2 1.0 Intrductin and Objective ExxnMbil s Santa Ynez Unit Facility (SYU) finalized permitted and cnstructin and began peratins in Since that time, all crude il exprt has ccurred via the Plains All American Pipeline Line 901 and 903 (PAAPL) which is cnnected t the LFC facilities at the LFC Transprtatin Terminal. In May 2015, the PAAPL Line 901 pipeline experienced an incident where a failure resulted in the shutdwn f bth Line 901 and 903 that SYU utilized t transprt crude t refineries. ExxnMbil is submitting the SYU LFC Interim Trucking applicatin t allw prductin peratins t re-start at the Santa Ynez Unit fllwing shutdwn f the PAAPL pipeline and subsequent preservatin f the SYU facilities. The applicatin requests peratin f interim trucking until a pipeline alternative is available. The interim trucking facilities wuld be lcated in Las Flres Canyn (LFC) apprximately twelve (12) miles west f Gleta and cnsist f the activities described in Attachment A.3 Descriptin.. All highway transprtatin frm LFC will be limited t State Highway 101; n truck traffic will be directed thrugh State Highway 154. Transprtatin in urban areas will be limited t the extent feasible. Truck lading and transprtatin peratins wuld ccur seven days a week, 24-hurs per day except as nted belw. After unlading at ne f the designated facilities, the trucks culd return directly back t LFC t relad r they culd be reassigned t ther peratins. This Crude Oil Transprtatin Risk Management and Preventin Prgram (CO-TRMPP) has been develped t ensure that the interim trucking is cnducted in a safe and efficient manner. 2.0 Elements f the CO-TRMPP The CO-TRMPP shall apply t any and all highway shipments f prduct frm ExxnMbil's SYU facility in Las Flres Canyn t the reginal receiving lcatins as part f the LFC interim trucking. Prduct carriers shall be required t cmplete the Crude Oil - Mtr Carrier Safety Survey (Exhibit A) prir t starting shipments frm LFC. LFC Operatins persnnel will verify that each carrier meets r exceeds the safety standards. LFC Operatins persnnel will als cnduct a safety and perability inspectin (checklist) f trucks prir t lading and prir t transprt frm LFC. Any truck that receives an unsatisfactry inspectin will n lnger be permitted t transprt prduct until the issue has been crrected. LFC Operatins has als develped a prcedure fr the trucks t fllw during the truck lading. If, based n ExxnMbil peratr bservatins, the carrier's actual perfrmance in lading at LFC is incnsistent with the Safety Survey, safety inspectin, r the prcedure, ExxnMbil will re-evaluate the carrier's ability t safely lad and haul prduct. If the issues cannt be reslved t demnstrate the carrier's ability t safely lad and haul prduct, use f that carrier will be discntinued until they successfully satisfy ExxnMbil's requirements. 3 There are n specific, pre-established criteria fr terminating use f a carrier insfar as there are ptentially many different situatins in which ExxnMbil may decide t take such actin. Fr the mst part, this decisin will be based n peratinal and technical judgment made by LFC perating and engineering persnnel after reviewing the facts f the situatin at that time. In general, any human r mechanical issues that pse the ptential t cmprmise safe peratins will be cause fr discntinuing use f any carrier until such issues are reslved t ExxnMbil's satisfactin. An ExxnMbil peratr will be present during the lading activities. The peratrs will be trained prir t cmmencing lading peratins and what t inspect using the develped prcedure and checklist. The peratr will advise his r her supervisr if there is an issue with the truck r driver. If an issue is bserved prir t lading, the truck will nt be laded and the carrier's dispatcher will be ntified t crrect the issue befre the truck will be laded r t send anther truck. If an issue is discvered after a truck is laded (e.g., verlad, leak), the driver will be instructed nt t leave LFC until the issue is crrected. In additin t the ExxnMbil LFC cmpany cmpliance plans, the selected carrier will have cmpliance plans in place t respnd t accidents and ther incidents such as listed belw: - Emergency Actin Plan - Spill Preventin Emergency Respnse Cntainment Plan - Incident Investigatin and Reprting Plicy - Incident Reprting Flw Chart ExxnMbil will include prvisins in its cntracts with each carrier t require a number f safety and peratinal requirements. The requirements are included in the Crude Truck Lading Prcedure and the LFC Site Specific Safety Training fr All Truck Drivers.
