9 Basis of laws Green public procurement has been included in The Twelfth Five-Year Plan for National Economic and Social Development of PRC. - Green public procurement is an important practice of institutional transformation and an important approach to build environmental friendly society. - The integration of environment and development is one of specific methods to support micro economy. It is also an important approach to promote energy saving & emission reduction for sustainable development. 9

14 Brief Introduction to the Label Sun mountains Clean water Rings The center of the labelling, Sun, mountains and water, represents the environment for human survival. Ten connected rings which surround the center signify that public should participate protecting environment. The overall implication is that people come together to protect the environment for human survival. China Environmental Label is a proof sign. it means that comparing to other products fulfilling the same function, any product or service awarded this logo results in a lesser environmental impact during its lifecycle.

16 Environmental Label Product Categories Total of 98 categories (in 2015) : Household appliances: refrigerators, air conditioners, water heaters, microwaves, etc. Office equipments: printers, copiers, faxes, computers, monitors, etc. Office stationary: paper, stationary, cartidges, etc. Building material: wood-based panels, cement products, building ceramics, lightweight construction materials, etc. Others: paints, furniture, sanitary wares, solar systems, etc.

26 Environment Label Product Procurement List The ELP List is created by considering the following (based on the State Council Regulation of 2006): Products in the ELP Lists should be certified by the Environmental Labelling product certification organization. The products must have enough production lot, mature technology, reliable quality There are perfect supply systems and good aftersale service of the products

27 GPP Information Resources To support GPP the government provides: GPP training MOF regularly conducts training of local government purchasing agencies. At least once in a year, but may be more according to the specific situation. Local provincial procurement centers also organize training workshops as necessary. +

28 Other Support Measures Chinese Green Purchasing Network : Created by the Environmental Development Center (of MEP) for for promotion of GPP and sustainable consumption. All enterprises that have achieved China Environmental Labelling certification are members of the the Chinese Green Purchasing Network. Green Printing Programme : collaboration agreement between MEP and the General Administration of Press and Publication to produce ecolabeled textbooks for primary and secondary schools Subsidies for green vehicles (in 2009) International cooperation projects : such as EU SWITCH- Asia Programme ; SPPEL project ; etc.

31 GPP Monitoring System Not yet standardised for all government agencies In process to establish a system that will foster implementation General Plan for Construction for National Government Procurement Management and Trading Platform (MOF, 201). In August 2015, General Office of the State Council issued the Work Plan on Integration and Establishment of a Unified Public Resource Trading Platform, proposing to form a public resource trading platform with unified rules in the whole country by the end of June 2017.

35 Benefits of China ELP Promoting ecocivilization construction and leading toward sustainable consumption of the whole society Benefits Total government procurement of environmental protection products reached billion yuan, accounting for 75.% of the government procurement of the same products. Reduction of VOCs emission reached 205,000 t, 25 times of the planned emission reduction of Beijing Municipality in the same year; Reduction of CO₂ emission reached 859t, equivalent to an increase of 4.69 m³ forest volume; Reduction of total phosphorus emission reached 122 t, about 1/10 of the annual total phosphorus emission of the Taihu Lake watershed; Reduction of Hg emission reached t, equivalent to the Hg content of 280 million No.5 batteries.

36 Benefits of China ELP Calculated the basis of national government procurement of 10,000 printers and 10,000 laptops per year, the major electronic products of government green procurement can save electricity by 1.58 million KWh, reduce dust by 40 t, CO₂ by 1575 t, SO₂ by 47 t, and NOx by 2.7 t.

40 Challenges Limited scope of GPP, both in terms of categories and organisations covered: The categories of designated products is still small. An important public sector (State-owned companies and similar) are not included in the current GPP framework.

41 Challenges The policy for GPP should be improved: The policy framework of green procurement is not complete. There is no specific green procurement law in China but the related requirements were include in the government procurement law. Complicated hierarchical structure of government procurement creates confusion about GPP Lack of consciousness on GPP

42 Way Forward GPP has to be promoted more intensively in all public authorities (local, regional and national) More resources need to be provided to support public authorities in conducting their GPP
