2 TECHNICAL MEMORANDUM DATE: August 15, 2012 Project No.: TO: CC: FROM: Sean Rabe City of Sutter Creek Gerald Fejarang, PE Aquality Water Management Christopher Harré, G IV Aquality Water Management SUBJECT: O&M Advisory Report for July 2012 Objective The objective of this Technical Memorandum is to provide the City with a status progress update of the O&M Management Advisory efforts that are currently taking place at the City s WWTP, ARSA and Sewer Collection Systems. Operations Management Plant Status Constituent Monthly Ave Daily Max Eff. Flow, MGD Eff. BOD, mg/l Settleable Matter, ml/l Eff. TSS, mg/l Total Coliform, MPN Flows through the plant for the month of July were very similar to the previous month. Effluent BOD numbers were lower this month which indicates better treatment of the plant inflows. Settleable matter remains the same as the previous month. Compliance Issues None to report for the month of July The monthly report for the wastewater treatment facility is currently being generated and will be submitted to the RWQCB on time. Operational Strategy Modifications Staff initiated the development of Emergency Response Plans. Aquality along with assistance from Sutter Creek staff is developing PM Workflow documents. Aquality along with assistance from Sutter Creek staff is developing Standard Operating Procedures (SOP s) for the WWTP. (On going) Ferric Chloride dosing was continued for the month of July. An increase in the dosage of the Ferric Chloride in the early part of the month has increased the solids capture in the clarigesters. Staff initiated trickling filter flooding as a routine maintenance activity. This procedure has significantly reduced the insect population associated with the trickling filter. It has also increased the overall health of the biomass inside the trickling filter. Staff initiated a procedure for aerating the emergency storage reservoir and then returning water back into the plant. At present the level is drained down to lowest allowable level as designated by

3 Page 2 the depth the aerators require. Staff initiated a weekly look ahead schedule for WWTP staff. Aquality initiated a biweekly safety training program for the Sutter Creek operations staff. They have now taken over this training. Staff initiated a regular wasting program from the clarigesters. This has started to show signs of increased effluent quality from the clarigesters. Aquality has started a weekly training program on the unit processes. Staff initiated a routine flushing of influent channel to alleviate the buildup of odor causing debris. Emergency Response/Callout Events The following emergency responses/callouts occurred this month. 7/15/12 - Overflow at manhole: 75 Church St <5 gallons. 7/20/12 - Pump station callout: 101 Boston Alley Odor Complaints Nothing to report Power Failures (WWTP) Nothing to report. Injuries/Accidents No reportable injuries or accidents. Safety Activities Safety tailgate meetings were initiated for the month of July. All tailgate meetings are being documented. Safety Punch list (9/23/2010): Staff is still working to complete the safety punch list. See pending items below: Secure steps at Rotostrainer (in progress) Install missing reset button at Rotostrainer- COMPLETED Replace walkways on sludge bin, construct new chock block for bin-completed Replace handrail on recirculation pump station (in progress) Safety screen pumps in old chlorine room Safety screen incline augers for Rotostrainer. Training In house treatment process training continues. Staff continues developing word processing skills by writing plant standard documents with Aquality s guidance. Maintenance Management Assets at risk of failure Nothing to report. Equipment Failures Repair Required High Priority: #2 Clarigester motor and gearbox to be replaced. Medium Priority: Recirculation Pump recently repaired has been reinstalled and now in operation. Low Priority: None tasked at this time.

4 Page 3 Equipment being repaired (Expected Completion) All repair and replacement projects (list being developed) will be assessed by Ops management and City WW Engineer. Once alternatives are developed, recommendation to be sent to City Manager for approval. Rabb Street pipeline repair design and spec docs RFP has been released and a pre-bid site walk has been scheduled. Patricia Lane Area engineering method of repair WRF is assisting. Modifications to Facilities Nothing to report. Work Order Management This objective is to get the PM work order system into the CMMS system. Housekeeping and Grounds City staff completing weed patrol to minimize unwanted vegetation. City staff has attended Pest Control Training Seminar City staff started doing preparatory work for painting equipment, and started painting. City staff continues to keep effluent landers clean.
