From July 1, 2009 Shell's Life-Saving Rules have been fully enforced. Shell s Life-Saving Rules set out clear and simple do s and don ts covering activities with the highest potential safety risk. They are not new. Most people comply with them every day but there are still breaches taking place. The Life-Saving Rules help to make sure that rules are followed and people are protected. Compliance with the Life Saving Rules is mandatory, and the Life Saving Rules are applicable to all operations under Shell s operational and / or governance control. Each reported non-compliance will be investigated. And failure to comply will result in disciplinary action, up to and including termination of employment for Shell employees, or for employees of contractors or sub-contractors,

3 removal from the site and disqualification from future Shell work. Supervisors are held accountable to communicate and ensure compliance. If you choose to break the rules, you choose not to work for Shell. The 12 Life-Saving Rules are: Work with a valid work permit when required Conduct gas tests when required Verify isolation before work begins and use the specified life protecting equipment Obtain authorisation before entering a confined space Obtain authorisation before overriding or disabling safety critical equipment Protect yourself against a fall when working at height Do not walk under a suspended load Do not smoke outside designated smoking areas No alcohol or drugs while working or driving While driving, do not use your phone and do not exceed speed limits Wear your seat belt Follow prescribed Journey Management Plan 6. Site Safety Requirements If you plan to visit the terminal, you need to o Wear safety shoes and safety helmet o Leave any ignition source such as lighter, mobile phone, camera, pager, electronic car key or other electronic appliances at the security check point o Be accompanied by a terminal staff 7. Customer Pickup Bulk Vehicle Inspection Procedure a. This procedure applies to all pick up bulk vehicles that are entering TYI for product loading, discharging within Distribution.

4 b. This procedure applies with the conjunction of : i. Customer pick up Bulk Vehicle Standards Hong Kong Distribution ii. Dangerous Goods Ordinance HKSAR Legislation c. The roles and responsibilities of inspection procedure are: i. The gantry foreman are responsible for pick up bulk vehicle inspection ii. The Security Guard are responsible to check the validity of pick up bulk vehicles that are entering the main gate. iii. The Gantry foreman are responsible to issue validity permit label to pick up bulk vehicle that had been passed the inspection. Arrange safety video training to new coming drivers by Security Guard if found. d. All pick up vehicle must be inspected annually. Only the safe compliance vehicles are allowed to entering TYI. All non-safety standard vehicles are rejected to entering TYI and re-inspection should be required after being rectified. e. User Procedure Responsibility Step Action Sales/CSC 1 Inform central control room taht a new pick up bulk vehicle will require safety inspection Security Guard 2 Instruct the driver to park the vehicl at a designated position when arrived TYI Gantry Foreman 3 Carry out vehicle inspection jointly with the driver, recorded and filed the inspection form after completion of inspection, prepare inspection summary to Security Guard for in-gate checking Gantry Foreman 4 Inform Central Control Room that the result of inspection Gantry Foreman 5 Issue validiy label to the driver after confirmed safety compliance, and the driver will display the label at a prominent place at the driver cabinet

5 Security Guard 6 Security Guard should check for validity label for all in-gate pick up bulk vehilcles.
