4 IMPRESS Challenge Current health emergency management systems consist of disconnected command & control operations lacking of appropriate coordination mechanisms for the actions of the separate services to turn them into an effective, multifaceted crisis response mechanism.

14 Mass Casualty Incident An incident that creates more victims than there are means to assist them. Single versus multiple locations A larger and more complex structure is required. The primary focus of mitigation efforts for the incident is the triage, treatment and transport of patients off the scene. May or may not result in activation of a Mobile Incident Command Post

25 Palermo Field trial Large scale Civil Protection Exercise organized in Palermo in June 7 th, 2016 in cooperation with Italian Civil Protection Authorities of Sicily The exercise included field testing and operational use of the IMPRESS components Reference scenario was a fire and explosion on board a cargo ship moored outside the port of Palermo Several wounded and contaminated crew members Toxic cloud spread over the Kalsa District (down town) of Palermo lead to respiratory emergencies

32 IMPRESS CRNA GORA 2016 Pilot Athens, Greece Podgorica, Montenegro Consequence management exercise organized by EADRCC involving many stakeholders from several countries. IMPRESS integrated as part of CC activity. The scenario refers to a flood and chemical incident, which required response and the deployment of emergency teams in eight main sites surrounding Podgorica. NATO CMDR COE Operators used INCIMOB on the field victims data and situational reports were dispatched to the Athens Operational Center deploying INCIMAG.

40 General conclusions and feedback from trials Architecture flexible enough to be adapted to diverse organizational structures Developed for multi-casualty incidents and multi-agency coordination during emergency. Can be adapted to fit routine operation of emergency medical services System deployment within days in different countries Prototype operated during trials by end users with minimum training Requirements of multiple stakeholders involved in disaster response can be addressed End to end medical information management during disasters Integration to legacy systems (HIMS/FLILOLAOS, Greece/EKEPY) Next step: Pilot scale pre-operational use and validation
