9 Citation Processing Citation Processing Project Citation Processing is the group of unique applications that receives, evaluates and processes data files sent by FCCC (Courts), Department of Revenue, DHSMV Motorist Maintenance and Commercial Driver License Information System (CDLIS). When a citation is received, the system will determine if a sanction should be added based on the data sent, an evaluation of the driver record and statutory requirements. If a sanction is added, Citation Processing initiates the creation of the customer notification. The Citation Processing system produces internal reports assisting DHSMV with program administration oversight. 9

10 Citation Processing Current Challenges All data files are processed using scheduled batch processes. These files are run nightly; however, due to the complexity of applications, the files could encounter a hour processing delay before records are updated. Batch process scheduling for all received citation data delays the driving record from being updated in a timely manner. Some data elements are not currently evaluated by the supplemental disposition process. Letters to drivers are not clear and concise, which leads to compliance questions that have to be addressed by DHSMV and field offices. 10

11 Citation Processing Current Challenges Current sanction processing does not assess points when the court orders a sanction. Florida conviction letters for out-of-state commercial drivers are not being tracked, which may cause non-compliance with American Association of Motor Vehicle Administrators (AAMVA) or Federal Motor Carrier Safety Administration (FMCSA) requirements. The customer may receive multiple notices of incurred sanctions from Citation Processing and Financial Responsibility. 11

12 Citation Processing To-Be Citation Processing data received from CDLIS regarding convictions, and from Motorist Maintenance, will be processed via a web service interaction. Citation Processing data files received from the Courts will be processed in sameday, scheduled batch processes. The Supplemental Disposition Process will have additional core supplemental fields for automated evaluation and processing, such as CMV Flag Hazmat Flag Re-Exam Flag B.A.L. 12

13 Citation Processing To-Be All customer letters will be streamlined and consistent. Customers will receive a single letter for specific incurred sanctions from Citation Processing and Financial Responsibility. Store customer letters electronically for future review/retrieval. Redesign program reports and retire obsolete reports. Utilize notifications and work queues. Add new citation validations (i.e., school or proof of compliance elections) to improve data quality. 13

14 Citation Processing To-Be Enhance the Driver School Completion Process to provide the clerks with school completion data in order to combat certificate fraud. Create an automated process for Non-DUI Interlock when it is court ordered. The Ignition Interlock time period will be accepted through the Traffic Citation Accounting Transmission System (TCATS) with non-dui violations/violation codes. If the verdict associated with a school or proof of compliance election has been determined invalid (exceeds the legal limit), the Inventory system will return an electronic validation error to the court for correction, instead of producing a manual error report. The courts often request copies of letters. DHSMV customer letters will be electronically stored exactly as they were distributed to the customer; therefore, they will be readily available upon request. 14

15 Bulk Transcripts The new system will require clerks to request and pick up their bulk transcripts by calling the DHSMV web service, instead of placing the file in a folder. The FCCC is currently using the existing DHSMV Transcript Service for the purpose of obtaining individual transcripts. Additional service methods will be added to this service to accommodate bulk transcript requests and the same credentials currently being used for obtaining individual transcripts will also be used for bulk. The anticipated service methods to be added are as follows: Bulk Transcript Request This method is used for requesting one of five bulk transcript requests and will include a list of driver license numbers. Bulk Transcript Request Inquiry This method is used to check the status of a bulk transcript request or to receive the technical key needed for the download. Bulk Transcript Request Download This method is used to download the bulk transcript data. 15

16 Bulk Transcripts The format of the data will be in either JSON or XML, unlike the current fixed length, flat file. In addition, clerks will have the option of receiving the actual PDF in addition to the data. The existing Transcript Service being called by FCCC is returning transcript data in XML or JSON format via the actual HTTP response body. Due to the large volume of data returned for bulk transcript requests, the actual transcript data itself will be returned via a zipped folder containing a single text file. A summary of the data returned is as follows: Bulk Transcript Request Summary This will contain information, such as the number of records in the file, the total price of the bulk transcript request, if applicable, and several additional summary metrics. A list of transcript request responses This information will be contained in a text file located inside a zipped folder. If the status was Found, the transcript request response will include the transcript data in XML or JSON format. In addition, the system will allow the option of requesting the transcript in a PDF format, as well. If this option is chosen, a property will exist in the XML containing the base 64 encoded PDF. When the Application Programming Interface (API) is designed, DHSMV will be creating a spec document to present to the clerks to begin coding on their end. 16
