23 EU European Commission, Directorate-General: Justice, Freedom and Security, Directorate F: Security RiskProtec CI - Risk Assessment and Development of Protection Capacity for Critical Infrastructures due to Aircraft Attack The project goal is to develop a methodology for risk assessment of different types of facilities from the European critical infrastructure, mainly Nuclear Power Plants, for the effects of airplane crash with different airplane types and thus to increase the security awareness of the operators of those plants. Within RiskProtec CI the protection capacity of all European types of nuclear power plants against airplane attack will be increased by: - development of a methodology for the risk assessment of NPP and dams - review of the hazardous structures - classification of east and west European NPPs with regard to airplane crash - analysis of vulnerability of NPPs and dams - risk assessment of NPPs and dams - development of protection capacity against crash with Airbus A320, A380, Boeing B747, B767 - dissemination of the results 23

24 Ukraine ENERGOATOM Support to improved operational, maintenance procedures and severe accident management guidelines at Energoatom NPPs The project was launched within the frame of the EU Instrument for nuclear safety cooperation programme, the project Accident management and procedures: improvement of the emergency documentation. The wider objective of the project is transfer of operational safety culture and support in the improvement of the emergency documentation at Ukrainian nuclear power plants. The project scope covers review of the best international practices and European Union operators experience in nuclear power plant safety assurance during design basis, beyond design basis accidents and severe accidents for both at power and shutdown states. One of the main objectives is to reduce the probability of human errors during diagnostics and decision making while responding to incidents and accidents which could occur in a shutdown state of the reactor as well as to severe accidents which could occur for both at power condition and shutdown state of the reactor. Further the emphasis lies on development and updating of an emergency documentation system for all Ukrainian nuclear power plants. 24
