1 Situation: The El aso County (EC) FSE will occur 05 June 2010, from 10:00-15:00. The focus is emergency response to a tornado at Hanover High School. This is a Mass Casualty Exercise involving school faculty, first responders, local hospitals, the County Health Department and the Medical Reserve Corps. Check in: at Hanover Assembly Area (HAA). This location is Myers Road between eyton Highway and Milne Road. Apparatus will approach the HAA from eyton Hwy turning west on Myers so that all apparatus is parked on the north side of Myers Road facing west. Check in will be in the tent in the field. Briefings: 0900 in the tent Exercise Start Time: YUR RADIS MUST BE N C2 AND AGERS MUST BE N. You will receive a 3x5 card at check in on which will be the phone number for the exercise dispatcher if you desire to contact dispatch by phone instead of radio. layers: Include 16 Fire Departments, AMR, EC Search and Rescue, all four hospitals, Memorial Star and Flight For Life, S and AMR Dispatch, and some of the School Faculty. See the layer Trifold for details. Dispatch: Both S and AMR dispatchers are participating in this exercise. They will follow all normal protocols except that the S will operate on C2 (which will simulate the Red Channel) and AMR on their backup frequency. Communications: In no instance will exercise communication interfere with real-world emergency communications. C2 will simulate the Red Channel (dispatch) for exercise play. All layers will adhere to existing communications policies for talk group use and assignment and protocols for incident management. The only exception is that C2 will simulate the Red Channel for this exercise. Exercise Control will monitor all player talk groups as well as the Red Channel for real world events. Exercise Control is utilizing VHF frequencies for control and therefore will not interfere with any player communications. If it appears that player comms are interfering with the Red Channel; the ExDir will advise the IC to move player comms to specified talk groups that will not interfere with the Red Channel All player radios MUST be on C2. At N time can players have their radio on their normal FD channels while only scanning the exercise channels. This will potentially overload the two 800 MHz towers. If players must monitor their normal FD channels they MUST be on C2 and use the scan mechanism to listen to their FD talk group - this is absolutely critical for CSFD. Real World Medical Support/Emergencies: AMR will provide an ALS ambulance at the school which can be called on C2. Immediate procedures include: Render immediate medical care within scope of practice Contact ambulance on Red Channel/C2 or via Exercise Control on any channel Notify nearest C/E colored vest If any real world incident requires an armed deputy, the deputy will be obtained by first calling for Deputy Robblee on C2 or designated Simplex exercise channel or the S Dispatch on the Red Channel. Safety: Under the direction of the Exercise Director (ExDir), a lead Safety officer supported by a team of appropriately qualified safety officers will conduct a pre-exercise assessment and subsequently monitor exercise activities in each of the exercise venues 1

2 All Controller/Evaluators (C/E) and other exercise staff will serve as safety observers. articipants will immediately report any safety concerns to a C/E Speed limit on Myers Road is 20 MH Absolutely no needles will be used on or near any patient Be aware of snakes in the grass and around out-buildings roperty Damage: All apparatus will drive only on the asphalt or gravel roads and park only on the shoulders of these roads or on the gravel parking lot. There will be no cross-county travel in vehicles or ATVs. For those responders that may be conducting an area search, access to residential property has been approved for foot traffic and search dogs only. No ATVs or apparatus will be allowed on private property. Refer to the layer Trifold for the In-lay areas. Weapons olicy: This includes all firearms; knives; less-than-lethal weapons, tools, and devices; and any other object capable of causing bodily harm. Firefighters, paramedics, and EMTs may carry knives, or other tools, if normally used in the course of their duties. The only participants allowed to carry firearms and non-lethal weapons (tasers) in the exercise area are deputies and Commander Reid Role players are not allowed any weapons including knives Commander Reid, or his representative is responsible for ensuring that all armed participants received a firearms safety brief and that the ExDir is informed of compliance before STARTEX No EXCN or Citizen atrol personnel will carry firearms Role layers: These are all community volunteers Each role player will have a condition card. Many will be moulaged Do not cut or damage role player clothing or moulage material; place all bandaging materials over the clothing No needles or like type items will be used on the Role layers Exercise Artificialities: layers will be pre-staged at Hanover and will be dispatched based on an estimated travel time to the incident. In some cases, travel time is accelerated to ensure maximum training time for all departments Boxes simulate debris inside the school. Large boxes are two-man lift Ambulances will deliver role players to a patient transfer point (T) at the HAA and will then return to the school for play. Role layers will take buses to hospitals (via hospital assembly areas in town) Air ambulance (Memorial Star and Flight For Life) are participating in this exercise unless a real world event prohibits this. No one under the age of 21 is allowed to be air transported. The Role layers have been screened by age, and by mental status, to be air transported. If the number 21 is written on the patient s condition card or their wrist band then they are eligible for air transport. Anyone over 21 who does not have this on their card/wrist band has been deemed unsuitable for air transport e.g. claustrophobic or has a fear of flying For safety reasons we must dictate the location of the helipad. This is the NLY location that will be dictated for exercise play. The helipad MUST be on the baseball diamond on the east side of eyton Highway. perations of this helipad will be under the players normal operating procedures we are only dictating location. Exercise Control is NT operating the helipad for the exercise players ---that is 2

3 the responsibility of the players. Mike Badger is the Air Safety Controller and will be in a Yellow Vest marked as a Safety fficer. He will cease any operations deemed unsafe ut f lay Areas: ut of lay or Limited lay Areas: Several areas at the school are designated Limited lay or. The entire football field Is ut of lay,, the propane tank and the small building on the south side of the school is ut of lay. The baseball field is a location of Limited lay in that it can be used for foot traffic and as a helipad but no vehicles are allowed on the baseball field. There are certain rooms in the school that are ut of lay. All ut of lay areas are marked with signs and/or yellow barrier tape. Refer to the layer Trifold for details and locations. rivate roperty Access: The private property that is in play is marked on the layer Trifold. nly foot traffic and search dogs are allowed. No ATVs or vehicles on ANY private property. Media: Anticipate media at exercise venues. They will be escorted and are anticipated to be on site from 1130 to 2 pm. Videographers/photographers will be on site to document the event; there will be 3 teams who will be in colored vests. Weather: In the event of severe (Tornado) weather at Hanover, the ExDir will direct all players to shelter in the Elementary, Middle, or High School. The library (EXCN) is NT a sheltering location. Similar guidance applies to the other venues. In the case of lightning, Exercise Control will advise personnel to shelter in any building or their apparatus. Logistics: Food: A hot breakfast will be served at check-in as well as a hot meal at the Hot Wash. Throughout the day snacks and water will be provided at the Rehab point which is located near the Library (Exercise Control) Equipment: No equipment is being provided by Exercise Control; if you don t bring it, it won t be there Medical supplies o Red bags with medical supplies will be issued to each FD. Any material from the MCI trailer can be used for the exercise. If you use your own supplies from your department/apparatus there o will be no reimbursement Any reusable supplies from your apparatus (e.g. backboards) should be clearly marked. They will be returned to each department after the hot wash or by the hospitals via normal protocols layer Hot Wash Will follow 30 minutes after ENDEX inside the MS/HS building Upon ENDEX do not move your apparatus leave it parked where it is. You must secure all your equipment on your apparatus and then stage at Rehab until notified to enter the school for the Hot Wash Demob will be at the Hot Wash; everyone MUST demob. Each apparatus lead may demob their crew Hot meal and give aways will be provided at the Hot Wash You must fill out an exercise evaluation form before you leave 3
