1 Appendix A - Technical Specifications Scope of Work The JEA is seeking to engage a qualified consultant to perform Professional Geotechnical and Material Field Laboratory Testing and Inspection Services, on an as-required and on-call basis, for various construction and maintenance projects within JEA s service area. The consultant must have the ability to provide complete testing services as defined below, by both qualified personnel and equipment in the field and laboratory, for construction materials testing through their company. The firm must be able to perform testing services that conform to the Florida Department of Transportation, County and other governing agencies. The firm shall have personnel able to be in the field for extended periods of time to ensure project schedules will be not affected. Through this Request for Proposal (RFP), JEA intends to award a single contract to a qualified firm to remain in effect for a period of three years. At the JEA s sole option, the term of the contract may be renewed for two additional one year renewals. The professional capabilities of the firm directly involved with testing work must have a demonstrable expertise in the specialized areas and proven responsiveness necessary to accomplish the services required and certified personnel, equipment, and laboratory, where appropriate. The selected Consultant shall be American Association of State Highway and Transportation Officials (AASHTO) accredited for soils and aggregate testing. For these services, the consultant is expected to furnish all necessary field equipment and other supporting equipment and consumables. All projects shall be specified by JEA personnel on a Task Order basis and will be located anywhere within JEA s service area. The anticipated geotechnical and materials testing and inspection services include: General Geotechnical and Materials Field Testing including, but not limited to, compaction testing of embankments, filter material, pipe trenches, structure backfills, road sub-grade, road sub-base courses, road base course, etc. General Geotechnical and Materials Laboratory Testing services include: 1. Atterberg Limits 2. Standard and Modified Moisture Density Relationships 3. Specific Gravity of Soils 4. Fractured Faces 5. LA Abrasion 6. Coarse and Fine Soil Gradations (w/ and w/out hydrometer analysis) Additional laboratory test methods to include: 1. Limerock Bearing Ratio (LBR) 2. Organic Content 3. Soil Classification 4. Moisture Content 5. Compressive Strength All field and laboratory testing results shall be provided to JEA project managers with a Professional Engineers certification if required. All testing results including numeric data, maps, exhibits or diagrams shall be provided to the JEA Project Manager or other designated personnel in compatible digital (PDF or Microsoft Word & Excel formats) and paper copy formats. All tests performed shall be located geographically in reference to their respective project site and the geographic information shall be identified on all test results Appendix A - Technical Specifications Page 1 of 3

2 For each project, a JEA representative will meet with the Consultant to discuss the scope of work assignment. This representative will provide the Consultant with minimum of the following information: 1. The number and type of testing needed (for the types listed in the bid proposal). 2. The purpose of the testing (ie. Quality Assurance/Quality Control) 3. Contact information 4. Anticipated schedule for delivery of formal test results 5. Discussion of informal field test results The Consultant will be paid per the rates identified in the Negotiated Fee Proposal. Specifications: The following test specifications are to be upheld: 1. All geotechnical and materials testing will be performed under the direct supervision of a Licensed Professional Engineer in the State of Florida. 2. All testing shall be performed in accordance with ASTM or AASHTO equivalent test. 3. Consultant shall have all necessary equipment to perform field and laboratory testing as described in the ASTM or AASHTO testing procedures. 4. Consultant shall provide certified personnel to perform all field and laboratory testing services. Certifications to include ACI Grade 1 or equivalent, Nuclear Gauge Safety & Training and all other pertinent laboratory training. 5. Consultant is responsible for vehicular transportation to and from each project site including collection and hauling of test specimens, as required. 6. Consultant shall possess all computer hardware, software, printers/plotters, scanners, copiers and trained personnel to provide JEA with digital or hard copy test results including field notes, sketches, electronic data files, exhibits, maps, certified test results, etc 7. Consultant shall prepare and submit for JEA approval a Chain of Custody Procedural Plan for all materials to be tested. 8. All field testing shall be performed on-site at the project locations. Preliminary results are to be shared with JEA personnel. Location of Sites: Field testing and sample collection can occur anywhere within JEA s service area. Time of Performance: For schedule work, the Consultant will be given a minimum 24-hour notice to begin work on each project, and the deadline for each assignment will be negotiated when the assignment begins. The Consultant will also be required to perform emergency work on an as-needed basis and shall respond within two (2) hours of being notified. The consultant shall provide multiple contacts available to respond to emergency work as needed. Emergency notification may occur anytime throughout the week, 24 hours, 7 days. Terms: The Consultant will be paid for accepted products on a unit cost basis and number of units tested or performed at the billing rates contained in the Fee Proposal. Monthly invoices shall be based on units performed and accepted by the JEA. The invoices shall include certified copies of the test results for each requested payment and a brief narrative that describes the work performed by the Consultant. Fees: The selected Consultant shall provide a per unit cost for each category listed in the Fee Proposal, which will be provided during negotiations. The fees for Pay Item shown shall include staff or personnel time at the Project site to collect test materials, conduct field tests and produce field results, and any related materials testing equipment Appendix A - Technical Specifications Page 2 of 3

3 necessary to complete the work. No additional charges may be billed for materials such as nuclear gauges, equipment rental, mobile lab facilities, equipment calibrations, equipment licensing, soil sample buckets/bags, calculators, computers, wheel barrows, hand tools or administration/clerical materials but should be included in each respective unit cost will include on-site equipment set-up and a period of data acquisition for a related group of compaction tests. Pay Item F3, Personnel Stand-by time will be approved by JEA personnel and paid for at the unit rate shown in the Fee Proposal. Stand-by time is the time which the Consultant has to wait at the Project site because of circumstances beyond his control such as late materials delivery and construction sequencing. The Consultant will also be compensated for Stand-by Time for emergency work where the consultant was notified for unscheduled work inside the 24 hour notice period. The number of tests shown in the Fee Proposal are estimates by JEA only, makes no representation that the actual number of tests utilized will be more or less. There will be no provision for stand-by pay nor will there be a minimum number of tests per site. Company's Certification By submitting this Proposal, the Proposer certifies that it has read and reviewed all of the documents pertaining to this RFP and agrees to abide by the terms and conditions set forth therein, that the person signing below is an authorized representative of the company, that the company is legally authorized to do business in the State of Florida, and that the company maintains in active status an appropriate license for the work. The company certifies that its recent, current, and projected workload will not interfere with the company's ability to Work in a professional, diligent and timely manner. The Proposer certifies, under penalty of perjury, that it holds all licenses, permits, certifications, insurances, bonds, and other credentials required by law, contract or practice to perform the Work. The Proposer also certifies that, upon the prospect of any change in the status of applicable licenses, permits, certifications, insurances, bonds or other credentials, the Company shall immediately notify JEA of status change. THE REPORT SHALL BE PRESENTED IN THE ORDER DESCRIBED BELOW. IN ORDER TO BE CONSIDERED A QUALIFIED SUPPLIER BY JEA YOU MUST MEET ALL THE CRITERIA LISTED AND BE ABLE TO PROVIDE ALL THE SERVICES LISTED IN THIS SPECIFICATION. THE PROPOSER MUST COMPLETE THE FOLLOWING INFORMATION AND ANY OTHER INFORMATION OR ATTACHMENTS.
