1 MEMORANDUM CSC/Notif/009/2010 TO: CC: FROM: All Members of IATA Cargo Services Conference Accredited Representatives Members IATA Partnership Programme, Cargo Services IATA Regional Directors/ IATA Cargo Managers Secretary, Cargo Services Conference DATE: 19 November 2010 SUBJECT: RESOLUTION CHANGES TO CARGO-IMP UPDATED (10 January 2011) With reference to Resolution 671, proposals to amend the Cargo Interchange Message Procedures (Cargo-IMP) were agreed by the Cargo Business Processes Panel (CBPP) and the Cargo Data Interchange Task Force (CDITF). These amendments are related to requirements for Customs and Security Control information and in consideration of the recommendations from the Electronic Cargo Security Declaration Advisory Group. In particular to: o o Facilitate compliance with the European Commission s Import Control System (ICS): o Technical changes to the Status (FSA/FSU) messages to enable provision of the Movement Reference Number (MRN) to forwarders if and when the airline files the Entry Summary Declaration (ENS) o A table of rules, explanations and examples associated to the composition of the OCI Reference Line (e.g. how to identify DG UNID numbers) whose definition is changed to Other Customs, Security and Regulatory Information Facilitate the electronic capture of required security related information (e.g. as per EC regulation 185/2010) that can be used to: o Enable an electronic security declaration o Establish an electronic security audit trail o Produce a paper security declaration if and when needed In accordance with the provisions of Resolution 671, please find attached a summary of the agreed amendments to the Cargo-IMP. Any IATA Member may, within 30 days after the circulation of this Memorandum, protest these amendments by informing the Secretary of the Cargo Services Conference (CSC) with specific reasons for the protest. If no protests are received by the close of business on 20 December 2010, the proposed amendments will become effective and implementable as of that date and will be included in the 31 st Edition of the Cargo-IMP to be released in Frederic Leger Head of Cargo Business Process, IATA Attachment. 1

2 Amendments have been agreed as follows: 1. Messages SUMMARY OF THE AMENDMENTS TO CARGO-IMP The following existing messages are editorially amended as follows and therefore no new message version numbers are required: Airline Flight Manifest (FFM) Message Ref. 9 and Ref. 17 Other Customs Information (OCI) are renamed Other Customs, Security and Regulatory Control Information but line identifier OCI is retained. A new Note is included for Ref. 9 and Ref. 17 that refers to composition rules for the OCI line The last text line in Note FFM1 Part 5 is corrected to read: (elements 12.1 thru repeated) The explanatory notes under Ref are corrected to read: Elements 12.1 thru can be repeated. Elements 10.1 thru can be repeated. Elements 3.1 thru can be repeated Unit Load Device Manifest (FUM) Message Ref. 16 Other Customs Information (OCI) is renamed Other Customs, Security and Regulatory Control Information but the line identifier OCI is retained. A new Note is included for Ref. 6 that refers to composition rules for the OCI line An editorial correction adding an explanatory note under Ref. 6 is to indicate that Elements 6.2 to 6.10 can be repeated to align the specification with the layout and the other messages using OCI Customs Status Notification (CSN) Message Ref. 9 Other Customs Information (OCI) is renamed Other Customs, Security and Regulatory Control Information but the line identifier OCI is retained. A new Note is included for Ref. 9 that refers to composition rules for the OCI line The following existing messages are technically amended as follows and therefore new message version numbers are required: Status Answer (FSA) Message Ref (of CRC Status Details) is renamed Reporting Detail Ref CRLF is renumbered 17.7 A new conditional Ref Separator is inserted with a Note indicating that it is only included if the new optional 17.6 is included A new optional 17.6 Movement Detail is inserted (structured the same as Ref.8.3 Movement Detail) Ref. 23 (ULD) and Ref. 24 (OSI) are renumbered Ref. 24 and Ref. 25 respectively and editorially amended accordingly A new optional Ref. 23 Other Customs, Security and Regulatory Control Information (OCI) is included The explanatory note under Ref. 2.5 is editorially amended to read: Ref. 2 must be followed by: - Either one or more of the optional Ref. 3 to 23 and in any order together with one occurrence of the optional Ref. 25 (OSI); - or by one occurrence of the optional Ref. 25 (OSI) only. Each optional Ref may be followed by optional Ref. 24 (ULD). The explanatory note under Ref.22 (FOH) is moved to under Ref 23 (OCI) and reads Elements 2.1 to can be repeated Note FSA52 is amended to read Ref. 2.3 Quantity Detail (not included if followed by Ref. 25 only). A new message type version number (14) is assigned for the FSA message 3

4 Status Answer (FSU) Message The explanatory note 5.2 under Message Use is editorially amended to read: The format of the FSU Message is the same as the FSA Message except that the FSU Message can only be used as follows: - for one non-repeatable status or the Other Customs, Security and Regulatory Control Information (OCI) line and may be accompanied by the optional ULD description or - for one non-repeatable status and accompanied by the optional Other Customs, Security and Regulatory Control Information (OCI) line and/or ULD description. Note FSA52 does not apply. A new message type version number (14) is assigned for the FSU message as it is aligned with the FSA message For additional information purposes the amendment to the FSA specification, including the Table Other Customs, Security and Regulatory Control Information (OCI) Composition Rules, is included as Attachment A. This Attachment A allows includes a FSA message example regarding the provision of a Movement Reference Number as well as a FWB message example regarding the provision of security information. The particular amendments in those message examples are highlighted in yellow. 2. Data Elements The following existing data elements are editorially amended as follows: Data Element 941 Customs Information Identifier is renamed Customs, Security and Regulatory Control Information Identifier and its description is changed to Coded indicator qualifying Customs, security or regulatory control related information. Data Element 940 Supplementary Customs Information is renamed Supplementary Customs, Security and Regulatory Control Information and its description is changed to Supplementary information identifying a party or a location related to Customs, security or regulatory control reporting requirements. Data Element 103 Line Identifier OCI Other Customs Information is renamed Other Customs, Security and Regulatory Control Information. 4

5 The following new data elements are included: 942 Screening Method Description: An indication of the screening method used to ensure the security of a consignment. The format is aaa. 943 Security Status Description: An indication of the security status assigned to a consignment. The format is aaa. 944 Screening Exemption Description: An indication of the grounds for granting an exemption from security screening to a consignment. The format is aaaa.
