Summary of Cargo Security Training (Regulated Agent Regime) Course To meet with the requirements of the Civil Aviation Department (CAD) re Training on Regulated Agent Regime, each RA is to ensure that at least two of their staff engaged in handling international cargo are provided with sufficient training commencing from 01 January 2006, the RA certificate carries a validity of three years. Since year 2004, we have cooperated with Carrier Liaison Group (CLG) to organize the RAR training course for the industry, please find below the enrollment status for year 2011: English RAR class held in December 2011 Organizers Classes Member Non- Member No. of Attendants CLG and HAFFA For details of the course, please go to the HAFFA website and click under Cargo Security Training (Regulated Agent Regime) below the main section titled: Education C. Self-Study Scheme of Dangerous Goods Awareness (DGA) for Category 4 & 5 Personnel of Freight Forwarders Approved by the CAD The regulations of the Dangerous Goods training requirement for Cat 4 & 5 Personnel of Freight Forwarder had become mandatory with effect from 01 July HAFFA has responded to Members need by establishing a Self-Study Scheme (SSS) in August 2008, which includes a DGA Self-Study Exam (0.5 hour) and a DGA Tutorial Class + Exam (2 hours) at a reasonable fee. Training Cooperation with the Chartered Institute of Logistics and Transport in HK (CILTHK) Background: The forwarding industry in Hong Kong is lacking a structured training programme. Most new comers joining a forwarding company are normally taught by their superiors who are not qualified to train people. It would appear to both CILTHK and HAFFA that the learning process for the new comers (as an entry level) leaves room for improvement. Therefore, both organizations have agreed to jointly develop a Vocational Training Programme (VTP) with a focus on basic technical skill and knowledge in the freight forwarding operations. With the support from the LogsCouncil, we have successfully applied for funding for course development of each module under VTP. The programme is divided into 2 streams, namely Airfreight Logistics Programme and Seafreight Logistics Programme, in which there are 4 modules for each sector. Module 1 is set as basic level and

3 Module 2 to Module 4 will be set as advance level. Please find below the tentative programme structure of each sector for your kind reference: Airfreight Logistics Programme (Tentative) Module 1 Introduction to Airfreight Module 2 Cargo Documentation Module 3 Executive Certificate in Airfreight Operational Supervisory Training * Module 4 Executive Certificate in Airfreight Operational Managerial* Seafreight Logistics Programme (Tentative) Module 1 Introduction to Seafreight Module 2 NVOCC SOP (Customer Service) Module 3 Executive Certificate in Shipping Practice* Module 4 Executive Certificate in Warehouse Distribution* * Tentative and Launching Time: To be confirmed Update: Starting from the 3 rd quarter of year 2010, we had successfully applied funding under the Out- Centre Course (OCC) Scheme by the Vocational Training Council - Transport Logistics Training Board (VTC-TLTB) for both Airfreight Module 1 and Seafreight Module 1 and also for both Airfreight and Seafreight Module 2 from July The course development of Module 1 and 2 of the Airfreight Logistics Sector has been completed and we have tendered out to an industrial training provider, Radon Asia Limited, to deliver these modules. Up to 31 st December 2011, there were a total of 9 classes held for Module 1 and 1 class for Module 2. On the other hand, the course development of Module 1 and 2 of the Seafreight Logistics Sector has been completed and we have tendered out to YMCA College Of Careers, to deliver these modules. Up to 31 st December 2011, there were a total of 5 classes held for Module 1 and 3 classes for Module 2. For Module 3 and 4, Poly U-MEDC has successfully bid the tender and they would act as the service provider of writer and trainer for both airfreight and seafreight stream. With the assistance of Poly U- MEDC, both Module 3 and 4 of the Airfreight and Seafreight Logistics Sector are applying for the registration on the qualification framework (QF) under SCS base at level 4 which we think it will greatly benefit the student on their professional development with higher qualification of the programme. The registration is tentatively to be approved in the 3 rd quarter of In the meantime, Poly U-MEDC, VTP Expert Panel and working group are in full gear to prepare the training material and it is expected that theses modules will be launched after the QF registration. Apart from the efforts made by both organizations, other industrial associations also voiced their supports for the VTP including the Hong Kong Shippers Council and the Carrier Liaison Group. Moreover, the certificate is jointly issued by LOGSCOUNCIL, CILTHK and HAFFA, which we believe that the programme is of high recognition. In order to enhance the recognition of the certificate, the Board of HAFFA Directors had decided that: (i) This VTP module (Airfreight M1) is equivalent to the IATA Basic Cargo Skills and Procedures under the HAFFA Training requirement to become a HAFFA Member. (ii) Companies of the HAFFA Executive Committee will give higher priority to any job seeker if he/she has obtained the certificate of VTP (Airfreight Sector and Seafreight Sector). Besides, we have proposed to the IATA to consider possible recognition of the M1 and M2 VTP training program to be equivalent to the IATA Certificate of Basic Cargo Skills and Procedures. For Module 3 (Supervisory training) and Module 4 (Managerial training), which will be sent to the IATA once the course development is complete, we hope to seek more recognition by the IATA. We would like to take this chance to highly recommend this VTP to our Members, and please have your Training / Personnel / Human Resources Department to consider this as an alternative to your internal

4 training programme. Unlike other programme that focus on the theoretical aspects, this VTP provides practical knowledge, current version of the transport documents and hands-on skills that are crucial for business operations and the logistics industry at large, your staff will be trained and able to make immediate contributions to your company once they are in the workplace. Vocational Training Board Transport Logistics Training Board (TLTB) The Association had represented the industry to sit in the TLTB as one of the Board Members for many years. In year 2011, the TLTB had resumed the Out-Centre Course Scheme (OCCS) for industrial courses for the period of 1 April 2011 to 31 March We have successfully applied 4 types of training courses, namely (1) Basic Cargo Training Course, (2) Cargo Claims Handling Course, (3) International Maritime Dangerous Goods Code (DG by Sea) Training Course, and (4) Vocational Training Programme - Airfreight and Seafreight Module 1 and Module 2. We shall continue to apply to the scheme for the above mentioned courses as well as the VTP - Airfreight and Seafreight Module 3 and Module 4 in the next financial year. Every two years, the TLTB will publish the Manpower Survey Report for the Transport Logistics Industry. The purpose of this survey is to obtain data on the present and future manpower situation and training information so as to enable the TLTB to formulate appropriate training plans to meet the need of the industry. For year 2010 Manpower Survey Report, it had been published and the summary was disseminated to all members via Special Circular dated 29 December F. Qualification Framework (QF) The QF is a hierarchy that orders and supports qualifications of academic, vocational and continuing education. To strengthen the industries leading role in the development of vocational training so as to enhance the effectiveness of the latter, Specification of Competency Standards (SCSs) are formulated by the respective industries including HAFFA. To ensure wide acceptance of the qualifications conferred by various educational and training bodies under the QF, a quality assurance mechanism is set up. All QF-recognized qualifications are quality assured. The Specification of Competency Standards (SCS) for the Logistics - Air Freight & Express and Logistics Shipping had been developed. And the Local Transport & Distribution, Terminals & Warehouse and Supporting & Ancillary Services are still under developing. To enhance the worthiness of SCS and benefit Members of the use of the SCS for Airfreight and Shipping, the Association assists the qualifications framework secretariat to work out a HR handbook, so as to assist the

5 industry on staff recruitment, evaluation and promotion. The QF Secretariat is organizing a free seminar entitled Qualifications Framework and Upgrading Logistics Workforce in Hong Kong at Chiang Chen Studio of The Hong Kong Polytechnic University, Hung Hom from 2pm to 5:30pm on 30 April 2012 for wider promotion particularly on the said HR handbook, RPL (Recognition of Prior Learning) and New Academic Structure. Taking this opportunity, we would like to highly encourage members to attend this free seminar. It is a good platform and an opportunity for industry leaders, practitioners, HR and training personnel, and relevant group of stakeholders to gather together and explore the challenges and opportunities of the logistics industry in Hong Kong. Speakers with varied background in air-sea-land cargo transportation and other branches of logistics industry will address the logistics and manpower issues from a wide spectrum of perspectives.
