6 THE KEY TO THE COMPANY S SUCCESS: TO BE ONE STEP AHEAD The year 2017 has started with major changes for Lithuanian Railways: nearly all top managers of the company have changed. Does this also mean that changes in the operations of one of Lithuania s largest companies are inevitable? Egidijus Lazauskas, a new Deputy Director General at JSC Lithuanian Railways and the Director of the Freight Transportation Directorate of the company speaks about the challenges awaiting Lithuanian Railways. Perhaps the most important question that the company s partners and customers are asking after the changes in the management is what other changes are ahead. We are definitely not planning any revolutions. Lithuanian Railways is one of Lithuania s largest companies and is an enterprise with established processes, which means that any changes will be appropriately evaluated and weighted and appropriate preparatory work will be performed, so no unexpected novelties are going to occur. We will certainly do everything to make the company even more advanced, to make our operations more transparent and make our services even more attractive and convenient. In your opinion, what major challenges will Lithuanian Railways encounter in 2017? The geopolitical situation is fairly difficult: the shrinking global trade, the growing protectionism, the new political nuances after the US elections and the forthcoming European elections will affect our operations and we will certainly encounter challenges. But I am sure that we can successfully deal with them. The year 2016 was also rich in changes, but Lithuanian Railways has managed to retain stable freight transportation volumes, while the results of our Latvian and Estonian colleagues have decreased considerably. We are expecting an even fiercer competition this year, which means that retaining the same results won t be easy. Railway companies of the neighbouring countries are likely to seek to restore their freight transportation volumes at the expense of Lithuanian Railways, in particular as far as transportation from the largest Belarusian factories are concerned. Russia is already doing everything to transport its cargos through its own ports located in the vicinity of St Petersburg and in this manner outskirt the Kaliningrad port and avoid transit through the Lithuanian territory. We can see a consistent implementation of this strategy. For instance, the load of Ust-Luga port in 2010 was 11.7 million tonnes, while the load in 2016, according to preliminary data, is over 90 million tonnes. We expect to achieve good results this year. We transported 47.6 million tonnes of freight in 2016 and would like to increase this figure this year by at least 2 3%. Our goals are ambitious and we must therefore be at least one step ahead of our competitors. Do we, if compared to the neighbouring countries, have any competitive advantages that will enable us to retain our positions? The key to success of any company is to always be at least one step ahead of competitors. But that one step has a number of constituent parts. The main means to enable a company to be a successful competitor include a modern approach to the freight transportation business, a constant focus on customers, the high quality of services, investments in the railcar and locomotive fleet, implementation of the latest IT, and a transparent management. We are a company using world-class, integrated logistics solutions. A strategy oriented towards long-term results is one of the strengths of Lithuanian Railways. We want to and will ensure a long-term cooperation with our customers. 6

7 Lithuania is known as a transit country with old transport and logistics traditions. We are delighted with our close cooperation with Klaipėda seaport, which is the most northern ice-free port on the Baltic Sea. Klaipėda seaport is Lithuania s most important and largest transport hub, where sea, land and rail ways from the east and west intersect. Expertise, reliability, safety and high quality services are among the key advantages of Lithuanian Railways. We are experienced in transporting both large and small freights. We plan to continue to expand the geography of our transportations. We will also consider the future trends in the field of logistics and expand our intermodal and multimodal transportations as they enable us to offer customers safe, regular, more environmentally-friendly and quick transportations. We have new, modern intermodal terminals in Vilnius and Kaunas, which are intended for integrating different types of transport. These terminals enable us to increase freight mobility, ensure an efficient use of transport, improve the quality of freight transportation and customs services, cut freight transportation costs, and cooperate with companies from different industries. We should not forget about the unique railway station in Šeštokai, where rails of two standards 1,435 mm and 1,520 mm connect, which makes this town a key transit point between the Baltic States and western EU countries. We should also mention that the new procedures and electronic measures implemented have speeded up our work. We have achieved a record time in which freights cross the EU border the entire train at Kena border post is checked and released in 30 minutes. What pricing strategy will be used as the company continues cooperation with Belarus one of our key partners? Belarus remains the main partner of Lithuanian Railways. This is a result of our long-term cooperation. The amount of freights transported between Lithuania and Belarus last year was 17.4 million tonnes, which accounted for 36% of the total freight flow. In 2016, compared to 2015, the transportation of freights between Belarus and Lithuania increased by 5.9%, which means that the principles of our pricing strategy will be aimed at retaining and even increasing the volume of Belarusian freights. The company will continue to cooperate closely with the main freight senders and will aim to offer competitive conditions for freight transportation and for receiving additional transport and logistics services. And, we will certainly cooperate closely with Russia, Kazakhstan, Ukraine, Poland, Germany, the Czech Republic, Scandinavia and other countries. Local customers are also important. 8 What new projects are envisaged in 2017? Lithuanian Railways is interested in participating in the joint project of Belarus and China, The Great Stone. The Great Stone Industrial Park is called one of the highlights of China s national project The Silk Road Economic Belt and should become a gate to Europe for Central Asian countries. Lithuanian Railways and Klaipėda seaport cooperate with China Merchants Group. We believe that our expertise will bring good results and help us join this project. We are convinced that we can be useful to our potential partners because Lithuania boasts a well developed and integrated transport infrastructure and capacities: the smallest distance to the industrial park being developed in Belarus is 500 km, while Klaipėda seaport is situated in the centre of the Baltic region, which means we can ensure highquality logistics solutions for transporting freights through the Lithuanian territory. What priority tasks have been set and what is the company s vision for the next few years? The most important goal is to remain a competitive company. Some of the key tasks include retaining freight volumes, looking for new opportunities, and raising the demand for additional services. The main objective is to ensure the transparency of operations of the company and to provide equal freight transportation principles to all customers. We must also increase efficiency and will therefore continue to improve our operating and business processes. We will pay more attention to IT, which change habits and enable customers to order services quickly and easily. We will do our best to eliminate any unnecessary bureaucratic steps in the process of ordering of freight transportation and related services. The development of the e.krovinys functionality and the use of e-signatures are among our key priorities. 8

9 CURRICULUM VITAE Egidijus started his professional career in 1997, after graduating from the Faculty of Environmental Engineering of Vilnius Gediminas Technical University, when he started working at the National Commission for Energy Control and Prices. In 1999, he was employed by the international audit and consultancy company Arthur Andersen. From 2001 to 2016, he worked at Ernst&Young, where his primary task was to provide consultancy to managers of companies managing various infrastructures, including companies operating in the field of transport and logistics. Egidijus has a vast experience in working with Eastern European, Kazakh, Ukrainian and Baltic companies and dealing with issues such as strategy selection, business planning and operating process improvement. On 26 January this year, Lithuanian Railways signed a protocol of intention with the Kazakh railway company KTZ Express on cooperation in the field of freight transit from and to China. Long-term joint projects were also discussed during the meeting. The protocol of intention signed by Egidijus Lazauskas, Director of the Freight Transportation Directorate of Lithuanian Railways, and Almat Karimov, Director of the Container Transportation Department of KTZ Express, provides that some of the container trains from and to China will transit through the Lithuanian territory. The passing of a trial train is scheduled in Q1 this year. According to the agreement, Lithuanian Railways will be responsible for organising of the passing of the train: the prompt reloading of containers at Šeštokai railway station, drafting of the required documents, and completion of customs procedures in Belarus and Lithuania. It was agreed that three to four trains of this type could travel per month. We view it as a great achievement that we have managed to reach this agreement with KTZ Express. These transportations will help us receive additional revenue and ensure a better use of the Lithuanian Railway infrastructure and intermodal terminal potential, commented Mr Lazauskas. During the meeting, the parties also discussed the possibility to transport frozen products from Klaipėda seaport to Kazakhstan. Plans are to transport approximately 100,000 tones of these products per year. 12

On February this year, managers of Lithuanian Railways met in Belarus with managers of Belarusian Railways to discuss their plans to increase freight volumes and to further develop the passenger route Vilnius-Minsk. We will seek to ensure that Belarus remains our key market. Lithuanian Railways will pay particular attention both to competitive pricing and to the improvement of the efficiency of freight transportation through the Lithuanian territory. We will seek to not only retain the current freight flows but also to look for new projects and opportunities to increase freight amounts, said Mantas Bartuška, Director General of Lithuanian Railways. During the meeting with Belarusian Railways, considerable attention was also paid to intermodal trains, effective traffic organisation, and innovative solutions, which will enable to abolish paper documents for railway transportations. In this manner, a quicker transportation process will be ensured and customer service will improve. In Belarus, managers of Lithuanian Railways also met with representatives of Belaruskali and Grodno Azot. Last year, million tonnes of freight were transported between Lithuania and Belarus, which accounted for 36% of the total freight volume. In 2016, compared to 2015, freight transportation between Belarus and Lithuania increased by 5.9%. << GO TO TABLE OF CONTENTS 13

On 24 February this year, Lithuanian Railways and members of the Lithuanian National Association of Forwarders and Logistics (LINEKA) discussed current issues in the field of transport and logistics and agreed to cooperate closely in the improving of the competitiveness of railway services, looking for new opportunities, and exchanging information about freight movement directions and trends. We want our company to grow and remain competitive. Our goal is to use the available infrastructure to the maximum, in particular as far as freights directed to Western Europe through Kaunas (Palemonas) and Šeštokai railway station are concerned, said Mantas Bartuška, Director General of Lithuanian Railways. LINEKA members were particularly interested in the opportunity to reload large equipment (tractors, combine harvesters, etc.) at Mockava railway station without employing side ramps or cranes. Furthermore, an expansion of the fleet of pocket wagons, which can be used for transporting semitrailers and containers in a single train, is also envisaged. During the meeting, participants discussed the improvement of the competitiveness of railway transport, tariff policies, process improvement, combined transportations, intermodal terminals, development of transportations to Poland and other Western countries, and business and research cooperation. In 2016, LINEKA transported 3 million tonnes of freight via Lithuanian Railways, which accounted for 6% of the total volumes of Lithuanian Railways. Lithuanian Railways and LINEKA signed their first cooperation agreement in LINEKA unites 60 companies and organisations engaged in freight forwarding, logistics and related services. The association includes 20 companies working with railway transport. 14

In February this year, representatives of Lithuanian Railways and Hupac Intermodal SA met in St Petersburg to discuss joint projects and detail the pricing for the intermodal train Milano Express. We have agreed on the long-term principles of the pricing for the Milano Express project, and can therefore offer customers competitive prices of transportations to Milan, said Rima Terminatė, Director of LG Ekspedicija of the Freight Transportation Directorate of Lithuanian Railways. The prospects of another project, Šeštokai Express, were also discussed. Plans are to retain the freight volumes for the container train Šeštokai Express achieved in 2016 and, in case the Russian tariff policy with regard to large-capacity tank wagons changes, the volumes can be increased by up to 30%. During the meeting, representatives of Hupac Intermodal SA have confirmed that, already this year, trips of the container train from Urumqi in China to Antwerp in Belgium should be resumed. This will be the continuation of the first train that successfully passed Šeštokai railway station last year. Hupac Intermodal SA has been present in the market for over 50 years. On average, the company sends approximately 100 trains a day, and transports over 1 million TEU per year. In February this year, a meeting of representatives of Lithuanian Railways, DB Cargo and Eurosib was held in St Petersburg, in which participants discussed the opportunity to direct freight through Šeštokai railway station. During the meeting, participants discussed the opportunity to direct through Šeštokai railway station freight in container trains going to China, i.e. to transport freight via Trans-Siberian Railway via Mongolia. We have managed to reach a joint agreement. We expect to receive the first trains by the end of May this year, said Saulius Stasiūnas, Deputy Director of the Freight Transportation Directorate of Lithuanian Railways. All this would have been impossible had it not been for the successful first trial trains that passed through Šeštokai railway station in the summer of At present, customers themselves (KTZ Express, TEL, Eurosib and others) show an active interest in the alternative corridor of Šeštokai, which is mainly due to the increasing jams at Brest border control post between Belarus and Poland. UAB Eurosib SPb is one of Russia s largest forwarding companies. It was established in The company provides integrated transport and logistics services and has a fleet of 13,400 wagons of different types and several modern freight terminals. The company cooperates closely with its Chinese partners and organises transportation by container trains on the Trans-Siberian Railway. 16

18 FREIGHT TRANSPORTATION GEOGRAPHY Lithuanian Railways is one of the most reliable and modern carriers in Central Europe, which ensures a quick, safe and reliable freight transportation throughout its routes from Western Europe to Asia. Thanks to Lithuania s convenient geographical location, the country s transport sector, and freight transit in particular, plays an important roles in the national economy. Freights between Russia, other CIS countries and Western Europe account for the largest share of Lithuania s industrial transit. The key trade routes intersect in Lithuania. We are very centre of transit between Northern Europe, Pola Belarus and Russia. Rails of two standards 1,520 mm and 1,435 mm are available in Lithuania. The completed Rail Baltica project will connect Poland, the Baltic States and Finland and facilitate the communication between Central, Eastern and Western Europe. In 2017, we plan to pay major attention to our new destination, Italy, and launch regular trains connecting Western Europe and China. If needed, our Logistics Division can extend routes with sea or air transport. We can deliver your freights from and to any part of the world. Lithuania belongs to TRACECA, which connects EU countries with countries of the Caucasus region and Central Asia. MERKURIJUS The intermodal train connects Klaipėda, Kaliningrad and Moscow. VIKING TRAIN VIT EKSPRES It is the fastest and most cost-efficient method for transporting freights from the Baltic Sea region to the Black Sea region. The standard route is from Klaipėda (Lithuania) to Ilyichevsk (Ukraine), and the extended route reaches Turkish seaports. Viking Train carries 20 and 40 feet general-purpose and specialised containers. LG Ekspedicija Tel MILANO EXPRESS This train follows the route Kaunas-Warsaw, Ludwigshafen-Milan once a week, with the duration of the trip being one week. It is a container train with regular trips from container terminals of Klaipėda seaport (JSC Klaipėdos Konteinerių Terminalas, JSC Klaipėdos Smeltė) via Draugystė and Vaidotai railway stations to Vilnius public logistics centre intermodal terminal (VIT). We used to receive numerous customer requests to help them to deliver their freights to or from a railway station, appropriately pack freights, and solve other issues. We have three intermodal terminals in Lithuania in Vilnius, Kaunas and Šeštokai. The terminals provide not only traditional loading and unloading services but also the services of handling of customs and accounting documents and other logistics and warehousing services. Services offered by the intermodal terminals: Loading of containers onto rail platforms and semi-trailers Servicing of sea, tank and refrigerator containers Free storage of containers for up to 45 days Customs services (type A open customs warehouse) Filling out and registration of documents by means of the electronic data management system e.krovinys Services of the State Plant Service and the State Food and Veterinary Service Direct loading of containers from/to platforms for 1,435 mm and 1,520 mm rails (KIT and Šeštokai only) 22

23 VILNIUS INTERMODAL TERMINAL (VIT) VIT is situated next to Lithuania s largest sorting railway station, Vaidotai, and Vilnius southern bypass. Thanks to the convenient geographical location, freights can be delivered easily and quickly by rail from Klaipėda seaport to Vilnius, Belarus and further to the east. VIT can handle 100,000 TEU of freights per year. KAUNAS INTERMODAL TERMINAL (KIT) KIT is established in the territory of Palemonas and boasts a well developed railway infrastructure and convenient communications with the country s main roads (A1, A6, etc.); I and IX transport corridors and Kaunas International Airport, are located nearby. Furthermore, KIT is at a reasonable distance from Klaipėda and Kaliningrad seaports, which open roads to the markets of Western and Eastern Europe and CIS countries. At KIT, freights are handled by combining railway and road transport; the services for freight distribution for railways of two standards are also provided. KIT can handle 55,000 TEU of freights per year. ŠEŠTOKAI INTERMODAL TERMINAL Šeštokai railway station is a place of intersection of rails of two standards 1,435 mm and 1,520 mm, and boasts an excellent infrastructure for organising intermodal transportations. The railway station is provided with container cranes and other equipment, which enable to handle up to 200 TEU of freights per day or over 70,000 TEU per year. << GO TO TABLE OF CONTENTS 23
