THIS DOCUMENT. (N) INTEGRATED PLATFORM MANAGEMENT SYSTEM (IPMS) FOR INPUT DATA, AS SUBSEQUENTLY DESCRIBED IN THIS DOCUMENT. 5. SOURCE(S) OF EQUIPMENT. NEW INDUCTIONS. EQUIPMENT LISTED AT PARA 3 AND PARA 4 -(F) ABOVE ARE TO BE INCLUDED IN THE SCOPE OF SUPPLY OF THE IBS. THESE EQUIPMENT ARE TO BE SELECTED EITHER OUT OF IHQ MOD(N) NOMINATED LIST OR ARE TO BE DULY APPROVED BY IHQ MOD(N) PRIOR INDUCTION. THE EQUIPMENT AT SUB PARAS 4 (G)-(N) WOULD BE NAVY/ SHIPYARD SUPPLY EQUIPMENT. EXISTING PLATFORMS. EQUIPMENT LISTED AT PARA 3 ARE TO BE INCLUDED IN THE SCOPE OF SUPPLY OF THE IBS. EQUIPMENT LISTED AT PARA 4 WOULD BE NAVY/ SHIPYARD SUPPLY EQUIPMENT. 6. CUSTOMISATION. THE ECIDS AND ARPA SOFTWARE PROVIDED AS PART OF THE IBS IS TO BE IMO TYPE APPROVED AND CONFORM TO THE LATEST PERFORMANCE STANDARDS PROMULGATED BY IMO AND PUBLISHED IN THE LATEST EDITION OF INTERNATIONAL ELECTROTECHNICAL COMMISSION DOCUMENT (IEC). THE CONNING DISPLAY PAGE IS TO BE CUSTOMISED AS PER THE IN REQUIREMENTS. 7. SCOPE OF WORK. THE OVERALL SCOPE OF WORK FOR FITMENT OF THE IBS SYSTEM ONBAORD THE NAVAL PLATFORMS IS AS FOLLOWS:- NEW CONSTRUCTION SHIPS. (I) THE IBS VENDOR WOULD BE RESPONSIBLE FOR PROVIDING A THREE-DIMENSIONAL LAYOUT DESIGN OF THE BRIDGE TO IHQ MOD(N) FOR APPROVAL. THE DESIGN SHOULD BE IN COMPLIANCE WITH IMO AND CLASS RULES AND SHOULD INCORPORATE THE LATEST TRENDS IN THE WARSHIP BRIDGE DESIGNS. VISIBILITY ANALYSIS ENSURING MINIMAL INTERFERENCE OF BLIND ANGLES AND OPTIMAL VISUAL CAPABILITY SHOULD ALSO BE MADE PART OF THE DESIGN TO PROVIDE THE MOST OPTIMUM SOLUTION FOR THE SHIP. (II) ONCE THE DESIGN IS APPROVED BY THE IHQ MoD(N), THE IBS VENDOR WOULD PROVIDE THE OPTIMUM IBS CONFIGURATION BASED ON THE CLASS OF THE SHIP. (III) THE IBS VENDOR SHALL BE RESPONSIBLE FOR THE COMPLETE SYSTEM INTEGRATION AND WILL BE REQUIRED TO INTERACT DIRECTLY WITH THE VENDORS OF THE THIRD-PARTY EQUIPMENT, FOR THE RELEVANT OUTPUTS AND INTERFACE PROTOCOLS. PROVISION OF INTERFACE BOXES/ CONVERTERS, WHERE REQUIRED, TO CONVERT THE OUTPUT DATA STREAMS FROM THIRD-PARTY EQUIPMENT, INTO THE DESIRED FORMAT FOR INPUT INTO THE IBS, WILL ALSO BE THE RESPONSIBILITY OF THE IBS VENDOR. EXISTING PLATFORMS. (i) ONBOARD EXISTING PLATFORMS, THE IBS VENDOR WOULD BE RESPONSIBLE FOR PROVIDING A MODIFIED BRIDGE DESIGN, FITMENT OF THE IBS INSIDE THE BRIDGE AND RE-LOCATING THE

5 EXISTING EQUIPMENT AS REQUIRED TO PROVIDE THE MOST ERGONOMIC, AESTHETIC AND OPERATIONALLY EFFECTIVE SOLUTION. (ii) THE IBS OEM WOULD BE RESPONSIBLE TO PROVIDE THE COMPLETE INTERFACING SOLUTION WITH ALL THE SHIP BORNE SENSORS, INCLUDING THE EXISTING LEGACY SYSTEMS, WITH THE IBS.

6 ANNEXURE II (REFERS TO PARA 2 of the RFI) FORMAT FOR RENEDERING REPLY TO THE RFI S No PARTICULARS REPLY (D) NAME OF EQUIPMENT. CAPABILITY OF THE FIRM TO SUPPLY AND INSTALL THE EQUIPMENT LISTED AT PARAS 3 AND 4 OF ANNEXURE 1, INCLUDING THIRD PARTY EQUIPMENT, AS A COMPOSITE IBS PACKAGE AND SOURCE IT AS PER THE PROVISIONS OF PARA 5. PROPOSED TIMELINES FOR SUPPLY. PROPOSED TRIAL METHODOLOGY TO BE FOLLOWED. (E) FOREIGN NATIONS/ORGANISATIONS TO WHICH SUCH EQUIPMENT MAY HAVE BEEN SUPPLIED /PLANNED TO BE SUPPLIED. (F) (G) (H) WHETHER COMPANY HAS MANUFACTURING /SERVICING SET UP IN INDIA. IF NOT, WHAT ARE THE FUTURE PLANS TO SET UP A MANUFACTURING/ SERVICING SET UP IN INDIA.
