DEVELOPMENT OF THE GREEN EAST-WEST TRANSPORT CORRIDOR IN SOUTHERN PART OF THE BALTIC SEA REGION Algirdas Šakalys, Adviser to the Prime Minister of the Republic of Lithuania Vladas Stūrys Consultant; researcher VGTU.

Freight logistics is a very actual sector for the Baltic Marine Innovation topic: Globalization and increasing global competition imposes on freight logistics a role of one of the driving forces in development of the Baltic Sea region as a whole. The freight logistics is a blood-vessel of the economy with backbone role of the transport in it. The competition and increasing global performance level motivates regional transport system to act focused and innovative, seeking to meet highest requirements of the market. The strengthening transport system and increasing cargo flows is one of the weighty challenges for the social and eco environment of the Baltic Sea region. Innovative approach is a main way to avoid negative impact of the traffic growth.

East-West prehistory: Baltic Gateway project

East- West project Source: East-West Organizational and research activities of the corridor, testified that the East- West Transport Corridor (EWTC)extending from Esbjerg (Denmark) and Gothenburg (Sweden) to the eastern borders of Lithuania, has the potential to serve the increasing needs of East - West transport capacity across the Baltic Sea and further to the Far East and the Black Sea Region.

Around 70 partners from Sweden, Lithuania, Germany, Russia, China, Denmark have joined the project. EWTC targets stimulation of the economic growth of the region. Through international cooperation, the aim of the project is to develop and work for efficient, safe and environmental friendly handling of the increasing amount of goods moving east west in the South Baltic region. The project joins forces of stakeholders in the region to enhance sustainable transport planning and inovative solutions in the field of transport. Challenging business development along the corridor, the transport sector will stimulate the economic growth along the entire East West corridor.

First time in history intermodal terminals from Sweden and Denmark up to Odessa were analyzed and benchmarked in one work package. 9 different cathegories of bottlenecks along the corridors were indicated and benchmarked. 9 I part of the East-West project was performed during years and resulted in a Vision, Strategy and Action Plan supporting EU policies. A Supply and Demand group of private stakeholders was developed and a decision was made to set up the EWTC Association as a durable network.

As the Green corridor, East-West focuses. To make East-West transport corridor a good example of a Green Transport Corridor in line with EU s latest transport policies also meeting market demand for more efficient and environmental friendly transports. To develop an innovative pilot testing ground where modern technology and information systems contribute to increased efficiency, traffic safety and security as well as reduced environment impact in the corridor. By stimulating a new business models for e.g. railway transport supporting economic growth within the corridor in particular in ports and inland hubs.

East West: from transport corridor to integrated supply chain

One of project conclusions is that a work of strengthening and modernizing the corridor has to be continued. II part of the project is to be realized during years Application for financing for EU funds is submited. One of core objectives of the II project will be to extend the corridor to the Black Sea, Central Asia and China, implementing innovative improvements along the corridor. 14 Participation of the Lithuanian Intermodal Transport Technolgy Platform as associated partner will be an effective instrument for innovative approach in the East West project. LITTP is created in March The establishment of LITTP was actively supported by East-West project. Involves Scienctific organizations ( VGTU, KTU, KU), freight logistic stakeholders (KSSA, Lithuanian railways, linava, LINEKA etc.), Authorities ( Ministry of transport and communications, municipalities).

The main tasks of LITTP to prepare Lithuanian intermodal transport strategy and present it to the governmental institutions for approval; to support co-operation among the interested actors of transport sector (transport, logistics companies, municipalities, governmental and research institutions); to adopt information on intermodal transport and logistics technologies development trends as well as innovation and best practices in the EU countries; to support efforts of the cities and the regional administrations in establishing intermodal transport, public logistics centres (freight villages) and in developing their network in Lithuania; to promote the co-operation between intermodal transport hubs and logistics centres both on national and international level; to take part in the establishment of the effective common intermodal transport communication network in the Baltic Sea Region.

Significant achievement of the platform is a research program for , jointly prepared by all participants scientists and researchers, business and authorities. The programe, covering every of transport modes, ensures integral and innovative approach both to the development of the Lithuanian transport system and to its contribution to concerned transport corridors. Innovations in marine sector are broadly presented in the program by meassures of research and implementation: defining maritime policies, modernizing technologies, reducing environmental impact of the transport, implementing IT solutions and intelligent transport systems, developing comodality, increasing safety and security in ports and waterborn transport etc.

Final remarks: Innovations in the marine sector are effective if they apply and target real conditions and objectives of actors and stakelholders of the sector, motivate latters to follow jointly agreed and accepted policies and targets. Innovations in the marine sector are successful if they are the part of a permanent and consistent process, based on research, planning and succession. The corridor affords advantageous environment for systemic approach in marine innovations..

Final remarks: East- West project is just at the maturation phase and needs to be further developed and supported. Its success will depend from successful consumption of the EU instruments: Marco Polo, Motorways of the Sea programes. Support from the Baltic Sea Region Programe is highly demanded. We are looking forwards to the June, when Baltic Sea Strategy will be presented. This coinsides with the start of the presidency of Sweden in the EU.
